Please be thoroughly familiar with the Bid and Contract Conditions (Local Procurement) (April 1, 2019) before participating. 1 Bid Method Public Invitation Bid (Restricted) 2 Matters for Bidding Subject: Study Services on Electromagnetic Wave Absorbing Structures Utilizing Graphene Specifications: As per the specifications Quantity: 1 lot Delivery Location: Japan Defense Equipment Agency Delivery Date: March 26, 2025 Briefing Session: None 3 Bid (1) Date and Time: August 24, 2024 (Monday) 11:00 AM (2) Location: Bid Room (Accounting Officer), Japan Defense Equipment Agency (Building D, 3F) 4 Eligibility Requirements (1) Not falling under the provisions of Article 70 of the Public Accounting Act. Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, are considered to fall under special circumstances in the same article. (2) Not falling under the provisions of Article 71 of the Public Accounting Act. (3) Must be rated in one of the grades A, B, C, or D for "Services, etc." in the FY2025, 2026, and 2027 Defense Ministry Competitive Participation Qualifications (Unified Qualifications for All Ministries and Agencies) and have competitive participation qualifications in the Kanto-Koshinetsu region. Regardless of the above grades, the applicant must also meet any of the conditions specified in Article 18, Paragraph 4, Items of the Detailed Regulations for Procurement Contracts of the Ministry of Defense. Applicants who meet the requirements and wish to participate in the bid must submit documents proving these requirements by 12:00 PM on August 3, 2024 (Monday). (4) Not currently subject to a suspension of bidding order based on the "Procedures for Suspension of Bidding for Procurement of Equipment, etc., and Services" by the Director-General of Health and Welfare, Director of Defense Policy Bureau, Director-General of Japan Defense Equipment Agency, or the Accounting Officer of the Minister's Secretariat, Japan Defense Equipment Agency (hereinafter referred to as "under suspension of bidding"). (5) Not a company with capital or personnel ties to a company currently under suspension of bidding, and not intending to contract with the Ministry of Defense for the sale, manufacture, or subcontracting of services of the same type of goods. (6) Not a qualified contractor who has been requested by a prefectural police to be excluded as a gangster-related business and remains in that state. (7) Subcontracting by a contractor currently under suspension of bidding is generally not permitted. However, this does not apply if the Director-General of Health and Welfare, Director of Defense Policy Bureau, Director-General of Japan Defense Equipment Agency, or the Accounting Officer of the Minister's Secretariat, Japan Defense Equipment Agency, recognizes a truly unavoidable reason. (8) Applicants must submit documents proving they meet the eligibility criteria and obtain approval by 12:00 PM on August 3, 2024 (Monday). (See attached sheet) 5 Bid Method For successful bid, the bid price will be the amount written on the bid form plus 10% of that amount. Therefore, bidders shall write the amount equivalent to 100/110 of the estimated contract amount on their bid form, regardless of whether they are taxable or exempt from consumption tax and local consumption tax. 6 Security Deposit (1) Bid Security: Exempt (2) Contract Security: Exempt (3) The bid security shall be forfeited to the national treasury if the successful bidder fails to conclude the contract, and the contract security shall be forfeited if the contractor fails to fulfill their obligations. (4) Bidding Conditions: If bids are submitted by a contractor who is under suspension of bidding and a contractor who is not, the bid from the contractor who is under suspension of bidding will not be accepted. (5) If, after the contract is concluded, a contractor under suspension of bidding is to be subcontracted for all or part of this contract, all or part of this contract may be canceled. (6) If subcontracting to a contractor under suspension of bidding is to be performed after the contract is concluded, approval for subcontracting must be obtained in accordance with the "Bid and Contract Conditions (Local Procurement)", and a supplementary contract will be concluded with special clauses regarding the determination of the price for specific cost items.
