Cultural Property Notification No. 000882, Reiwa 8 (2026) July 16. Regarding the conditional public competitive bidding for the contract for the development of the basic plan for the restoration of Kamio Tumulus, a national historic site, which was announced on Reiwa 8 (2026) June 29 with Cultural Property Notification No. 000742, we are re-announcing the bid as follows, as the number of bidders who participated was less than two, in accordance with the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act Enforcement Regulations (1947, Cabinet Order No. 16) and Article 3 of the Kumamoto City Contract Administration Regulations (1964, Regulation No. 7).

Matters concerning competitive bidding (1) Contract name: Contract for the development of the basic plan for the restoration of Kamio Tumulus, a national historic site (2) Purpose and outline: This work is to organize the discussions from the committee so far, develop the basic plan for restoration, examine the necessary procedures before restoration work, examine the procedures for restoration work, create a restoration project schedule, and calculate an estimated project cost, prior to the basic and detailed design and restoration work for Kamio Tumulus, a national historic site, which was damaged by the Kumamoto Earthquake in 2016.

Type of bidding procedure: This project will be bid by first confirming the qualifications required for participants in conditional public competitive bidding (hereinafter referred to as "competitive bidding qualifications") before bidding, and then determining the successful bidder based on the results of the bids by those recognized as having competitive bidding qualifications.
4. Competitive bidding qualifications: All of the following requirements must be met.
(1) Must have submitted the application for qualification examination for competitive bidding for contracts, etc. for Kumamoto City and be registered in the list of qualified bidders (limited to Category 1 "(8) Cultural Property Survey" and Category 2 "② Cultural Property Restoration Work") as stipulated in Article 5 of the Guidelines on Qualifications, etc. of Bidders for Competitive Bidding for Contracts, etc. for Kumamoto City (2008, Notice No. 731).
(2) Must not fall under any of the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Regulations.
(3) If an application for commencement of rehabilitation proceedings under Article 17 of the Corporate Reorganization Act (2002, Act No. 154) or an application for commencement of rehabilitation proceedings under Article 21 of the Civil Rehabilitation Act (1999, Act No. 225) has been filed, a decision to approve the rehabilitation plan or rehabilitation plan must have been made, respectively.
(4) Must not fall under the provisions of Article 3, Item 1 of the Guidelines for Exclusion of Boryokudan, etc. from Contracts Concluded with Kumamoto City (2006, Notice No. 105).
(5) Must not be within the period of suspension of designation based on the Kumamoto City Guidelines for Suspension of Designation, etc. for Procurement Contracts and Service Contracts (2009, Notice No. 199; hereinafter referred to as the "Suspension of Designation Guidelines").
(6) Must not be in arrears with consumption tax, local consumption tax, or city taxes of this city.
(7) Must be engaged in the business of the contract subject to this competitive bidding as a business.
(8) Must not be a person who has committed a breach of contract or dishonest act in contracts with this city within the past three years and is deemed unsuitable as a contract partner by the Mayor.
(9) Must comply with the Kumamoto City Public Contract Ordinance (Reiwa 7, Ordinance No. 54), such as by submitting a letter of commitment based on Article 8 of the ordinance.
(10) Must have experience with national historic sites, including the following: ① Experience in carrying out the entire process from the development of the basic plan for restoration to construction supervision for the same tumulus. ② Experience in disaster restoration work for tumuli whose mounds or burial chambers were damaged by earthquakes (limited to method examination, plan development, basic design, detailed design, and construction supervision). 5. Application procedures, etc. (1) Period and method of distribution of application forms, specifications, etc.: From Thursday, July 16, Reiwa 8 (2026) to Friday, July 31, Reiwa 8 (2026). These will be posted on the Kumamoto City website, and will also be distributed at the department in charge (2) if requested. (Distribution at the department in charge excludes city holidays as stipulated in Article 1 of the Ordinance on Special Provisions for City Holidays and Deadlines (1989, Ordinance No. 32)). Mail or electronic delivery (fax, email, etc.) will not be provided.

(2) Submission method for application forms, etc.: Applicants wishing to participate in this bidding must submit a confirmation application for competitive bidding qualifications, a statement of competitive bidding qualifications examination, and other necessary documents (hereinafter referred to as "application documents, etc.") and obtain confirmation from the Mayor regarding the existence of competitive bidding qualifications.
The submission method, etc. shall be as follows.
A. Documents to be submitted and submission method: Submit in person. Submission by mail or electronic delivery (fax, email, etc.) will not be accepted.
(1) Application for confirmation of competitive bidding qualifications (Form No. 1)
(2) Statement of competitive bidding qualifications examination (Form No. 2)
(3) Applicant's experience in similar work (as per 4(9)) (Form No. 3) (Similar work experience is limited to work that has been completed or contracted by the submission date of the application documents.)
(4) Copies of contracts proving experience in similar work (as per 4(10)) (Mandatory) If it is not possible to determine the experience in similar work based on this alone, supplement with other verifiable documents (specifications, certificates from the ordering party, etc.).

E. Precautions:
(1) Forms should be filled out as of the submission date of the application for confirmation of competitive bidding qualifications.
(2) If documents (3), (4), and (5) in A are not attached, the relevant experience or qualification will not be recognized. Furthermore, if the experience in similar work cannot be determined from the documents submitted in A(3) and (4), the experience will not be recognized.
(3) Confirmation of competitive bidding qualifications: Confirmation of competitive bidding qualifications will be made as of the deadline for submission of application documents. The results (including the reason if the competitive bidding qualification is not recognized) will be notified in writing.
6. Explanation of reasons for those not recognized as having competitive bidding qualifications: (1) Those who have received notification that they are not recognized as having competitive bidding qualifications may request an explanation of the reasons for not being recognized as having competitive bidding qualifications in writing (free format) to the Mayor within four days (excluding holidays) from the day after the notification date.
(2) If an explanation is requested, the Mayor shall respond in writing to the person who requested the explanation within two days (excluding holidays) from the day after the final day for requesting the explanation.
7. Bidding briefing session: No bidding briefing session will be held.
8. Questions regarding specifications, etc.: (1) If there are any questions regarding the specifications, etc., submit a question form as follows.
A. Submission method: Submit in writing (free format) in person, by fax, or by email. However, if submitting by fax or email, be sure to confirm receipt.
B. Submission period: From Thursday, July 16, Reiwa 8 (2026) to Friday, July 24, Reiwa 8 (2026) (excluding holidays), from 9:00 AM to 5:00 PM.

(2) Answers to the questions in (1) will be made available for viewing as follows. (Also posted on the Kumamoto City website.)

9. Measures when there is only one bidder: Bidding will be conducted even if there is only one bidder.
10. Bidding, etc.: (1) Those who have been confirmed to have competitive bidding qualifications by the notification in 5(3) shall participate in the bidding in accordance with the following method.
A. Bidding date and time: Tuesday, August 18, Reiwa 8 (2026), 11:20 AM.
B. Bidding location: Conference Room on the 8th Floor, Main Building, Kumamoto City Hall, 1-1, Tetori-honcho, Chuo-ku, Kumamoto City.
C. Bidding method: Bids must be submitted in person. Submission by mail or electronic delivery (fax, email, etc.) is not permitted. If a bidding agent submits the bid, a letter of attorney must be submitted separately.
(2) When determining the successful bidder, the successful bid price will be the amount written on the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, the fraction will be rounded down). Therefore, bidders should write the amount equivalent to 100/110 of their estimated contract desired price on the bid form, regardless of whether they are a taxable business or a tax-exempt business for consumption tax and local consumption tax.
(3) The number of bidding sessions will be up to two. (Instructions for the second and subsequent bids will be given separately.)
(4) After submitting the bid form, it cannot be exchanged or canceled, whether before or after opening the bids.
(5) If it is determined that one bidder has made multiple bids, the bids will be opened for confirmation, and all bid forms will be invalidated.
(6) In addition to Article 7 of the Kumamoto City Construction Competitive Bidding Rules (2000, Notice No. 107), bids submitted with false information will be invalidated, and if the successful bidder is found to have submitted a bid with false information, the award decision will be canceled. Furthermore, even if a person is confirmed to have competitive bidding qualifications, if they no longer meet the competitive bidding qualifications stipulated in Article 4 at the time of award decision, they will be deemed to be a person without competitive bidding qualifications.
(7) Invalidated bid forms will not be returned.
11. Method of determining the successful bidder: (1) The successful bidder will be the one who submitted the lowest valid bid within the limit of the estimated price.
(2) If there are two or more bidders with the same lowest bid price, the successful bidder will be determined by lottery.
(3) A minimum reserve price will not be set.
12. Contract method: This project can be concluded by electronic contract. If an electronic contract is concluded, the email address used for requesting confirmation of contract conclusion will be the email address registered when applying for the list of qualified bidders in 4(1). Other matters shall be in accordance with the Kumamoto City Electronic Contract Implementation Guidelines (effective October 1, Reiwa 7).
13. Other precautions: (1) The language and currency to be used in the procedures shall be Japanese and Japanese currency, respectively.
(2) Bid bond: Exempted in accordance with Article 5 of the Kumamoto City Contract Administration Regulations.
(3) Contract deposit: In accordance with Article 22 of the Kumamoto City Contract Administration Regulations, the successful bidder shall pay a contract deposit of 10% or more of the contract amount by the time of contract signing. However, the deposit of national bonds with interest or a guarantee from a financial institution may be substituted for the contract deposit. Furthermore, the contract deposit will be waived in the following cases.
A. When a performance guarantee insurance contract with the city as the insured is concluded with an insurance company, and the guarantee certificate is submitted by the time of contract signing.
B. When the contractor has faithfully performed contracts of a similar type and scale with the national government or local public entities twice or more within the past two years, and submits proof from the ordering party (or a copy of the contract if the ordering party is the city) to that effect.
(4) Contract (draft): Will be posted on the Kumamoto City website and made available for viewing at the department in charge (2).
(5) Matters concerning application documents, etc.:
A. If application documents, etc. are not submitted by the deadline, the applicant will not be recognized as a bidder.
B. The cost of preparing and submitting application documents, etc. shall be borne by the submitter.
C. Submitted application documents, etc. will not be returned.
D. Submitted application documents, etc. will not be used for any purpose other than confirming competitive bidding qualifications without the submitter's permission.
E. Additional, replacement, or re-submission of application documents, etc. after the deadline is not permitted.
F. If false information is found in the application documents, etc., the application documents will be invalidated, and measures such as cancellation of competitive bidding qualifications, cancellation of award decision, suspension of contract conclusion, or termination of contract may be taken, and designation suspension or other measures may be taken based on the Suspension of Designation Guidelines.
(6) If a person confirmed to have competitive bidding qualifications is found to lack such qualifications during the period from the day after the confirmation of competitive bidding qualifications to the bid opening, the notification of confirmation of competitive bidding qualifications to that person shall be canceled with reasons.
Those who receive this notification may request an explanation of the reasons for not being recognized as having competitive bidding qualifications in writing to the Mayor within four days (excluding holidays) from the day after the notification date.
(7) If the successful bidder is found to no longer meet the competitive bidding qualifications stipulated in Article 4 between the time of award decision and contract signing, the contract may not be concluded.
(8) Application documents and bidding will be conducted in accordance with the Kumamoto City Construction Competitive Bidding Rules.
(9) Application documents, etc. should be filled out in black pen or ballpoint pen (erasable ballpoint pens are not allowed).
