11 Method for Submitting Qualification Confirmation Application Documents
The confirmation subject must submit the qualification confirmation application documents and attached documents (hereinafter referred to as "Application Documents, etc.") by either the method using the electronic bidding system specified in Common Matters 7(2) or by bringing them to the Contract Division to confirm their qualifications.
However, this does not apply if the confirmation subject is confirmed to fall under any of Common Matters 6 or 14(1) to (5) before submitting the Application Documents, etc.

Common Matters for General Competitive Bidding for Construction Works
1 Qualifications Required for Bid Participation
(1) Must not fall under the provisions of Article 167-4 of the Regulations and Article 2, Paragraph 1 of the Okayama City Contract Regulations (Heisei 1, City Ordinance No. 63; hereinafter referred to as "Contract Regulations").
(2) For construction works of the same type as the target work, based on the Okayama City Competitive Bidding Qualification and Review Matters (Showa 61, City Notice No. 120; hereinafter referred to as "Review Matters"), must be listed in the city's qualified contractor roster.
(3) Businesses within the city and quasi-city businesses defined in Article 2 of the Okayama City Construction Work Competitive Bidding Qualification Requirements Setting Ordinance (hereinafter referred to as "Setting Ordinance") must meet the standards specified in the announcement for the grading level (hereinafter referred to as "Grading Level") determined in accordance with Article 5 of the Review Matters. (However, for those receiving preferential treatment based on the Okayama City Construction Work Performance Evaluation Utilization Standards (hereinafter referred to as "Preferential Treatment"), they can participate in general competitive bids with an estimated price of less than 1 billion yen for works up to one rank higher in grading level. Furthermore, when participating in bids with preferential treatment, it is limited to the types of work for which the construction performance was recognized and awarded according to the Okayama City Construction Work Performance Evaluation Utilization Standards.)
(4) Businesses outside the city defined in Article 2 of the Setting Ordinance must meet the standards specified in the announcement for same type of work performance実績, etc.
(5) Must not be in a period of suspension or deferral of designation (hereinafter referred to as "Suspension, etc.") based on the Okayama City Designation Suspension Standards at the bid opening date and time specified in the announcement.
(6) Must have acquired an IC card (a card storing an electronic certificate issued by an electronic bidding core system-compatible certification authority for use in the Okayama Prefecture Electronic Bidding Joint Use System (hereinafter referred to as "Electronic Bidding System")) and completed user registration with Okayama City in the Electronic Bidding System before submitting the bid. Also, the validity period of the IC card must extend beyond the bid opening date and time. (Excluding cases where the card cannot be used due to loss, invalidation, blocking, or damage attributable to the bidder, etc.)
2 Submission of Bids and Bid Price Breakdown
(1) The number of bids is limited to 2.
(2) Bidders shall submit their bids by registering the bid amount using the Electronic Bidding System with their IC card between the bid acceptance start date and time and the bid acceptance deadline for the target work registered in the Electronic Bidding System.
(3) For those who have completed user registration in the Electronic Bidding System after acquiring an IC card, in the following cases (excluding cases where the IC card cannot be used due to reasons not attributable to the bidder, such as disaster or theft, or other unavoidable reasons recognized by the city), they may participate in written bidding by bringing the "Written Bid Participation Approval Application Form (Form No. 1)" specified in the Okayama City Construction Work Electronic Bidding Implementation Guidelines (hereinafter referred to as "Electronic Bidding Guidelines") to the Contract Division no later than one hour before the bid acceptance deadline, and obtain the Mayor's approval. Thereafter, they may participate in the procedures for the target work in writing. However, this is limited to cases where the bid opening date for the target work is within the validity period of the IC card and a re-issuance procedure for the IC card is underway.
(4) Those who have switched to written bidding will not be allowed to switch back to electronic bidding or resume electronic bidding for the target work.
(5) In the case of (3), the bidder shall fill in the necessary information on the "Written Bid Form" (downloaded from the "Bidding/Contracts Website" → "Construction Works (Ordered by Contract Division)" → "Bidding Information [Construction Works]" → "Forms [Construction Works]" page) and the "Bid Price Breakdown" (downloaded from the design documents for the target work posted on the "Bidding/Contracts Website" → "Construction Works (Ordered by Contract Division)" → "Bidding Information [Construction Works]" → "General Competitive Bidding List" page), and submit it in a sealed envelope by the bid acceptance deadline, with the name of the contractor and the work name written on the front of the envelope (refer to "Regarding Written Bidding in Electronic Bidding Cases" on the "Bidding/Contracts Website" → "Electronic Bidding" → "Guides and Forms" → "Electronic Bidding Guide Page").
(6) For the determination of the successful bidder, the bid amount registered in the bid (or the amount written on the bid form for written bidders as stipulated in (3)) plus 10% of that amount (rounded down to the nearest yen if there are fractions of one yen or less) will be considered the successful bid price. Therefore, bidders, whether they are taxable businesses or not, shall register the amount equivalent to 100/110 of their estimated contract desired amount in the Electronic Bidding System (or write it on the bid form for written bidders as stipulated in (3)).
(7) In the case of (2), bidders using the Electronic Bidding System shall register any three-digit number in the lottery number field along with the bid amount registration, and attach the Bid Price Breakdown as an attachment.
(8) In the case of (3), written bidders shall enter any three-digit number in the lottery number field of the bid form (cannot enter "000") and attach the Bid Price Breakdown to the bid form. If no number from "001" to "999" is entered in the lottery number field, it will be considered as if "999" was entered.
(9) In the case of (7), the size of the electronic file for the Bid Price Breakdown shall be 3MB or less, and the file format shall be as follows. However, functions that are lost when saving in the specified format must not be used when creating the electronic file.

(10) In the case of (9), the compression format for electronic files shall be zip format. However, self-extracting formats are not permitted.
(11) When attaching the Bid Price Breakdown based on (7), the electronic file of the Bid Price Breakdown must be checked for viruses using the latest pattern file.
(12) Submitted bids and bid price breakdowns (hereinafter referred to as "Bids, etc.") cannot be corrected, exchanged, or withdrawn.
(15) Comply with the provisions of the Contract Regulations when bidding.
3 Bid Opening Method, etc.
(1) Bid opening will be conducted at the date and time and location specified in the announcement.
(2) If there are written bidders as stipulated in 2(3), the bid opening will be conducted at the date and time and location specified in the announcement, after the written bid is registered in the Electronic Bidding System.
(3) The bid opening officer shall deem the bid of a bidder invalid if, as a result of the bid opening, it is clear that the bidder's bid falls under any of items 5(1) to (13) without needing to confirm their qualifications based on the application documents, etc. (hereinafter referred to as "Qualification Confirmation").
(4) If the target work is a minimum price setting work as defined by the Okayama City Construction Work Minimum Price Setting Ordinance, bidders who submit bids below the minimum price will be disqualified.
(5) In the first bid, the bid opening officer shall arrange the bids (excluding those deemed invalid or disqualified under (3) or (4)) in ascending order of price (excluding the price after tax) and if there is only one bidder who submitted a bid at or below the estimated price (hereinafter referred to as "Valid Bid"), the bid opening will be executed after the written bid is registered in the Electronic Bidding System.
(6) In the re-bid, if there is one or more bidders who submitted a Valid Bid, the determination of the successful bidder will be immediately suspended. If there are no bidders who submitted a Valid Bid, the bid will be declared unsuccessful.
(7) If the determination of the successful bidder is suspended under (5) or (6), the bid opening officer shall proceed with the bid procedures in accordance with the Okayama City Construction Work Estimate Objection Procedures Ordinance (hereinafter referred to as "Estimate Objection Ordinance"), arrange the Valid Bids in ascending order of price, and the bidder who submitted the first-ranked bid shall be the subject of qualification confirmation (hereinafter referred to as "Confirmation Subject").
(8) When ranking Valid Bids under (7), if there are two or more bidders who submitted bids at the same price (hereinafter referred to as "Same Price Bidders"), the ranking will be determined by electronic lottery. The lottery method is as follows:
① For each Same Price Bidder, numbers from 0 are assigned in order of bid arrival (based on the Electronic Bidding System server reception time).
② For each Same Price Bidder, the sum of the registered lottery number and the last three digits of the arrival milliseconds of the Electronic Bidding System server reception time (hereinafter referred to as "Decision Lottery Number") is calculated.
However, the lottery number for written bidders stipulated in 2(3) shall be the lottery number entered on the bid form, and the arrival milliseconds shall be the time the bid was registered by the city official in the Electronic Bidding System.
③ The determination of Same Price Bidders will be made by matching the remainder when the sum of the Decision Lottery Numbers for Same Price Bidders is divided by the number of Same Price Bidders with the number assigned in ①. For others, the numbers assigned in ① will be ranked in ascending order from the number of the first-ranked Confirmation Subject, and after all such numbers are exhausted, the ranking will continue with smaller numbers.
(9) If collusion is suspected, the bid may be suspended, postponed, or the award decision may be suspended.
