Tateyama Campus Training Ship 'Boyomaru' Docking Construction NOTICE OF TENDER We hereby announce that the following will be put up for general competitive tender. Matters Concerning General Competitive Tender (1) Procurement Subject and Quantity: Docking Construction of Training Ship "Boyomaru" (2) Specifications, etc.: As per tender explanation document (3) Place of Performance: As per specification document (4) Period of Performance: To be determined by agreement after contract signing, within the period from the date of contract to October 30, 2026. 2. Qualifications for Participation in Tender (2) Must not fall under the provisions of Article 3 and Article 4 of the "Administrative Procedures for Contracts of the Japan Agency for Maritime Education and Training." (2) Must be rated in grade A, B, C, or D for "Services, etc." in the Unified Qualifications for All Ministries and Agencies for FY2025-2027. However, this excludes those who are currently under suspension of bidding or business operations. (3) There must be no capital or personnel relationship between the tender participants. (4) Must meet all qualification requirements, etc. listed in the specifications and be able to perform the work. (5) Must not be a person or entity that is requested to be excluded from public works projects by the Ministry of Land, Infrastructure, Transport and Tourism, as being substantially controlled by a gangster or equivalent, by the police authorities. (6) Must not be within 5 years from the date of violation of the provisions of the Labor Dispatch Law (excluding provisions of Chapter 3, Section 4) or orders based on these provisions, or from the date of receiving a disposition (including guidance). (Excludes those who have received corrective guidance for violating these provisions, provided that corrective action has been completed by the time of submission of tender participation related documents.) (7) Must not have any non-application of labor insurance, employees' pension insurance, association-managed health insurance, or seafarers' insurance, and must not be delinquent in the payment of related insurance premiums. Disclosure of Contract Information: Regarding contracts entered into by Independent Administrative Institutions, the "Basic Policy for Reviewing the Operations and Businesses of Independent Administrative Institutions" (decided by the Cabinet on December 7, 2010) stipulates that when contracting with a corporation having a certain relationship with the Independent Administrative Institution, efforts will be made to disclose information such as the re-employment status of individuals in that corporation and the status of transactions with that corporation. Therefore, the successful bidder will be required to provide information regarding their relationship with our institution for disclosure on our institution's website as follows. We ask for your understanding and cooperation in providing the necessary information and agreeing to the disclosure of such information when bidding, applying, or concluding a contract. Furthermore, please note that bidding, applying, or concluding a contract will be deemed as consent to this policy. However, even if the successful bidder does not cooperate with information provision after bidding, applying, or concluding the contract, their name and other details will be publicly disclosed. (1) Contracts Subject to Disclosure: Contracts with contractors who meet all of the following criteria will be subject to disclosure. ① Individuals who have experience as an officer (former officers) or individuals who have experience in positions equivalent to or higher than section chief (former section chiefs or higher) have been re-employed as officers, advisors, etc. in our institution. ② Transactions with our institution account for one-third or more of the total sales or business revenue. * Contracts with an estimated price not exceeding a certain amount, contracts related to utility expenses, etc., are excluded. (2) Information to be Disclosed: For contractors meeting the above criteria, the following information will be disclosed for each contract, along with the name and quantity of goods/services, contract date, contractor name, contract amount, etc. ① Number of former officers and former section chiefs or higher (former employees) of our institution, their job titles, and their final job titles at our institution. ② Transaction volume with our institution. ③ The ratio of transaction volume with our institution to total sales or business revenue, falling into one of the following categories: one-third or more but less than one-half, one-half or more but less than two-thirds, or two-thirds or more. ④ Indication if it is a single bid or single application. (3) Information to be Provided to Us: ① Information regarding former employees of our institution who are employed at the time of contract signing (number of people, current job title, and final job title at our institution, etc.). ② Total sales or business revenue for the most recent fiscal year and transaction volume with our institution. (4) Disclosure Date: Within 72 days from the day after the contract signing date (within 93 days for contracts signed in April).
