We will conduct a general competitive bid (comprehensive evaluation and award method) as follows.

1. Matters for Competition
(1) Contract name and estimated quantity: Contract for Goods Management, etc. and Purchase of Medical Supplies, etc.
(2) Specifications of the contract name: As per bid instructions and specifications.
(3) Period of performance: April 1, Reiwa 9 - March 31, Reiwa 14
(4) Place of performance: National Center of Neurology and Psychiatry, National Center for Advanced Medical Research
(5) Selection method: The contractor will be selected by a comprehensive evaluation of the "Proposal" submitted by eligible participants and the evaluation of the bid price within the limit of the estimated price.
2. Qualifications Required for Participation in Competition, etc.
(1) Must not fall under the provisions of Article 6 and Article 7 of the National Center of Neurology and Psychiatry, National Center for Advanced Medical Research Contract Procedures Regulations. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract execution fall under special circumstances in Article 6.
(2) The following persons may be excluded from participation in the competition:
(a) Persons who have made false statements in their qualification application or supporting documents.
(b) Persons whose business status or commercial creditworthiness has extremely deteriorated.
(3) Must have been rated in "A," "B," or "C" grade for "Services Provided" and "A," "B," or "C" grade for "Sales of Goods" in the unified competitive bidding qualifications for all ministries for the current fiscal year, and possess qualifications for participation in competitive bidding in the Kanto-Koshinetsu region.
(4) Must be enrolled in social insurance, etc. (including Employees' Pension Insurance, Health Insurance (managed by the Japan Health Insurance Association), Seamen's Insurance, National Pension Insurance, Workers' Accident Compensation Insurance, and Employment Insurance) and have no arrears in premiums for the applicable systems.
(5) Must not have been subject to a suspension of business order from the Ministry of Health, Labour and Welfare or an organization under its jurisdiction within the past year.
3. Location for Inspection of Contract Provisions, etc.
(1) Submission location for proposals and bids, location for inspection of contract provisions, and location for distribution of bid instructions and contact information are as follows:

(2) Period for distribution of bid instructions: From Thursday, September 17, Reiwa 8, to Tuesday, October 27, Reiwa 8, 5:15 PM, excluding Saturdays, Sundays, and national holidays.
(3) Method of distribution of bid instructions: Distributed electronically via email.
(4) Deadline for submission of proposals: Tuesday, October 27, Reiwa 8, 5:15 PM.
(5) Date and time for review of proposals: Proposals will be reviewed by the Proposal Review Committee. No presentations will be held.
(6) Deadline for submission of bids: Thursday, November 5, Reiwa 8, 5:00 PM.
(7) Date and time and location of bid opening: Friday, November 6, Reiwa 8, 3:00 PM, 2nd Floor, Central Building, 1st Conference Room, National Center of Neurology and Psychiatry, National Center for Advanced Medical Research.
4. Other Necessary Matters
(1) Language and currency to be used in contract procedures: Japanese language and Japanese currency.
(2) Bid security and contract security: Exempt.
(3) Invalid bids: Proposals and bids submitted by those who do not meet the qualifications for participation in the competition, and proposals and bids submitted by those who have not fulfilled their obligations as participants in the competition, will be considered invalid.
(4) Requirement for contract creation: Required.
(5) Method of determining the contractor: The contractor will be selected by the Director of the National Center of Neurology and Psychiatry, National Center for Advanced Medical Research, from among those who have submitted valid bids within the limit of the estimated price, based on the evaluation method specified in the bid instructions. If there are multiple candidates for negotiation, they will be ranked according to the selection method.
* The price of medical supplies (medical materials) will be based on the prices as of September 1, Reiwa 8. If the price offered by the first-ranked candidate is deemed insufficient for proper performance of the contract, or if contracting with that party would disrupt fair trade, the next-ranked candidate may be considered. Once the primary candidate for negotiation is determined, negotiations will commence immediately, and if the contract price is agreed upon, that party will be the contractor. However, if negotiations fail or if a contract is not concluded within 10 days of the start of negotiations, negotiations may proceed with other candidates in order of rank.
