Outline of Work (1) Work Name: Renovation of Lighting Facilities for Yokohama National University (Tatsuno) Affiliated Yokohama Elementary School Building (2) Work Location: 64 Tatsuno, Naka-ku, Yokohama City, Kanagawa Prefecture (within Yokohama National University Tatsuno Campus) (3) Work Content: Lighting facility work for the affiliated Yokohama Elementary School building (renovation floor area 4,455 m2) (4) Construction Period: From the day after the contract date to March 26, Reiwa 9 (5) This work will be carried out using the electronic bidding system for submission of competitive participation qualification confirmation application (hereinafter referred to as "application") and competitive participation qualification confirmation documents (hereinafter referred to as "documents"), and for bidding, etc. 2. Competitive Participation Qualifications (1) Those who do not fall under the provisions of Article 2 and Article 3 of the National University Corporation Yokohama National University Construction Contract Implementation Regulations. (2) Those who have been certified with the B or C grade general competitive participation qualification for electrical work in Reiwa 7/8 in the Ministry of Education, Culture, Sports, Science and Technology at the time of bid opening (For those who have filed for commencement of rehabilitation proceedings based on the Corporate Rehabilitation Act (Act No. 154 of 2002) or commenced rehabilitation proceedings based on the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive participation qualification must be obtained after the decision to commence proceedings). (3) Not those who have filed for commencement of rehabilitation proceedings based on the Corporate Rehabilitation Act or commenced rehabilitation proceedings based on the Civil Rehabilitation Act (excluding those who have obtained re-certification in (2)). (4) Must have construction experience that meets the following requirements, completed and delivered as the prime contractor since Reiwa 23. (Experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). - Lighting facility work for new construction or renovation of schools, research facilities, or government buildings with a total floor area of 2,230 m2 or more, made of reinforced concrete, steel frame, or steel-reinforced concrete. (5) Must be able to assign a chief or supervising engineer to this work who meets the following criteria. If applicable under Article 26, Paragraph 3 of the Construction Industry Act, the engineer must be exclusively assigned. ① Must be a Class 2 Electric Works Construction Management Engineer or hold an equivalent or higher qualification. "Equivalent or higher qualification" refers to the following: ・Class 1 Electric Works Construction Management Engineer ・Professional Engineer (limited to those who have passed the second examination in the technical department "Electrical and Electronic" or "Comprehensive Technical Management (Electrical and Electronic)") ・Class 1 Electrician ・Special certified person by the Minister of Land, Infrastructure, Transport and Tourism ② Must have experience in the work described in (4) above since Reiwa 23. (Experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). However, in the case of a continuing construction joint venture, it is sufficient if one of the chief or supervising engineers has the construction experience described above. ③ Direct and constant employment relationship is required for the assigned chief (supervising) engineer, and documents that can prove this may be requested. Failure to provide such proof may result in disqualification from bidding. ④ For those other than those falling under the proviso of the above ② in the case of a continuing construction joint venture, a chief engineer or supervising engineer with the national qualification specified in ① above can be assigned. (6) Must not be subject to a designation suspension based on the "Measures for Designation Suspension Concerning Contracts for Construction Work" (Notice dated January 20, Reiwa 18, No. 17Mombunshi-shi No. 345, Director of Planning Division for Educational Facilities) from the Ministry of Education, Culture, Sports, Science and Technology during the period from the submission deadline of the competitive participation qualification confirmation application (hereinafter referred to as "application") and competitive participation qualification confirmation documents (hereinafter referred to as "documents") to the bid opening. (7) There should be no capital or personnel relationships between those who intend to participate in the bidding (excluding cases where all parties with capital or personnel relationships are members other than the representative of a continuing construction joint venture). (8) Must have a head office, branch office, or business office located in Kanagawa Prefecture, Tokyo Metropolis, Saitama Prefecture, Chiba Prefecture, Gunma Prefecture, Tochigi Prefecture, Ibaraki Prefecture, or Yamanashi Prefecture in accordance with the Construction Industry Act (Article 3, Paragraph 1). (9) Must not be a construction company that is substantially controlled by a gangster or equivalent, and which has been requested by the police authorities to be excluded from construction work ordered by the Ministry of Education, Culture, Sports, Science and Technology, and such status continues. Bids with false statements in the application or documents, and bids that violate the conditions of bidding are invalid. (4) Method of determining the successful bidder: The successful bidder will be the one who submitted the lowest valid bid within the limit of the estimated price established based on the provisions of Article 11 of the National University Corporation Yokohama National University Construction Contract Implementation Regulations. However, if it is recognized that the contract cannot be performed in accordance with its content by the successful bidder due to the bid price, or if it is recognized that concluding a contract with that person would disrupt the order of fair trade and be extremely inappropriate, the bidder with the next lowest bid price within the limit of the estimated price may be selected as the successful bidder. (5) Confirmation of assigned supervising engineer: After the successful bidder is determined, if a violation of the exclusive assignment of the assigned supervising engineer is confirmed through CORINS or other means, the contract may not be concluded. Replacement of the application will not be permitted except in extremely special circumstances such as leave of absence, death, or retirement, which are approved as unavoidable. If the assigned engineer must be changed due to special reasons such as illness, the replacement must meet the criteria set forth in 2(5) above and be equivalent to or higher than the originally assigned engineer. (6) Requirement for contract document creation: Required (7) Precautions for implementation: ① Those who are recognized with competitive participation qualifications shall bid based on the submitted documents and perform the work. ② If the contractor fails to comply with the requirements of the bid due to their responsibility, they shall perform the work again.
