Urasoe City Basic Resident Register System Input/Output Outsourcing Services Specification (Draft)
Chapter 1: Overview of Services
1. Name of Outsourced Services: Urasoe City Basic Resident Register System Input/Output Outsourcing Services
2. Location of Service Performance: Urasoe City Hall, Citizen Affairs Division, 1-1-1 Anba-cha, Urasoe City
3. Service Hours:
(1) Service Hours:
a. The service hours for this work shall be from 8:30 AM to 5:15 PM.
However, applications received within counter reception hours shall generally be processed on the same day.
b. The contracting party (hereinafter referred to as "A") and the contractor (hereinafter referred to as "B") may, upon consultation, change the counter opening hours if they agree.
(2) Holidays: Days not requiring work shall be in accordance with Article 1, Paragraph 1 of the "Ordinance on Holidays of Urasoe City" (Heisei 3 Ordinance No. 14).
(3) Other: Notwithstanding the provisions of (2) above, if Urasoe City needs to open temporary counters on days not requiring work, B shall perform this work upon consultation.
4. Service Personnel:
(1) Number of Personnel Assigned: B shall assign the minimum number of service personnel (hereinafter referred to as "personnel") necessary for service performance.
Furthermore, B shall establish a system and staffing that can accommodate absences due to vacation or sick leave.
5. Prerequisites for Contract Acceptance:
(1) Direction and Supervision of Contracted Services: B shall be responsible for the direction, supervision, management, and training of personnel in this service.
(2) Prohibition of Acts Damaging Reputation: While performing the services, B shall not engage in any act that damages the reputation of A.
(3) Crisis Management Response: In addition to responding to everyday equipment failures, B shall assume various unexpected failures, accidents, disasters, and other emergencies, take sufficient countermeasures to ensure that service performance is not hindered, and establish an emergency system.
(4) B shall take measures to ensure smooth service execution even on days when congestion is expected, such as during busy periods or after holidays.
(5) B shall perform the services in compliance with the provisions of laws and regulations concerning the protection of personal information.
Chapter 2: Outsourced Services, etc.
1. Scope of Outsourced Services: B shall process the following services that occur during the contract period:
(1) Input/output based on changes and notifications under the Basic Resident Register Law.
(2) Input/output based on notifications under the Family Register Law.
(3) Preparatory work before opening (startup of terminal equipment, confirmation of input/output, etc.).
(4) Input/output based on notifications related to National Health Insurance due to resident changes and head of household changes.
(5) Other input/output services related to resident records.
2. System Used: Integrated Administrative System (RKCS Co., Ltd.) *Scheduled to migrate to a standard-compliant system from October 13, Reiwa 8.
3. Number of Terminals Used: 3 units
4. Burden of Equipment and Materials, etc.:
(1) The core systems related to the outsourced computer services shall be loaned free of charge by A.
(2) Basic equipment and supplies such as desks, chairs, and computers shall be loaned free of charge by A.
However, B shall prepare and bear the cost of writing instruments, etc., necessary for service performance.
(3) Upon termination of this contract (including termination due to cancellation), B shall promptly return the facilities, equipment, and materials loaned by A.
Furthermore, if damage occurs to the loaned items, B shall compensate for the damage and restore the facilities to their original condition at B's expense.
5. Response to Troubles: In the event of troubles or irregular cases during the performance of outsourced services, B shall handle them responsibly through consultation with A and report to A without delay.
6. Service System:
(1) B shall assign a site manager.
(2) The site manager shall be knowledgeable about the outsourced services and capable of providing appropriate instructions and guidance to service personnel.
Furthermore, the site manager may also serve as service personnel.
7. Personnel Training:
(1) B shall provide the following training to personnel:
a. Conduct personnel training to acquire the necessary skills for performing this service.
b. Provide sufficient training to ensure proper management of personal information and compliance with confidentiality obligations.
c. Provide prompt and sufficient training to ensure proper performance of this service in case of revisions to laws and regulations or changes in service content.
(2) If A's cooperation is required, B shall request cooperation from A and conduct personnel training after obtaining their agreement.
8. Performance Management Services:
(1) Various Management Services:
a. Formulate and manage a business plan (organizational and personnel plan) related to performance to ensure smooth and efficient service performance.
b. In the event of a major incident such as leakage of personal information, hold an emergency reporting meeting and promptly report the content to A.
(2) Reporting Services:
a. B shall report the number of incorrect inputs, the content of incorrect inputs, and the return rate (number of incorrect inputs / total number of applications, etc. x 100) to A every month.
b. If there are many incorrect inputs (if the return rate exceeds 3%), B shall immediately take improvement measures and report the results to A in writing.
Furthermore, any expenses incurred in taking improvement measures shall be borne by B.
Chapter 3: Handling of Personal Information
1. Compliance with Laws and Regulations: B shall perform services in compliance with the Act on the Protection of Personal Information (Act No. 57 of 2003), the Ordinance for the Enforcement of the Act on the Protection of Personal Information (Cabinet Order No. 507 of 2003), the Urasoe City Ordinance on the Protection of Personal Information (Reiwa 4 Ordinance No. 20), the Urasoe City Information Security Basic Policy (Heisei 18 Kunrei No. 2), and other laws and regulations concerning the protection of personal information.
2. Confidentiality: B shall not disclose personal information obtained through the performance of this service to others.
This shall also apply after the termination or cancellation of this contract.
3. Management of Personal Information: While holding personal information used in this service, B shall manage personal information in accordance with the following provisions:
(1) Personal information shall be stored securely in a lockable storage.
(2) Personal information shall not be removed from the location designated by A.
(3) B shall be responsible for maintaining the authenticity, readability, and retrievability of personal information and preventing its loss, damage, alteration, leakage, or misappropriation.
(4) B shall not bring external terminals, external recording media, or other personal belongings into the work area to handle personal information.
(5) B shall not install applications on terminals used for handling personal information.
(6) B shall not use the loaned work terminals for purposes other than performing this service.
4. Prohibition of Use of Personal Information for Purposes Other Than Intended and Provision to Third Parties:
(1) B shall not use personal information for purposes other than this service.
(2) B shall not disclose, publish, or distribute personal information obtained in connection with this service to third parties.
5. Prohibition of Copying and Duplication of Personal Information: B shall not copy or duplicate personal information for purposes other than this service.
6. Response to Accidents:
(1) In the event of an accident such as leakage of personal information related to this service, B shall immediately report it to A verbally, regardless of whether B is responsible for the accident, and promptly report the content and number of personal information involved, the location of the accident, and the circumstances in writing, and follow A's instructions.
(2) A may publicly disclose information related to an accident such as leakage of personal information that occurs in connection with this service, if deemed necessary.
7. Return or Destruction of Personal Information: Upon completion of this service or at the request of A, B shall return or destroy media containing personal information and their duplicates in the manner designated by A.
Chapter 4: Miscellaneous
1. Handover of Services:
(1) If B needs to take over services from another party, B shall smoothly take over the services within the handover period from the contract signing date to September 30, Reiwa 8.
However, no payment shall be made for services during this period.
(2) If B needs to hand over services to another party, B shall conduct the handover smoothly within the contract period.
In this case, B shall comply with all requests for materials, etc., from A and the person designated by A, unless A deems it detrimental to B.
Furthermore, if A deems the handover incomplete, B shall continue the handover free of charge even after the contract period ends.
2. Consultation: If any doubts arise regarding the matters specified in these specifications, they shall be resolved through consultation between A and B.
3. Points to Note Regarding Outsourcing:
(1) In this project, BPR (Business Process Re-engineering) will be considered to simplify, expedite, and improve the efficiency of administrative procedures, and the entire process from counter reception to input/output processing and certificate issuance is planned to be reviewed. Therefore, the scope of work for the contractor may change.
(2) As a result of (1), if new work not originally planned occurs after the contract is signed, and if the expenses required for that work significantly exceed the original estimates, A and B will consult on changes to the contract, etc.
(3) As a result of (1), if the workload significantly decreases due to improved efficiency, etc., A and B will consult on a contract amendment to reduce the contract amount.
