Regarding the installation of air conditioning units in the classroom building of Morikawa Special Needs School, ordered by the Principal of Okinawa Prefectural Morikawa Special Needs School, general competitive bidding will be held as follows.

Tender Explanation Document
This tender explanation document shall apply to the general competitive bidding (hereinafter referred to as "the tender") for the "Morikawa Special Needs School Classroom Building Classroom Air Conditioning Unit Installation Construction" ordered by the Principal of Okinawa Prefectural Morikawa Special Needs School, in addition to the provisions of relevant laws and regulations and the Okinawa Prefectural Financial Regulations.
The general matters that bidders must fully understand and comply with are as follows.
1. Matters for Bidding
(1) Project Name: Morikawa Special Needs School Classroom Building Classroom Air Conditioning Unit Installation Construction
(2) Contract Details: As per Tender Explanation Document and Specifications
(3) Performance Location: Okinawa Prefectural Morikawa Special Needs School
(4) Qualification Examination Method: Prior Examination
(5) Minimum Reserve Price Will Be Set: Bidders whose bid price is below the minimum reserve price will not be awarded the contract.
(6) This construction work will be conducted via paper bidding.
2. Contract Period
The contract period shall be 180 days from the day after the contract is concluded.

(2) Date/Time: 10:00 AM on July 2, Reiwa 8 (Thursday)
4. Conditions of Tender
Bidders eligible to participate in this tender must meet all of the following requirements.
(1) Bidders must be registered in the Okinawa Prefecture Reiwa 7 & 8 Bidding Participant List (Construction Work).
(2) Not applicable to persons falling under Article 167-4 of the Local Autonomy Act Enforcement Order, and not subject to any suspension or exclusion measures by Okinawa Prefecture from the date of submission of the tender participation qualification confirmation application to the bid date.
(3) No arrears in prefectural taxes (business tax and prefectural resident tax) or consumption tax.
(4) This tender excludes persons falling under any of the items in Article 32, Paragraph 1 of the Act on Prevention of Unjustifiable Acts by Organized Crime Group Members (Act No. 77 of 1991).
5. Application for Bid Participation Qualifications, etc.
Those who wish to participate in this tender must submit the following documents by the deadline to confirm their bid participation qualifications, etc.
(1) Submitted Documents

(ii) Document confirming registration in the Okinawa Prefecture Reiwa 7 & 8 Bidding Participant List (Construction Work)
(iii) Document certifying no arrears in prefectural taxes (business tax and prefectural resident tax) or consumption tax (tax payment certificate)
(iv) Bid Response Details (Attach catalog of installed equipment)
(2) Submission Deadline: June 30, Reiwa 8 (Tuesday), must arrive by this date (Direct submission or mail (registered mail only) is also acceptable.)
(3) Submission Location: 151 Morikawa, Nishihara Town, Okinawa Prefectural Morikawa Special Needs School
6. Bid Bond
Exempted in accordance with Article 100, Paragraph 2, Item 4 of the Okinawa Prefectural Financial Regulations.
However, if the successful bidder fails to conclude the contract, they must pay 5% (rounded up) of the bid amount plus consumption tax and local consumption tax to the prefecture as damages.
7. Bidding
(1) If an agent is bidding, a power of attorney (separate form) must be submitted.
(2) Bids must be made based on the attached specifications.
(3) The bid amount must be written clearly using Arabic numerals, preceded by a "¥" mark.
(4) Bidders must state the amount excluding consumption tax and local consumption tax in the bid form, regardless of whether they are subject to consumption tax and local consumption tax.
(5) When determining the successful bidder, the bid price will be the amount obtained by adding 10% of the bid amount to the amount stated in the bid form (if there is a fraction of less than 1 yen, that fraction will be rounded down).
(6) Once the bid form is placed in the bid box, it cannot be altered, exchanged, or canceled, whether before or after the bid opening.
8. Invalid Bids
The following bids shall be deemed invalid.
(1) Bids submitted by persons who do not have the qualification to participate in the bid.
(2) Bids submitted by an agent who does not carry a power of attorney.
(3) Two or more bids submitted by the same person for the same matter.
(4) Bids submitted by an agent authorized by two or more persons.
(5) Bids with corrected bid amounts.
(6) Bids with missing or unclear bid amounts, names, seals, or important characters.
(7) Bids that violate the bidding conditions.
(8) Collusion or other fraudulent acts.
(9) Bids submitted by persons whose bid bond does not reach the specified amount.
9. Method of Determining the Successful Bidder
(1) The successful bidder shall be the person who submitted a valid bid, and whose bid amount, when converted to 110% of the bid amount, is the lowest within the limit of the estimated price. The bid amount will be rounded down to the nearest yen if there is a fraction of less than 1 yen.
(2) If there are two or more bidders who submitted bids at the same lowest price, a lottery will be held to determine the successful bidder. In this case, if any of the bidders do not attend the bid opening or do not draw the lottery, an employee not involved in the bidding process shall draw the lottery on their behalf.
10. Measures in Case of No Successful Bidder
(1) If there is no successful bidder after the bid opening, a re-bid will be held immediately. If there are bidders who submitted by mail, a re-bid will be held on a different date. The date and time of the re-bid will be announced on the same day.
(2) Re-bids shall be limited to two times.
(3) If there is no successful bidder even after re-bidding, a discretionary contract may be concluded in accordance with Article 167-2, Paragraph 1, Item 8 of the Local Autonomy Act Enforcement Order.
11. Contract Security Deposit
The successful bidder must pay a contract security deposit of 10% or more of the contract amount in accordance with Article 101 of the Okinawa Prefectural Financial Regulations and Article 4 of the Construction Contract.
However, the payment of the contract security deposit may be waived in the following cases.
(1) When providing securities equivalent to the contract security deposit or a guarantee from a bank, financial institution recognized as reliable by the contracting party, or a guarantee company (as defined in Article 2, Paragraph 4 of the Act on Guarantee Business for Advance Payment of Public Works (Act No. 184 of 1952)) (the beneficiary must be the prefecture or the Principal of Morikawa Special Needs School).
(2) Guarantee by a performance guarantee insurance policy for public works (the beneficiary must be the prefecture or the Principal of Morikawa Special Needs School) that guarantees the performance of obligations under this contract.
(3) Conclusion of a performance guarantee insurance contract that covers damages arising from non-performance of obligations under this contract (the insured must be the prefecture or the Principal of Morikawa Special Needs School).
* In all cases (1) to (3) above, the project name must be the same as the project name stated in the construction contract.
12. Other

Specifications
Project Name: Performance Location: Contract Period: These specifications apply to the "Morikawa Special Needs School Classroom Building Classroom Air Conditioning Unit Installation Construction." Except as otherwise provided by laws and regulations, all matters shall be governed by these specifications.
Matters not described herein shall be determined through consultation with the supervisor.
The contractor shall perform the work responsibly in accordance with the design documents (these specifications, attached drawings, and reference quantity statements).
All design documents are complementary to each other.
However, in case of discrepancies between the design documents, the order of priority shall be as follows (a) to (c), and if this is not possible, consultation shall be held with the supervisor.
