Otemachi Street Revitalization Space Creation Social Experiment Plan Formulation Service 1 (Attachment 1) Otemachi Street Revitalization Space Creation Social Experiment Plan Formulation Service Specifications Chapter 1 General Provisions 1-1 Scope of Application: This specification applies to the "Otemachi Street Revitalization Space Creation Social Experiment Plan Formulation Service" (hereinafter referred to as "this service") to be implemented by Matsuyama City. In performing the service, in addition to the Matsuyama City Financial Accounting Rules, Matsuyama City Contract Regulations, and Common Specifications for Design Services (Civil Engineering Common Edition), the contractor shall execute faithfully based on these specifications, etc. 1-2 Purpose of Service: The purpose of this service is to formulate an implementation plan for a social experiment scheduled for Reiwa 9, targeting Otemachi Street, where various transportation modes, including streetcars and suburban trains, converge. This aims to improve the convenience of public transportation, promote regional circulation, create vibrancy, and verify the possibility of ensuring safety and smoothness through the temporal and spatial reorganization of road space. 1-3 Service Target Area: This service targets the section of Prefectural Road Matsuyama Port Line between Nishihoribata Intersection and Matsuyama-Ekimae Intersection (Otemachi Street) and the JR Matsuyama Station vicinity, as indicated below. [Location Map] Target Area: JR Matsuyama Station, Matsuyama-shi Station, Nishihoribata Intersection, Matsuyama-Ekimae Intersection 2 Chapter 2 Service Details 2-1 Consideration of Service Implementation Policy: A service implementation policy, including technical policies, work schedules, and implementation systems for carrying out this service, will be considered, and a service plan will be created. 2-2 Organization of Current Status: The current status of facilities, traffic conditions, and traffic regulation conditions in the service target area and along the route will be organized through existing documents and on-site surveys, and issues will be identified. 2-3 Consideration and Planning of Social Experiment Implementation Plan: For the implementation of the social experiment planned for the next fiscal year, experiment plans will be considered and planned for each of the following items. Note: Individual consultations with traffic managers, etc., creation of consultation materials, permit applications, and event operations are not included. (1) Overview of the Social Experiment: The overview of the social experiment will be organized. The social experiment is assumed to be approximately 2 weeks (14 days) from around September to October, Reiwa 9. (2) Consideration of Social Experiment Implementation Plan: 1) Plan and Cross-Sectional Plan: Consideration will be given to the plan and cross-sectional plan regarding the reorganization of road space (review of lane widths), placement of mobility ports, and locations for pedestrian crossings, and if necessary, approximately one plan for each of the plan and cross-sectional drawings will be created. 2) Traffic Operation Plan: Consideration and planning will be given to the time-based operation of loading/unloading spaces and dedicated bicycle lanes through the review of lane widths (setting of loading/unloading times and dedicated bicycle times, etc.). 3) Traffic Regulation Plan: Extraction of necessary traffic regulations due to lane width review, installation of pedestrian crossings, etc., and consideration and planning of proposed changes during the social experiment period, content of temporary signs, and installation locations. 4) Temporary Construction Plan: Consideration and planning of detailed temporary structures, quantities, and estimated costs required for the social experiment, such as changes to road markings, widening of side strips, and installation of pedestrian crossings due to lane width review. In addition, plans for traffic diversion during temporary construction and construction schedules will be considered. Note: The original state will be restored after the social experiment. 5) Traffic Guidance Plan: Consideration and planning of placement times and locations for traffic guidance personnel to guide streetcar users and loading/unloading vehicles, guide pedestrians to dedicated bicycle lanes, and guide vehicles at intersections during the social experiment period. 6) Safety Management Plan: Consideration and planning of safety management, such as ensuring the safety of streetcar users due to the widening of side strips next to tram stops, and alerting passing vehicles to the installation of pedestrian crossings and the establishment of loading/unloading and dedicated bicycle lanes. 7) Effect Verification Plan: Consideration and planning of necessary verification items and methods, such as observation surveys and interviews with passersby, to grasp the effects of the social experiment. The survey perspectives are assumed to be as follows: - Safety and smoothness of automobile traffic due to lane width review - Convenience and safety of public transportation transfers - Possibility of creating vibrancy through event hosting - Possibility of regional circulation and effective use of idle land through the installation of mobility ports, etc. - Safety of pedestrians and smoothness of bicycle traffic due to the installation of dedicated bicycle lanes 2-4 Support for Conference Operation: In formulating the social experiment plan, progress will be made based on the opinions and discussions at the "Matsuyama Station Machi Kaigi" (Matsuyama Station Town Meeting) composed of transportation operators, academics, and related administrative organizations. For this service, meeting materials and meeting minutes will be created. Note: Two meetings are planned. Printing of meeting materials and payment of honoraria and travel expenses to committee members are not included. 4 2-5 Report Creation: The considerations and implementation details of this service will be compiled into a business report. 2-6 Meetings: A total of five meetings are planned: at the start of the service, three intermediate meetings, and at the time of deliverable submission. The management technician must attend the meetings at the start of the service and at the time of deliverable submission. If separate consultations are deemed necessary for the execution of the service, meetings will be held as needed through consultation. Chapter 3 Deliverables 3-1 Deliverables: The deliverables and their number of copies are as follows: - Business Report: A4 size, binder, 1 copy - Various materials and data created during this service: 1 lot - Electronic data (DVD-R or compact hard disk): 1 lot Electronic deliverables shall be in PDF file format and original file format (data before conversion to PDF). If the electronic data cannot be stored on a single DVD-R, delivery on multiple discs is possible after consultation with the supervisor. The surface of the electronic media shall be directly printed with "Ordering Year", "Service Name", "Completion Month/Year", "Ordering Organization Name", "Contractor Name", "Page Number / Total Pages", and "Virus Check Information", or a label sticker with this information shall be affixed to the entire surface. Use reliable virus protection software updated with the latest data for virus checks. The contractor shall re-deliver the electronic media free of charge if it becomes unreadable within 3 years of delivery. Chapter 4 Other 4-1 Management Technician: The contractor shall appoint a management technician for this service and notify the client. The management technician must possess one of the following qualifications: Professional Engineer (Total Technical Management: Civil Engineering - Urban and Regional Planning), Professional Engineer (Civil Engineering: Urban and Regional Planning), or RCCM (Urban Planning and Regional Planning). 4-2 Restriction on Subcontracting: The contractor shall not subcontract or delegate all or part of this service. However, this does not apply if the contractor reports in writing in advance and obtains the client's approval for a part of this service. 5 4-3 Confidentiality and Protection of Personal Information: The contractor shall not disclose information obtained through this service to third parties, and this shall apply after the completion of the service. In addition, when handling personal information for this service, the contractor must comply with the Act on the Protection of Personal Information (Personal Information Protection Act) and the "Special Provisions for Handling Personal Information" (Attachment 2). 4-4 Ownership: All deliverables of this service shall belong to the City, and shall not be published, lent, or used by others without the City's approval. 4-5 Errors: Even upon completion of the service, if there are errors in the deliverables, the contractor shall correct them promptly at their own responsibility. 4-6 Loan of Materials: 1) If the contractor receives materials, etc. (including copies) containing information necessary for carrying out the commissioned service from the client, the contractor shall submit an application form to the client. 2) The contractor shall not take the loaned materials, etc.
