2. Qualifications Required for Bidders
(1) Not falling under the provisions of Article 70 of the Budget, Audit, and Accounting Order (hereinafter referred to as "Budgetary Order"). Minors, persons under guardianship or assistance, who have obtained necessary consent for contract conclusion, fall under special circumstances in the same article.
(2) Not falling under the provisions of Article 71 of the Budgetary Order.
(3) Must possess competitive bidding qualifications for "Electrical Work" within "Specialized Construction" under "Construction Work" in the Reiwa 7 and 8 Ministry of Land, Infrastructure, Transport and Tourism (limited to those who applied for the Tokyo Regional Meteorological Observatory) or Tokyo Regional Meteorological Observatory general competitive bidding qualifications, with an "A" grade.
(4) Not subject to bid suspension by the Tokyo Regional Meteorological Observatory during the period from the deadline for submission of certificates, etc. (copy of qualification decision notice, etc.) to the bid opening date.
(5) Not a contractor whose management is substantially controlled by an organized crime group member or a person equivalent thereto, and who has been requested by the police authorities to be excluded from public works, etc., of the Ministry of Land, Infrastructure, Transport and Tourism, and such status continues.
(6) Not in arrears for Labor Insurance, Employees' Pension Insurance, Japan Health Insurance Association-managed Health Insurance, or Seamen's Insurance, and not in default of payment of premiums related thereto. (1) Bids submitted by parties who do not meet the qualifications specified in 2. or who violate the bidding conditions will be invalid.
(2) For the determination of the successful bid, the amount obtained by adding 10% of the amount written on the bid form to that amount (if there is a fraction of less than one yen, that fractional amount will be rounded down) will be the successful bid price. Therefore, bidders must write the amount equivalent to 100/110 of the estimated contract amount on their bid form, regardless of whether they are a taxable or tax-exempt business for consumption tax and local consumption tax.
(3) The bidder who submitted the lowest valid bid within the limit of the estimated price prepared in accordance with Article 79 of the Budgetary Order will be the successful bidder. However, if it is determined that the intended contract cannot be performed satisfactorily by the lowest bidder, or if it is deemed significantly inappropriate due to the risk of disrupting fair trade, the bidder with the next lowest bid within the limit of the estimated price may be selected as the successful bidder.
(4) Requirement for Contract Creation: Required.
This project is subject to electronic procurement system for the exchange of documents related to contract procedures. If it is difficult to use the electronic procurement system, the paper contract method may be used with the approval of the contracting party.
