1. Matters Subject to General Competitive Bidding

(1) Subject: Purchase and relocation of furniture, etc. at Osaka Nishi Public Employment Security Office and other locations

(2) Specifications, delivery location, and delivery deadline: As per separate specifications

2. Bidding Method:

The bid amount shall be the total amount. The successful bid price will be the amount obtained by adding 10% of the bid amount to the amount stated in the bid form. Therefore, regardless of whether the bidder is a taxable or tax-exempt business with respect to consumption tax, the bid form should state the amount equivalent to 100/110 of the estimated contract amount.

3. Use of Electronic Procurement System:

This project will be conducted via electronic bidding using the Government Electronic Procurement System (hereinafter referred to as "GEPS"). Those who have difficulty using GEPS may switch to paper-based bidding by submitting a "Bid Participation Notification" indicating their intention to use paper-based bidding.

4. Eligibility for Competition:

(1) Not a person falling under the provisions of Articles 70 and 71 of the Budget, Settlement of Accounts and Audit Act.

(2) Must be rated "B", "C", or "D" in "Sales of Goods" and "Provision of Services" in the "Ministry of Health, Labour and Welfare Competitive Bidding Participation Qualifications (Unified Qualifications for All Ministries and Agencies)" for Reiwa 7, 8, and 9, and have competitive bidding qualifications in the Kinki region.

(3) Must meet the qualifications determined by the Authorized Officer for Disbursement based on the provisions of Article 73 of the Budget, Settlement of Accounts and Audit Act. This means that for those subject to social insurance, etc. (pension insurance, health insurance (managed by the Japan Health Insurance Association), seaman's insurance, national pension, workers' accident compensation insurance, and employment insurance), they must be enrolled in each insurance, etc., and have no overdue insurance premiums (no arrears in the last 2 years or last 2 insurance years).

(4) Must not be within the period of suspension of bidding by the Ministry of Health, Labour and Welfare.
