Work Overview (1) Work Name: Staff Dormitory Demolition Work, National Hospital Organization Hizen Psychiatric Center (2) Work Location: Within the National Hospital Organization Hizen Psychiatric Center, 160 Mitsu, Kanzaki-gun, Saga Prefecture (3) Work Content: This work involves the demolition of four staff dormitories (including attached buildings, exterior work, etc.).
Details are provided in the required specifications. (4) Construction Period: Approximately 4 months (final completion scheduled for Reiwa 8 (2026)) 2. Competitive participation qualifications (1) Must meet all of the following conditions ① through ③.
① Persons who do not have the capacity to conclude contracts, bankrupt persons who have not had their rights restored, persons falling under any item of Article 32, Paragraph 1 of the Act on Prevention of Unjust Acts by Organized Crime Group Members (Act No. 77 of 1991), and persons falling under any item of Article 2, Paragraph 1 of the National Hospital Organization Regulations on Response to Anti-Social Forces (Reiwa 27, Regulations No. 63), unless there are special reasons. Minors, persons under curatorship, or persons under guardianship who have obtained the necessary consent for contract conclusion are considered to fall under special reasons.
② Persons who fall under any of the following items and for whom a certain period has not elapsed since the occurrence of the fact. The same applies to persons who use such persons as agents, managers, or other employees. The period, etc., will be applied in accordance with the suspension of business period, etc., based on the "Measures for Suspension of Business, etc. for Contracts" issued by the Director General of the National Hospital Organization. 1. Persons who intentionally performed construction, manufacturing, or other services in a shoddy manner, or who engaged in fraudulent acts regarding the quality or quantity of goods in the performance of a contract. 2. Persons who obstructed fair competition, or who colluded to harm fair prices or obtain unjust profits. 3. Persons who obstructed the contracting party from concluding a contract or the contractor from performing it. 4. Persons who obstructed the duties of employees and commissioned personnel during supervision or inspection. 5. Persons who failed to perform a contract without justifiable reason. 6. Persons who intentionally made an excessive claim for the contract price based on false information when determining the contract price after the contract. 7. Persons who have used persons falling under any of the preceding items as agents, managers, or other employees within 2 years after the occurrence of the fact. 8. Persons who have committed acts similar to the preceding items. ③ Persons who use persons falling under ② as bid agents.
(2) Must have been certified for general competitive (or designated competitive) tender participation qualifications in the "Building Construction" or "Demolition Work" category for the Kyushu-Okinawa region by the Ministry of Health, Labour and Welfare. (For persons who have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act (Act No. 154 of 2002) or applied for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification for general competitive (or designated competitive) tender participation qualifications in the Kyushu-Okinawa region must have been obtained after the commencement of proceedings.
)(3) Must belong to grade B, C, or D in "Building Construction" or grade A, B, or C in "Demolition Work" for the Kyushu-Okinawa region by the Ministry of Health, Labour and Welfare.
For those who have obtained re-certification under (2), they must belong to grade B, C, or D in "Building Construction" or grade A, B, or C in "Demolition Work" at the time of such re-certification.
(4) Must not be a person who has filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act or applied for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification under (2)).
(5) Must not be subject to suspension of business by the Director General of the National Hospital Organization or the Accounting Officer during the period from the deadline for submission of the competitive participation qualification confirmation application (hereinafter referred to as "application form") and competitive participation qualification confirmation documents (hereinafter referred to as "documents") to the bid opening.
(6) Must be able to assign a chief technical supervisor or supervising engineer to this work who meets the following criteria. Whether resident supervision is required will be determined by the Construction Industry Act.
① Must have one of the following qualifications:
1st or 2nd Class Construction Management Engineer
1st or 2nd Class Architect
Demolition Work Technician
② For supervising engineers, must possess a supervising engineer's qualification certificate and a supervising engineer's training completion certificate.
(7) Must not be a construction company whose management is substantially controlled by members of organized crime groups, or a similar entity, that has been requested by the police authorities to be excluded from public works ordered by the Ministry of Health, Labour and Welfare, and for whom such a state continues.
3. 4. Other (1) Language and currency to be used in procedures: Limited to Japanese and Japanese currency. (2) Performance guarantee of contract: The successful bidder shall provide a performance guarantee bond for public works (limited to those with a special clause guaranteeing contract non-conformity for 2 years) if the contract price exceeds 10 million yen. The guarantee amount in this case shall be 10% or more of the contract price.
(3) Invalid bids: Bids submitted by persons who do not have the competitive participation qualifications indicated in this announcement, bids by bidders who have not fulfilled the required obligations, bids with false statements in the application form or documents, and bids that violate the conditions of bidding are invalid.
- 3 - (4) Determination of negotiating party and contract price: ① The bidder who submits a valid bid within the range of the estimated price based on the specifications, design documents, etc., for the contract matters will be the negotiating party. If there are multiple negotiating parties, they will be assigned a negotiation order based on the bid price. However, if the price offered by the first-ranked negotiating party (hereinafter referred to as "first negotiating party") is deemed likely to result in non-performance that conforms to the contract content, or if it is deemed significantly inappropriate due to the risk of disrupting the order of fair trade to conclude a contract with that party, the next-ranked negotiating party may be designated as the first negotiating party for the contract.
② When the first negotiating party for the contract is determined, negotiations will be conducted immediately to determine the contract price. However, if negotiations fail or if a contract is not concluded within 10 days from the start of negotiations, the Accounting Officer may conduct negotiations with other negotiating parties in order of rank.
