Matters for which proposals are requested (1) Work name: Commissioning of support services for the Advanced Essential Workers Training Support Program (2) Work content: As per the "Recruitment Guidelines for Proposals (Proposals) for Commissioning of Support Services for the Advanced Essential Workers Training Support Program" (hereinafter referred to as "Guidelines"). Eligibility for application Applicants must meet all of the following eligibility requirements: (1) Must be registered in the list of eligible bidders for Fukui Prefecture competitive tenders, pursuant to the provisions of Article 146 of the Fukui Prefecture Financial Regulations (Fukui Prefecture Ordinance No. 11, April 1, Showa 39). * Even if you do not have eligibility for competitive tenders in Fukui Prefecture, you will be treated as eligible if you have already submitted an application for eligibility for competitive tenders as stipulated in the same article. However, if you have not been certified as eligible for competitive tenders at the time of the committee meeting, you will lose your eligibility for this work. (2) Must not be a person falling under Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16, Showa 22). High School Concept" Towards 2040" which outlines a new approach to high school education with 2040 in mind, the national government is implementing preferential support through funds established in prefectures for initiatives that are urgently needed to achieve "improvement of productivity and realization of high added value by utilizing new technologies in fields supporting regional industries, society, and living infrastructure" and "acquisition of problem-solving skills suitable for an era of accelerating technological innovation through cumulative and deepening inquiry-based and practical learning." In response, this prefecture has selected Fukui Prefectural Sakai High School as a "Reform Leading Base" (hereinafter referred to as "Reform Leading Base") to promote reforms that integrate a fundamental reform of educational content with the development of an environment that enables it, and will foster advanced essential workers. Submission of proposals Those recognized as eligible must submit their proposals as follows: (1) Documents to be submitted: ① Proposal (Free format) 8 copies. Prepare regarding proposal content (implementation policy, implementation content/methods, implementation schedule, work experience, implementation system, etc.). ② Cost estimate: Clearly state the amount for the work required for the specifications and the proposal. Include a breakdown of cost items. ③ Document showing the implementation system (personnel allocation, etc.) for this work. ④ Document showing the outline of similar work performed in the past. No additions or changes to the submitted documents will be permitted after submission. However, additional documents may be requested later for review purposes. (4) Submission destination: Same as 5(4). 9. Holding of the review committee: (1) Date and time: August 21, Reiwa 8 (Friday). Details will be notified separately to those who submit proposals. (2) Implementation method: Presentation (within 20 minutes), Q&A (10 minutes). (3) Other: The presentation is scheduled to be held on August 21, Reiwa 8 (Friday) using a video conferencing system designated by the review committee, but details will be notified separately to those who submit proposals. Expenses incurred for the presentation (equipment, communication costs, etc.) will be borne by the applicant. 10. Review and selection of contractor candidate: (1) Matters to be reviewed when selecting a contractor candidate: Evaluation will be conducted according to the following evaluation items. ① Proposal content: Does the proposal content understand the content of Specifications 6(1)(2)(3) and achieve the project objectives? - Is the proposal content appropriate for implementing each item in Specifications 6(1)(2)(3)? ② Execution capability: Do you have experience in similar work? - Do you have specialized knowledge related to the work? - Is the implementation system sufficient? - Is the proposal feasible within the given period? ③ Economic efficiency: Is the estimated amount reasonable for the proposed content? (2) Method of selecting contractor candidate: The most excellent proposer will be selected through deliberation after reviewing the submitted documents and the proposer's presentation, evaluating and scoring the proposal content, project execution capabilities, etc. (3) Timing of contractor candidate selection: The selection results will be notified within 7 days from the date of the review committee meeting. 11. Contract conclusion: Based on the review results, the selected contractor candidate will negotiate the items described in the proposal, etc., and the contract terms, amount, etc. will be determined, and a contract will be concluded in accordance with the Fukui Prefecture Financial Regulations. Therefore, the decision of the contractor candidate does not imply approval of all content described in the proposal. 12. Copyright: (1) All intellectual property rights, including copyright (including rights stipulated in Articles 27 and 28 of the Copyright Act), related to the deliverables of the commissioned work (including characters, catchphrases, etc. produced by the contractor) shall belong to Fukui Prefecture. (2) Fukui Prefecture may adapt and secondarily use characters, catchphrases, etc. produced by the contractor in the deliverables as public relations materials (consent to the non-exercise of the right to maintain integrity as an author's moral right). (3) The contractor shall permit Fukui Prefecture to re-edit, print, and distribute revised versions of the deliverables in future revision work. (4) When creating new public relations media of the same type as the deliverables of the commissioned work, such as web pages and direct mail, the adopted characters and catchphrases may be used. 13.
