1. Matters for Competitive Tender
(1) Project Name: High-Level Police Information and Communication Infrastructure System Development Construction
(2) Construction Location: Kagoshima Prefectural Police Headquarters and all police stations in the prefecture.
(3) Construction Outline: Installation of equipment such as racks and AC distribution boards for the High-Level Police Information and Communication Infrastructure System at the Kagoshima Prefectural Police Headquarters, and laying of cables. Installation of equipment and laying of cables at all police stations in the prefecture.
(4) Construction Period: From the day after the contract is concluded until March 19, Reiwa 9 (2027).
(5) Construction Performance Evaluation: This project is subject to construction performance evaluation as stipulated in Article 7, Paragraph 1 of the Act on Promotion of Quality Assurance in Public Works.
Construction performance will be evaluated at the time of completion inspection and partial inspection, and the evaluation results will be notified to the contractor via a Construction Performance Evaluation Notice.
(6) Bidding Method: Lump sum.
In determining the successful bidder, the successful bid price will be the amount obtained by adding 10% of the amount written on the bid form to the amount (if there is a fraction of less than 1 yen, that fraction will be rounded down).
Therefore, bidders shall write on their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or exempt from consumption tax.
2. Matters Concerning Qualifications Required for Participation in Competition
(1) Those who do not fall under the provisions of Article 70 of the Public Accounting Act regarding Budget, Settlement, and Accounting.
(Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under "special reasons" in the same article.)
(2) Those who do not fall under the provisions of Article 71 of the Public Accounting Act regarding Budget, Settlement, and Accounting.
(3) Those who are graded A, B, or C in the "Telecommunications" category of the Cabinet Office's Construction Competitive Tender Participation Qualifications for Reiwa 7 and 8 (2025-2026).
(4) Those who are not currently subject to a suspension of bidding by the National Police Agency.
(5) Those who are not designated by the police authorities as businesses substantially controlled by yakuza or yakuza members, or equivalent, and are therefore requested to be excluded from national government contracted work, and who remain in such a state.
(6) Those who have submitted a signed pledge (printed on both sides, etc.) regarding the preservation of secrets required by the contracting party, and have obtained the approval of the contracting party.

7. Invalid Bids
(1) Bids submitted by those who do not have the required qualifications for participation in the competition as stated in this notice, or those who have violated the bidding conditions.
(2) If the content of the breakdown of construction costs submitted with the first bid form is incomplete.
8. Requirement for Contract Creation
A contract shall be created upon conclusion of the contract.
However, this shall not apply if the creation of a contract can be omitted pursuant to the provisions of Article 100, Paragraph 2, Item 1 of the Public Accounting Act regarding Budget, Settlement, and Accounting.
9. Other
(1) Language and Currency Used in Contract Procedures: Japanese language and Japanese currency.
(2) Method of Determining the Successful Bidder: The successful bidder shall be the one who submits the lowest valid bid within the limit of the estimated price prepared based on the provisions of Article 79 of the Public Accounting Act regarding Budget, Settlement, and Accounting.
However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its terms, or if it is recognized that contracting with that bidder would disrupt the order of fair trade, the bidder who submitted the lowest bid within the limit of the estimated price may be selected as the successful bidder.

Special Clauses on Preservation of Secrets
(General Obligation)
Article 1: The bidder submitting the bid (hereinafter referred to as "the party of the second part") shall take all necessary measures for the preservation of secrets related to this work in accordance with the provisions of these special clauses.
2. The party of the second part shall not be exempted from responsibility as a manager even if police secrets are leaked due to the intentional or negligent acts of its employees.
(Prohibition of Subcontracting)
Article 2: The party of the second part shall not subcontract this work to other contractors.
However, if subcontracting is unavoidable, the party of the second part shall obtain permission from the party of the first part by submitting a document listing the subcontractor, contract details, and measures for secret preservation.
2. The provisions of the preceding paragraph shall apply mutatis mutandis to the subcontractors of the party of the second part.
(Delivery)
Article 3: When the party of the first part (hereinafter referred to as "the party of the first part") delivers specifications, drawings, site explanation documents, or materials related to secrets to the party of the second part, it shall be clearly marked as confidential.
(Specific Materials)
Article 4: The party of the second part shall not allow any person not related to this work to inspect or leak specifications, drawings, site explanation documents, etc. (including electronic records) designated as confidential among the specifications, drawings, site explanation documents, etc. of the main contract (hereinafter referred to as "specific materials").
2. The party of the second part shall not allow any person related to the work process to inspect or leak specific materials beyond the extent necessary for the work.
(Specific Materials and Specific Objects)
Article 5: The party of the second part shall exercise extreme caution in handling specific objects designated as confidential (hereinafter referred to as "specific objects") during storage and shall not allow any person not related to the work process to inspect them.
2. The party of the second part shall not allow any person related to the work process to inspect specific objects beyond the extent necessary for the work.
(Reproduction and Photography of Specific Materials and Specific Objects)
Article 6: Unless otherwise stipulated in the main contract, the party of the second part shall obtain permission from the party of the first part in advance if it intends to reproduce specific materials or create sketches, test result sheets, etc. of specific objects, or photograph them.
(Implementation Report)
Article 7: When the party of the second part reproduces or produces specific materials or specific objects, or when it creates sketches, test result sheets, etc. of specific objects or photographs them in accordance with the provisions of the preceding article, it shall promptly report the fact in writing to the party of the first part.
(Marking)
Article 8: When the party of the second part reproduces or produces specific materials or specific objects, it shall mark them with confidential markings, management numbers, etc., as instructed by the party of the first part.
(No Entry)
Article 9: The party of the second part shall not allow any person not related to the work process to enter the work site, warehouse, or other facilities without authorization, or to loiter in the vicinity thereof.
2. The party of the second part shall not allow any person related to the work process to enter the aforementioned facilities beyond the extent necessary for the work.
(Return of Specific Materials, etc.)
Article 10: Upon completion of the contract, the party of the second part shall immediately return, submit, or dispose of specific materials and specific objects to the party of the first part.
2. If approved by the party of the first part in the preceding paragraph, the storage period after the completion of the contract may be extended, and these special clauses shall apply during this period.
(Inspection)
Article 11: The party of the first part or its agent may inspect the status of secret preservation or give necessary instructions to the party of the second part when deemed necessary.
2. The provisions of the preceding paragraph shall apply mutatis mutandis to the subcontractors of the party of the second part.
(Measures in Case of Accident)
Article 12: If an accident such as leakage of secrets, loss or destruction of specific materials or specific objects occurs, or if there is suspicion or possibility thereof, the party of the second part shall take appropriate measures and promptly report the details to the party of the first part.
