We will conduct a general competitive tender as follows. This announcement and the bidding procedures based on it will be conducted in accordance with the relevant laws and regulations, the Cyber Communications Information Management Committee Bidding Rules (Document No. 5, hereinafter referred to as "Bidding Rules"), and the "Procurement Portal / Electronic Procurement System Terms of Use" (https://www.p-portal.go.jp/pps-web-biz/resources/app/pdf/riyoukiyaku.pdf) when using the electronic procurement system, in addition to the provisions set forth below. Furthermore, bidding and opening procedures will generally be conducted using the electronic procurement system. In the event of system failure or other issues that prevent the use of the electronic procurement system, the date and time may be changed by separate notification.

1. Matters for Competitive Tender
(1) Title: Purchase (Supply) of Meeting Tables for Conference Rooms and Other Furniture.
(2) Specifications, Delivery Period, Delivery Location, etc.: As per the attached specifications (Document No. 2).
(3) Bidding Method: The bid amount shall be a total price. If the bid amount includes expenses equivalent to labor costs, the unit price calculated considering the minimum wage during the contract period and any anticipated revisions to the company's salary shall be used. (If it is difficult to calculate the anticipated revision amount during the contract period, it is also acceptable to calculate based on the most recent increase実績.) When determining the successful bidder, the bid price will be the amount obtained by adding 10% of the amount written on the bid form to that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders must write the amount equivalent to 100/110 of the estimated contract amount on the bid form, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
2. Competitive Participation Qualifications
(1) Those who do not fall under the provisions of Article 70 and Article 71 of the Budget, Expenditure, and Accounting Order (hereinafter referred to as "Budget Execution Order") (Document No. 5). Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under "special reasons" in Article 70 of the Budget Execution Order.
(2) Those who are classified as grade "A," "B," or "C" in "Sales of Goods" for the Reiwa 7, 8, 9 Cabinet Office-Affiliated Competitive Participation Qualifications (Uniform Qualifications for All Ministries).
(3) Those who are not subject to suspension or other measures by the Cyber Communications Information Management Committee (hereinafter referred to as the "Committee").
(4) Those whose contract with the Committee has not been terminated in the past due to deficiencies in information management.
3. Location of Contract Terms, etc.
(1) Contract Terms: As per Documents No. 1 to 10. Documents related to this matter can be obtained by the following method. Please note that paper distribution at bid explanation meetings, etc., will not be provided. c. Bid Opening Date and Time and Location, etc.: Bid opening will be conducted at the location in a. above from 14:00 on Friday, August 21, Reiwa 8. If no bid price within the limit of the estimated price is reached, a re-bid will be conducted immediately.
d. Precautions:

・Submitted bid forms cannot be changed or canceled and will not be returned.
4. Invalid Bids: Bids falling under Article 10 of the Bidding Rules (Document No. 5) are invalid.
5. Method of Determining the Successful Bidder: The successful bidder will be determined based on Articles 13 to 15 of the Bidding Rules.
6. Bid Security and Contract Security: Fully exempt.
7. Quotation and Contract Documents, etc.:
(1) Submission of Quotation: The successful bidder shall submit a quotation immediately. Use the quotation form (Document No. 10) as a reference for preparation.
(2) Contract Document: The successful bidder will conclude the contract based on the draft contract (Document No. 3). Therefore, please bid with an understanding of the contract terms.
8. Payment Terms: Contract payment will be made within 30 days from the receipt of a valid payment request, according to the terms stated in the contract.
9. Other:
(1) In accordance with the "Action Plan for Business and Human Rights Implementation" (decided April 3, Reiwa 5), it is requested that companies bidding on public procurement conducted by the government strive to ensure respect for human rights. The successful bidder for this project will be required to strive to implement human rights respect in accordance with the "Guidelines for Respecting Human Rights in Responsible Supply Chains, etc." (decided September 13, Reiwa 4 by the Action Plan for Business and Human Rights Implementation Promotion and Liaison Meeting of Relevant Ministries and Agencies). Please bid with an understanding of the contents of these guidelines.
(2) In accordance with the "Basic Policy on Contracts by National and Other Entities Regarding Small and Medium-sized Enterprises," regarding the revision of contract amounts due to minimum wage revisions and responses to increases in labor costs, material costs, energy costs, etc., the following measures will be implemented.
a. Bidders shall reflect anticipated revisions and increases in labor costs, raw material costs, energy costs, etc. (hereinafter referred to as "labor costs, etc.") in their bid amounts as described in 1.(3) Bidding Method.
b. The Committee will periodically (approximately once a year) check during the contract period whether a revision of the contract amount is necessary due to increases in labor costs, etc., for contracts spanning multiple years.
c. For single-year contracts, if a revision of the contract amount becomes necessary due to changes in circumstances after the contract is concluded, it will be discussed and revised.
