Bid Participation Qualifications Applicants wishing to participate in the restricted general competitive bid must meet all of the following requirements. (1) Applicants must not fall under the provisions of Article 167-4 of the Local Government Act (Cabinet Order No. 16 of 1947) and must not fall under any of the following: A. Persons who have not passed two years since being subject to a transaction suspension by a clearinghouse. B. Persons who have issued dishonored bills or checks within six months prior to the bid opening. C. Persons who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Act No. 154 of 2002) but have not yet had a commencement of rehabilitation proceedings decision by the court under the same Act. D. Persons who have filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999) but have not yet had a plan confirmation decision by the court under the same Act. E. Persons violating the City Planning Act (Act No. 100 of 1968) within Chiba City. F. Persons who are subject to a suspension of bidding under the "Chiba City Construction Contractor Designation Suspension Measures" (in effect from August 1, 1985) or the "Chiba City Goods and Services Bidder Designation Suspension Measures" (in effect from August 1, 1985) between the bid participation application deadline and the bid opening date. (2) Applicants must be able to participate using the electronic bidding system of the Chiba Electronic Procurement System (hereinafter referred to as "Electronic Bidding System"). (3) For business cooperatives established under the Small and Medium Enterprise Cooperatives Act (Act No. 181 of 1949), the articles of association or regulations must stipulate joint bidding. Bid Participation Procedures: Applicants wishing to participate in the bid must submit application documents via the Electronic Bidding System to the department mentioned in Section 3 within the application period. Documents submitted will not be returned. However, those who cannot use the Electronic Bidding System due to unavoidable reasons should contact the department mentioned in Section 3. If paper bidding is permitted, submit the "Application for Confirmation of Eligibility for General Competitive Bidding (for Paper Application)" (Form No. 1 of the "Chiba City Urban Development Bureau Service Consignment General Competitive Bidding Implementation Guidelines" (in effect from November 1, 2022)) and the "Application for Participation in Paper Bidding" (Form No. 2 of the same guidelines), along with the following submission documents, by mail or in person. Delivery of Design Documents, etc., and Response to Questions: (1) Delivery of Design Documents, etc.: Download from the "Bidding Information Service" of the Chiba Electronic Procurement System (https://www.chiba-ep-bis.supercals.jp/portalPublic/LPC0P10L_INIT_Action.do). The delivery period is described in the attached table for each service item. (2) Response to Questions: The method and deadline for responding to questions are described in the design documents, etc. Submit questions to the department mentioned in Section 3 via email by the question response deadline. 6. Bidding and Bid Opening: (1) Bidding Period and Bid Opening Date and Time: As described in the attached table for each service item. (2) Bid Opening Location: Kemigawa-Inage Urban Development Project Office, 5-264 Inage-cho, Inage-ku, Chiba City. (3) Bidding Method: Submit via the Electronic Bidding System to the department mentioned in Section 3, with the breakdown of estimates attached. However, if paper bidding is permitted, submit the bid (quotation) form (Form No. 3 of the "Chiba City Urban Development Bureau Service Consignment General Competitive Bidding Implementation Guidelines") and the breakdown of estimates, sealed in an envelope indicating the trade name or company name and service name, by registered mail or in person. (4) Withdrawal: Bidders may withdraw their bids during the bidding period before submitting their bid form. Submit a withdrawal notice via the Electronic Bidding System to the department mentioned in Section 3. However, if paper bidding is permitted, submit the "Bid (Quotation) Withdrawal Notice" (Form No. 4 of the same guidelines), sealed in an envelope indicating the trade name or company name and service name, by registered mail or in person. (5) Bid Security: Waived. (However, if the provisions of Article 8, Paragraph 2 of the Chiba City Contract Regulations (Chiba City Regulations No. 3 of 1965) apply, a penalty equivalent to the waived amount of bid security will be collected.) (6) Invalid or Disqualified Bids: Bids falling under any of the following shall be invalid or disqualified. The validity, invalidity, or disqualification of bids will be confirmed only for those who may become successful bid candidates after the bid opening. A. Bids falling under any of the clauses in Article 7 of the Electronic Bidding Terms and Conditions (in effect from April 13, 2012) are invalid. B. Bids falling under any of the clauses in Article 8 of the Electronic Bidding Terms and Conditions are disqualified. 7. Determination of Successful Bid Candidate, Confirmation of Bid Participation Qualifications, and Determination of Successful Bidder: (1) Determination of Successful Bid Candidate, Confirmation of Bid Participation Qualifications, and Determination of Successful Bidder: After the bid opening, the bidder who submitted the lowest valid bid within the range of the estimated price and above the minimum reserve price shall be the successful bid candidate. If the candidate is confirmed to meet the bid participation qualifications, they will be determined as the successful bidder. If the successful bid candidate is found not to meet the bid participation qualifications, their bid will be invalidated, and the bidder with the next lowest valid bid price will be confirmed for bid participation qualifications. This process will continue sequentially until a bidder is confirmed to meet the bid participation qualifications. If there are two or more bidders who submitted the same lowest bid price, the successful bid candidate will be determined by drawing lots. (2) Notification of Successful Bid Determination: After determining the successful bidder, notification will be promptly sent to all bidders via the successful bid determination notice on the Electronic Bidding System. (3) Notification of Bid Participation Qualification Confirmation Results: The results of the bid participation qualification confirmation for the successful bidder will be conveyed by the successful bid determination notice. For those found not to meet the bid participation qualifications, a "Notification of Confirmation Results for General Competitive Bid Participation Qualifications" (Form No. 5 of the "Chiba City Urban Development Bureau Service Consignment General Competitive Bidding Implementation Guidelines") will be sent via email, etc. 8. Re-bidding: If no bids within the estimated price range are submitted during the bid opening, a re-bid will be held. (1) The number of re-bids shall be limited to two. (2) Persons whose bids were invalidated, disqualified, or not submitted in the previous bidding cannot participate in the re-bid. (3) Notification of re-bidding will be sent to those who submitted valid bids in the previous bidding via the "Re-bidding Notice" and "Notification of Receipt of Re-bidding Notice" emails on the Electronic Bidding System. (4) The period and date/time of bid opening for the re-bid will be stated in the re-bidding notice. (5) The location for bid opening shall be the same as in Section 6.(2). (6) Method of re-bidding: Submit via the Electronic Bidding System to the department mentioned in Section 3, with the breakdown of estimates attached. However, if paper bidding is permitted, submit the bid (quotation) form (Form No. 3 of the same guidelines) and the breakdown of estimates, sealed in an envelope indicating the trade name or company name and service name, by registered mail or in person. If you wish to withdraw from the re-bid, follow the procedure in Section 6.(4). 9. Contract Conditions, etc.: (1) Contract Security: Required. (However, waived if applicable under Article 29 of the Chiba City Contract Regulations.) (2) Requirement for Contract Document Creation: Required. (3) Payment Terms: As described in the attached table for each service item. (4) Contract procedures may be suspended in case of fraudulent acts, etc., during the contract process. (5) Contract terms will be included in the design documents, etc., delivered in Section 5. (6) Language and Currency Used in Procedures: Japanese language and Japanese currency only. (7) Other contract conditions, etc., will be described in the remarks column of the attached table for each service item. 10. Other: (1) Bidding will be held in principle even if there is only one applicant. (2) The operating hours of the Electronic Bidding System are from 8:00 AM to 12:00 AM (midnight). Contractors with head offices, branch offices, or business locations in Chiba City. 3. Ability to assign a chief engineer with land readjustment qualifications and, separately, a review engineer with land readjustment qualifications. Persons with experience as a prime contractor in community development approach studies for land readjustment projects ordered by the national government (including public corporations and organizations) or local governments from Reiwa 28 to Reiwa 7.
