1. Outline of Construction (1) Construction Name: Replacement Work for Carpeting in the National Noh Theatre Auditorium, etc. (2) Construction Location: 4-18-1 Sendagaya, Shibuya-ku, Tokyo (within the National Noh Theatre premises) (3) Construction Outline: This construction is for carpeting replacement work.
(4) Construction Period: From the next business day after the contract is concluded until February 26, Reiwa 9 (2027).
(5) This construction will be conducted using a paper-based bidding system for document submission, bidding, etc.
2. Qualifications for Bidders (1) Those who do not fall under the provisions of Articles 16 and 17 of the Financial Regulations of the Independent Administrative Institution National Theatre.
Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under special circumstances in the same article.
(2) In the general competitive (designated competitive) bidding qualifications for construction work by the Ministry of Education, Culture, Sports, Science and Technology, those who have been certified with grade "B" or "C" in "Interior Finishing Work" or grade "C" or "D" in "General Building Construction" for Reiwa 7 and 8 (2025-2026). (For those for whom commencement of rehabilitation proceedings has been filed based on the Corporate Reorganization Act (Act No. 154 of 2002) or commencement of rehabilitation proceedings has been filed based on the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bidding qualifications must have been obtained after the decision to commence proceedings.

(3) Not a person for whom commencement of rehabilitation proceedings has been filed based on the Corporate Reorganization Act or commencement of rehabilitation proceedings has been filed based on the Civil Rehabilitation Act (excluding those who have received re-certification as per (2) above.

(5) Be able to assign a chief engineer or supervising engineer who meets the following criteria to the construction.
If applicable under Article 26 of the Construction Industry Act and Article 27 of the Cabinet Order for the Construction Industry Act, they shall be exclusively assigned.
① Be a person who meets the criteria set forth in the Construction Industry Act.
② For supervising engineers, possess a supervising engineer's qualification certificate and a certificate of completion of supervising engineer training.
③ For the planned chief engineer or supervising engineer, direct and continuous employment is required, so submit documents that can prove this.
(6) Not have been subject to a bid suspension order from the Independent Administrative Institution National Theatre or the Ministry of Education, Culture, Sports, Science and Technology during the period from the deadline for submission of the application for confirmation of competitive bidding qualifications (hereinafter referred to as "application") and competitive bidding qualification confirmation documents (hereinafter referred to as "documents") to the time of bid opening, based on the "Measures for Bid Suspension, etc. Regarding Contracts for Construction Work" (Notice No. 17 Mombu-shi-shi No. 345 dated January 20, 2004, by the Director of the Planning Division for Educational Facilities).

(2) Bid Security and Contract Security: ① Bid Security: Exempt ② Contract Security: To be paid.
However, payment of contract security can be substituted by providing securities or a guarantee from a guarantee company.
Furthermore, if a performance guarantee bond for public works or a performance guarantee insurance contract is provided, the contract security will be exempted.
The amount of contract security, guarantee amount, or insurance amount shall be 10% or more of the contract price.

(4) Method of Determining the Successful Bidder: The bidder who submits the lowest valid bid within the limit of the estimated price prepared based on the provisions of Article 6 of the Detailed Regulations for the Enforcement of the Financial Regulations of the Independent Administrative Institution National Theatre shall be the successful bidder.
However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its terms due to the bid price, or if it is recognized that concluding a contract with that bidder would disrupt the order of fair trade and be extremely inappropriate, the bidder with the next lowest bid price within the limit of the estimated price may be selected as the successful bidder.
