Must meet the qualification requirements to engage as a chief technician or supervising technician under Article 26 of the Construction Industry Act for the permitted industry of this construction. (If engaged as a supervising technician, must possess a supervising technician qualification certificate and a supervising technician training completion certificate for machinery installation work.) 2. Employment: Must be employed at the time of tender qualification requirements confirmation. However, if the contract price is 45 million yen or more (90 million yen or more for building construction), the assigned technician must be assigned exclusively and must have had an employment relationship with the applicant for 3 months or more prior to the announcement date. Regarding Consumption Tax and Local Consumption Tax: When determining the successful bidder, the amount obtained by adding 10% of the amount written on the tender form to that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the successful bid price. Therefore, bidders shall bid an amount equivalent to 100/110 of their estimated contract desired price, regardless of whether they are taxable or exempt from consumption tax and local consumption tax. 4. Other: (1) Bidders must comply with the "Kochi City Construction Work Competitive Bidding Rules (for Electronic Bidding)" (effective September 1, 2015) and the Kochi City Electronic Bidding Operation Standards (effective September 1, 2015). (2) If a bidder meets the criteria in Article 4, Item 6 of the Guidelines, their participation qualification will not be recognized. Furthermore, if a fact meeting the criteria is discovered after bid opening, the bid of the person meeting the criteria will be invalidated. Such bidders will not be allowed to participate in re-bidding. (3) Bidders who are subcontractors for the design work, etc., for this construction (or each member of the design joint venture if it is a design joint venture) or construction companies with a capital or personnel relationship with such subcontractors will not be recognized for participation qualifications. (4) If there are no bidders within the range of the estimated price and the minimum reserve price after bid opening, a re-bid will be held after the bid opening procedure for this construction, in accordance with Article 13, Paragraph 3 of the Kochi City Electronic Bidding Operation Standards. If a re-bid is to be held, the bidders will be notified via the electronic bidding system (or by other appropriate means for paper bidders). (5) If the successful bidder candidate fails to submit the tender qualification requirements confirmation form by the deadline, or is found not to have the necessary qualifications, they will be disqualified. (6) The successful bidder must conclude the contract within 10 days from the date of notification of the successful bid decision. (7) If any of the following occurs before the contract conclusion date, the successful bid decision may be canceled or the contract may not be concluded. a. (8) If any false statement is found in the submitted documents related to the bidding and contract for this construction, the contract may be terminated. (9) The successful bidder must submit the pledge form (Appendix Form 1) from the "Submission of Pledge Regarding Compliance with the Antimonopoly Act" dated December 26, 2011, by the time of contract conclusion. Failure to do so will be considered a withdrawal from the contract, and the contract will not be concluded. (10) The successful bidder must notify the client of any potential events that may affect the construction period or contract price, along with the necessary information to grasp the situation of such events, from the time of successful bid decision until the contract conclusion, in accordance with Article 20-2, Paragraph 2 of the Construction Industry Act. (11) The contractor must choose between interim advance payment or partial payment at the time of contract conclusion, and changes after contract conclusion will not be permitted.
