(3) Work Description: This work involves the renovation of the sidewalk roof in the terminal area of Miho Airport, including direct temporary work, painting renovation, gutter work, paving, removal, and temporary work.

(4) Construction Period: From the weekday following the contract signing date until March 5, 2027
(5) This work is subject to electronic bidding and contracting through the electronic procurement system. However, those who find it difficult to use the electronic procurement system may, with the consent of the contracting party, use paper bidding and paper contracting.
(6) This work is subject to the comprehensive evaluation and bidding method (construction capability evaluation type (Type I)) in which the successful bidder is determined by comprehensively evaluating factors other than price along with price.
(7) This work is a trial project for the post-contract value engineering (VE) method, which accepts proposals on construction methods after contract signing.
(8) This work is subject to the obligation to implement separate demolition and recycling of materials, etc., and recycling of specified construction material waste, etc., in accordance with the Act on the Recycling of Resources in Construction Works (Act No. 104 of 2000).
(9) This work is a trial project where reference documents for estimation (design documents excluding amounts, estimated prices) are disclosed along with the notification of competitive bidding qualification confirmation results to those who have submitted an application form and are found to meet the competitive bidding qualifications.
(10) This work is a project where the approximate construction schedule envisioned by the contracting party is disclosed along with the notification of competitive bidding qualification confirmation results to those who have submitted an application form and are found to meet the competitive bidding qualifications.
(11) This work does not permit the assignment of a supervising engineer (hereinafter referred to as "special supervising engineer") under the provisions of Article 26, Paragraph 3, Proviso of the Building Construction Act (Act No. 100 of 1949).

(13) This work is a trial project for the "Next Generation Engineer Employment Promotion Type" in the comprehensive evaluation and bidding method, which evaluates the assignment of engineers aged 40 or younger and female engineers as chief (supervising) engineers or site managers. (14) This work is subject to a comprehensive evaluation that provides additional points to companies certified under laws and regulations as promoting work-life balance, etc. (WLB promotion companies). For details, refer to the tender explanation document.
(15) This work is a "Limited Inspection Document Type Trial Project" aimed at improving the efficiency of inspections by limiting the necessary documents for document inspection, targeting construction inspections (completion, completed portions, etc.).

(17) This work is subject to design changes in response to changes in the supply of construction materials due to the Middle East situation.

4. Miscellaneous
(1) Language and Currency Used in Procedures: Japanese language and Japanese currency only.
(2) Bid Security and Contract Security:
1) Bid Security: Exempt.
2) Contract Security: Required. However, interest-bearing national bonds or guarantees from financial institutions, etc., may be provided as collateral in lieu of contract security. Furthermore, if a public works performance bond insurance policy is provided or a performance guarantee insurance contract is concluded, the contract security deposit will be waived. For details, refer to the tender explanation document.
(3) Invalid Bids: Bids submitted by persons who do not meet the competitive bidding qualifications indicated in this announcement, bids with false statements in the application or confirmation documents, and bids that violate the bidding conditions are invalid.
(4) Determination of Successful Bidder: The successful bidder will be the one who submits a bid price within the limit of the estimated price prepared based on the provisions of Article 79 of the Budget Execution Order and has the highest evaluation score in the comprehensive evaluation. However, if the bid price of the intended successful bidder is deemed likely to result in non-performance of the contract in accordance with its terms, or if it is deemed significantly inappropriate due to the risk of disrupting fair trade, another bidder who submitted a bid within the limit of the estimated price and has the highest evaluation score may be selected as the successful bidder. If the bid price of the intended successful bidder falls below the investigation standard price based on Article 85 of the Budget Execution Order, an investigation will be conducted under Article 86 of the Budget Execution Order.
(5) Confirmation of Assigned Chief (Supervising) Engineer: After the successful bidder is determined, if a violation of the exclusivity rule for the assigned chief (supervising) engineer (hereinafter referred to as "assigned engineer") is confirmed through the construction performance information system, etc., the contract may not be concluded. For changes in the assigned engineer, refer to the tender explanation document.
(6) For works requiring the assignment of an exclusive assigned engineer, if the contract is concluded at a price below the investigation standard price, the assignment of an engineer meeting equivalent requirements may be requested in addition to the exclusive assigned engineer (refer to the tender explanation document).
(7) Negotiation in Procedures: None.
(8) Requirement for Contract Creation: Required. This project is subject to electronic document exchange for contract procedures via the electronic procurement system. However, if it is difficult to use the electronic procurement system, a request for consent to paper contracting procedures must be submitted, and paper contracting procedures will be used instead.
(9) Intention to conclude a contract for other works directly related to this work by discretionary contract with the contractor of this work: None.
(10) Participation by those who have not obtained general competitive bidding qualification: Those who have not obtained the general competitive bidding qualification described in 2.(3) may also submit application and confirmation documents according to 3.(4), but to participate in competitive bidding, they must obtain the qualification described in 2.(3) at the time of bid opening.
(11) Post-Contract VE Proposal: After the contract is signed, the contractor may propose to the contracting party changes to the design documents related to construction methods, etc., that can reduce the contract price without lowering the functions, performance, etc., of the work specified in the design documents. If the proposal is deemed appropriate, the design documents will be amended, and if deemed necessary, the contract price will be changed. Details are subject to special specifications, etc.
(12) Precautions regarding construction plan: If a construction plan is not submitted during the qualification examination, or if it is deemed to have been prepared in consultation with other bidders regarding this work, the competitive bidding qualification will not be granted if the content of the construction plan is deemed inappropriate.
