It is a quotation matching process based on a discretionary contract, where the contract is awarded to the party who submits the lowest price within the limit of the estimated price, based on quotations received from businesses wishing to participate in the quotation (hereinafter referred to as "Quotation Participants") who meet certain qualifications. This explanation describes the general matters that Quotation Participants must be familiar with and comply with. If you wish to participate, please read the following carefully and submit your quotation. 1. Qualifications Required for Participation in Quotation Matching: (1) Persons not falling under the provisions of Article 70 of the Public Finance Law (Imperial Ordinance No. 165 of 1947). Quotation Matching Results: The Wakayama Prefectural Police Headquarters will contact the selected contractor. We will inform you of the lowest bidder and the lowest price. 6. Requirement for Contract Document Creation: A contract will be concluded with the designated contract document or order form, depending on the contract amount (creation may be omitted depending on the contract amount). 7. Pledge Regarding Yakuza Exclusion Matters: By submitting a quotation, the quotation participant pledges to the yakuza exclusion matters. Furthermore, if the pledge is false or violated, the submitted quotation will be invalidated. 8. Other: (1) Expenses incurred in preparing quotations shall be borne by the quotation participant. (2) Specifications and other related documents for some procurement projects may be distributed by the Supplies Section of the Wakayama Prefectural Police Headquarters Accounting Division. (3) If there are two or more identical lowest bids, the contract winner will be determined by drawing lots in accordance with Article 83 of the Public Finance Law. A staff member unrelated to the contract procedures will draw lots on behalf of the quotation participant. (4) If there is no quotation participant, a quotation may be requested from a separately designated person, and discretionary contract negotiations may be conducted. (5) If deemed necessary to determine the contract winner, additional documentation may be requested. (6) The language, currency, and units used in procurement projects shall be Japanese, Yen, and units defined by the Standard Time of Japan and the Measurement Act (Act No. 51 of 1992). (7) Matters not stipulated in this explanation shall be carried out in accordance with the Public Finance Act (Act No. 35 of 1947), the Public Finance Law, and the Rules for Handling Contract Procedures for Cabinet Office-Affiliated Organizations (Cabinet Office Ordinance No. 38 of 2001). If there is an unjust intervention by yakuza members, or if it becomes known that a subcontractor or the like has been subjected to unjust intervention by yakuza members, we will report to the police, cooperate with investigations as necessary, and report to the contracting officer of the ordering party.
