If it is difficult to receive the public notice documents through the electronic procurement system, and the applicant has submitted a "Request for Participation in Paper Bidding" (Form 1) to the contracting authority, participation in paper bidding is possible.

Hereinafter, in this announcement, the parts describing paper bidding shall be based on the premise of submitting a request for participation in paper bidding to the contracting authority.

Investigations such as fact-finding interviews shall apply to projects for which a survey standard price has been set.
Bids from those who do not cooperate with the survey will be deemed invalid, and measures such as suspension of designation will be taken as a general rule.
(3) If there are two or more bids of the same price that should be the successful bid, the successful bidder will be determined by electronic lottery.
The electronic procurement system implements an electronic lottery function to improve the convenience of bidders.
To conduct an electronic lottery, bidders need to enter a number from 000 to 999 set voluntarily, so businesses participating in electronic bidding should enter the electronic lottery number in the electronic procurement system, and businesses participating in paper bidding should write the electronic lottery number on the request for participation in paper bidding.
(1) Bidders must carefully read the "Hokkaido Development Bureau Competitive Contract Bidding Rules" and the "Electronic Procurement System Operation Standards."
(5) The number of bid executions shall be limited to two times in principle.
If a successful bidder is not determined within the number of bid executions, the procedure will not generally transition to a discretionary contract based on the provisions of Article 99-2 of the Order on Budget, Settlement and Accounting.
(1) The successful bid will be determined by the lowest price bidding method.
The successful bidder shall be the one who has submitted a valid bid at the lowest price within the limit of the estimated price prepared based on the provisions of Article 79 of the Order on Budget, Settlement and Accounting.
However, if it is recognized that the contract may not be performed in accordance with the content of the contract by the person who should be the successful bidder due to the bid price, or if it is recognized that it is extremely inappropriate to conclude a contract with that person because it would disrupt the order of fair trade, the bidder with the next lowest bid price within the limit of the estimated price may be selected as the successful bidder.
(2) If a bid below the survey standard price set forth in Article 85 of the Order on Budget, Settlement and Accounting is made, the bid will be "held" and an investigation such as fact-finding interviews under Article 86 of the Order on Budget, Settlement and Accounting will be conducted.

If a bid made by a person whose bid is invalid is the successful bid, the successful bid determination will be canceled.
