Outline of Construction (1) Construction Name: Renovation of Lighting Fixtures in Ichinoseki National College of Technology Administration and Education Buildings (2) Construction Location: Within the premises of Ichinoseki National College of Technology, Haginoshō, Ichinoseki City, Iwate Prefecture (3) Construction Details: This project involves the renovation of lighting fixtures in the Administration and Education Building (3 floors above ground, RC structure, total floor area 3,175 m², renovation area 2,204 m²), the Advanced Course and Education Building (5 floors above ground, RC structure, total floor area 2,714 m², renovation area 1,270 m²), and Building No. 5 (South) (3 floors above ground, RC structure, total floor area 755 m², renovation area 300 m²). (4) Construction Period: Until March 26, Reiwa 9 (2027) (5) This project will be conducted using the electronic bidding system for the submission of qualification confirmation applications (hereinafter referred to as "applications") and qualification confirmation documents (hereinafter referred to as "documents"), as well as bidding. However, those who find it difficult to use the electronic bidding system may substitute it with a paper bidding method with the approval of the contracting officer. (6) This project will be conducted using a comprehensive evaluation and bidding method (performance evaluation type), where the successful bidder will be determined by comprehensively evaluating factors other than price, in addition to price, after receiving applications and documents describing the "company's technical capabilities" and "company's reliability and sociality." 2. Qualification for Competition Participation (1) Not falling under the provisions of Article 4 and Article 5 of the "Contract Handling Regulations of the National Institute of Technology, Japan." (2) Must have been certified with a grade of A, B, or C for electrical construction in Reiwa 7 and 8 (grades indicated in item 2 of the "Notification of Certification of Qualification for General Competitive Bidding (Designated Competitive Bidding)") as classified under Article 4, Chapter 1 of "Qualifications for General Competitive Bidders" (decided by the Minister of Education, Culture, Sports, Science and Technology on January 6, Reiwa 13 (2001)). (However, for those for whom a petition for commencement of rehabilitation proceedings has been filed under the Company Rehabilitation Law (Law No. 154 of Reiwa 14 (2002)) or a petition for commencement of reconstruction proceedings has been filed under the Civil Reconstruction Law (Law No. 225 of Reiwa 11 (1999)), re-certification of general competitive bidding qualifications must have been obtained after the decision to commence proceedings.) (3) Not a person for whom a petition for commencement of rehabilitation proceedings has been filed under the Company Rehabilitation Law or a petition for commencement of reconstruction proceedings has been filed under the Civil Reconstruction Law (excluding those who have obtained re-certification as mentioned in (2) above). (4) Not falling under the disqualifications for "company's construction capability" and "assigned engineer's capability" as indicated in the evaluation items for comprehensive evaluation (refer to the bidding documents). (5) Must have experience in constructing electrical equipment work (including lighting equipment work) for buildings of reinforced concrete, steel-reinforced concrete, or steel structures, which has been completed and delivered as the prime contractor since Reiwa 23 (2011). (Experience as a member of a joint venture is limited to cases where the share of investment is 20% or more). For a continuing construction joint venture, the continuing construction joint venture or one of its members must have the above construction experience. (6) Must be able to assign a chief engineer or supervising engineer who meets the following criteria for this project. (The assigned engineer for this project does not require full-time assignment.) ① Must possess a Grade 2 Electrical Construction Management Engineer qualification or equivalent or higher. "Equivalent or higher qualification" refers to the following: - Those who possess a Grade 1 Electrical Construction Management Engineer qualification. - Those certified by the Minister of Land, Infrastructure, Transport and Tourism as having equivalent or higher qualifications. ② Must have experience in constructing the work described in (5) above as the prime contractor, which has been completed and delivered since Reiwa 23 (2011). (Experience as a member of a joint venture is limited to cases where the share of investment is 20% or more). However, in the case of a continuing construction joint venture, it is sufficient if one chief engineer or supervising engineer has experience in similar work. ③ For supervising engineers, they must possess a supervising engineer's license and a certificate of completion of supervising engineer training. ④ Direct and constant employment relationship is required for the assigned chief engineer or supervising engineer, and documents that can prove this may be requested. Failure to provide such proof may result in disqualification from bidding. ⑤ For those other than the persons falling under the proviso of (2) above in the case of a continuing construction joint venture, a chief engineer or supervising engineer with the national qualification specified in (1) above can be assigned. (7) Must not have been subject to a "Measures for Suspension of Bidding and Other Actions Regarding Contracts for Construction Work" (Notice from the Director of the Planning Bureau of Educational Facilities dated January 20, Reiwa 18 (2006), No. 17 Mombu Kankyo Shi No. 345) from the Ministry of Education, Culture, Sports, Science and Technology or the National Institute of Technology, Japan, during the period from the deadline for submission of applications and documents to the time of bid opening. (8) There should be no capital or personnel relationship between bidders (excluding cases where all parties with capital or personnel relationships are members other than the representative of the joint venture (refer to the bidding documents)). (9) Must have a head office, branch office, or business office with a construction business permit under the Construction Business Act located within Iwate Prefecture. (10) Must not be a construction company whose management is substantially controlled by a member of a violent group or equivalent, and for whom a request for exclusion from public works ordered by the Ministry of Education, Culture, Sports, Science and Technology has been made and continues to be in effect (refer to the bidding documents). (11) Must be able to submit a letter of commitment. 3. Matters Concerning Comprehensive Evaluation (1) Method of Determining the Successful Bidder ① Bidders shall participate in the bidding with "price," "company's technical capabilities," and "company's reliability and sociality." The successful bidder will be the one among those who meet the requirements of (a) and (b) below, who has the highest "evaluation score" obtained by (2) below. (a) Bid price is within the limit of the estimated price. (b) The evaluation score does not fall below the "standard evaluation score" obtained by dividing the standard score by the estimated price. ② In the case of (1) above, if there are two or more bidders with the highest evaluation score, the successful bidder will be determined by drawing lots. (2) Method of Comprehensive Evaluation ① "Standard score" is 100 points, and "additional points" are a maximum of 25 points. ② The "additional points" are calculated by evaluating each of the evaluation items in (3) ① and ② below, and the sum of the evaluation scores for each item is the additional points. ③ Comprehensive evaluation based on price and non-price factors will be conducted using the "evaluation score" obtained by dividing the sum of the bidder's "standard score" and the "additional points" obtained in (2) ② by the bidder's "bid price." Other (1) Language and Currency Used in Procedures: Japanese language and Japanese currency only. (2) Bid Bond and Contract Deposit ① Bid Bond: Exempt. ② Contract Deposit: Payment is required. (Alternatively, a bank guarantee, guarantee from a financial institution deemed reliable by the contracting officer, or a guarantee from a guarantee company (as defined in Article 2, Paragraph 4 of the Act on Guarantees for Advance Payment of Public Works (Law No. 184 of 1952)) may be provided in lieu of the contract deposit). However, if it is determined that the contractor who would be the successful bidder may not be able to perform the contract in accordance with its terms due to the bid price, or if it is deemed significantly inappropriate to conclude a contract with that person due to the risk of disrupting fair trade order, the bidder with the next highest evaluation score within the limit of the estimated price may be selected as the successful bidder. (5) Confirmation of Assigned Supervising Engineer, etc.: After the successful bidder is determined, if any violation by the assigned supervising engineer, etc., is confirmed through CORINS or other means, the contract may not be concluded.
