Construction Outline (1) Project Name: Construction work for the Ishikari River Improvement Project, including excavation of drainage channels in Kitahiroshima City by the Chitose River River Office (Electronic Bidding Target Project) (Electronic Contract Target Project) (2) Project Location: Kitahiroshima City, Hokkaido. (3) Construction Details: This project involves the excavation of drainage channels within the jurisdiction of the Chitose River River Office, based on the Chitose River River Improvement Plan. (Major Construction Types) (Sub-types) (Quantities) Construction Length: L = 222.7m 1) River Earthwork: Excavation V ≈ 2,500m³ Earth and sand transport V ≈ 2,500m³ Grading A ≈ 2,500m² (4) Construction Period: From the day after the contract signing date until March 3, 2027. (5) Construction Period and Other Conditions: Construction Period: Work within the flood detention basin will be conducted during the severe winter period (January 1 to February 28). Adjacent Works: None Related Works: Ishikari River Improvement Project, including Tonebetsu River Channel Improvement and Other Works. Construction Period: Mid-September 2026 - Mid-March 2027 (scheduled). Ishikari River Improvement Project, including removal of the Old Higashi 2-sen Sluice Gate. Construction Period: June 24, 2026 - May 25, 2027. Ishikari River Improvement Project, including Ohnuma River Channel Excavation and Other Works. Construction Period: March 27, 2026 - March 19, 2027. Adjustments with future projects may occur. (6) For this project, submission of documents, bidding, etc., will be conducted through the electronic bidding system. However, if it is difficult to use the electronic bidding system, paper bidding may be used with the approval of the contracting party. (7) This project is subject to electronic contracting, where the exchange of documents related to the contract procedures will be conducted primarily through the electronic contract system. If it is difficult to use the electronic contract system, paper-based contracting will be used. - 2 - (8) This project is a trial project using the comprehensive evaluation bidding system (Construction Capability Evaluation Type II), where only the application for confirmation of competitive participation qualifications (hereinafter referred to as "Application") is received at the time of application submission, and the confirmation documents for competitive participation qualifications (hereinafter referred to as "Documents") are received at the time of bidding. The successful bidder will be determined by comprehensively evaluating factors other than price and price. (9) This project requires simultaneous submission of the bid form and the documents. (10) This project is a trial project using the construction system confirmation type comprehensive evaluation bidding system, which involves confirming the system for ensuring quality and other construction systems, and evaluating whether the construction details can be reliably realized. (11) This project is subject to the obligation of separate demolition and recycling of construction materials, and recycling of specified construction waste, based on the "Law for Promoting the Recycling of Construction Materials" (1999 Act No. 104). (12) This project is a trial project where the contracting party distributes the construction cost breakdown. (13) Application of the Total Price Contract Unit Price Agreement Method: A. This project is subject to the "Total Price Contract Unit Price Agreement Method." To facilitate smooth negotiations for contract modifications, etc., unit prices and other details within the total price contract will be agreed upon through consultation between the contractor and the contracting party after the contract is signed. B. The implementation methods for this system include: (a) Individual Unit Price Agreement Method (a method where unit prices for each breakdown in the total construction quantity summary table (or amount for lump sum items) are calculated and then agreed upon), and (b) Comprehensive Unit Price Agreement Method (a method where agreement is reached on amounts obtained by multiplying the unit prices for each breakdown in the total construction quantity summary table by the contract price ratio). The contractor will select one of these methods. However, if the Individual Unit Price Agreement Method is selected by the contractor and an agreement is not reached within 14 days from the start of negotiations, the Comprehensive Unit Price Agreement Method will be applied. C. If the contractor selects the "Comprehensive Unit Price Agreement Method," they must submit the "Request for Comprehensive Unit Price Agreement Method" sent by the contract management section after contract signing, with the necessary information filled in, to the contract management section within 14 days after contract signing. D. Other: The procedures for implementing this method shall be in accordance with the "Implementation Guidelines for the Total Price Contract Unit Price Agreement Method" and the "Explanations of the Implementation Guidelines for the Total Price Contract Unit Price Agreement Method." (14) This project is a trial project of the "Technician Development Type (Relaxed)" which excludes "Excellent Construction Awards from the Director-General of the Hokkaido Regional Development Bureau" and "Construction Performance Scores of Supervising/Chief Engineers" from the evaluation items, to accommodate the participation of less experienced technicians. (15) This project is a trial project that evaluates the utilization of registered key technicians, etc., who are planned to be assigned. (16) This project is a new technology utilization project where the contractor selects and utilizes at least one new technology. (17) This project is a trial project for "Productivity Improvement Challenge" which promotes initiatives for productivity improvement through ingenuity in construction procedures proposed by the contractor. (18) This project is a trial project for "Hokkaido Infrastructure Zero Carbon" which promotes initiatives contributing to carbon neutrality proposed by the contractor. (19) This project is a trial project for "Hokkaido Infrastructure AI Utilization" which promotes initiatives contributing to AI utilization in the infrastructure field proposed by the contractor. (20) This project is a construction project that provides additional points in the comprehensive evaluation for companies that implement wage increases. (21) This project is a trial project (contractor-requested method) to investigate the actual conditions of wages, working hours, and labor costs, including wage payments to subcontractors and ensuring appropriate working hours, with the cooperation of the contractor. 2. Competitive Participation Qualifications Individuals or joint ventures formed by individuals who meet all of the following conditions and have received a determination of tender participation qualification from the Director-General of the Hokkaido Regional Development Bureau. (1) Not be subject to the provisions of Articles 70 and 71 of the Budget, Expenditure, and Accounting Order (1947 Imperial Ordinance No. 165; hereinafter referred to as "Budget Order"). (2) Have received a determination of C grade (excluding C grade with special grading, which refers to the special grading recognized as a transitional measure for changes in the competitive environment in the Reiwa 7 & 8 general competitive (designated competitive) tender participation qualifications; hereinafter the same) or D grade for the "General Civil Engineering" construction category in the Hokkaido Regional Development Bureau for Reiwa 7 & 8 (2025 & 2026) as an individual, or have received a determination of C grade or D grade as a joint venture. For those who have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (2002 Act No. 154) or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (1999 Act No. 225), a new determination of general competitive (designated competitive) tender participation qualification must have been received from the Director-General of the Hokkaido Regional Development Bureau according to procedures separately established by the Director-General. (3) Not be a party who has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have received the re-determination mentioned in (2) above). (4) Have construction experience as a prime contractor in projects meeting either of the following requirements from April 1, 2011, to the announcement date (experience as a member of a joint venture is limited to cases where the share is 20% or more). For joint ventures, the joint venture itself or one of its members must have the above construction experience (experience as a member of a joint venture is limited to cases where the share is 20% or more). Furthermore, if the experience is for projects ordered by the Hokkaido Regional Development Bureau, the Minister's Secretariat, Government Buildings Department of the Ministry of Land, Infrastructure, Transport and Tourism, or Regional Development Bureaus, those with a total evaluation score of less than 65 points are excluded. ① [Same Type Condition]: Have experience in constructing river works (including maintenance of rivers and dams) for Class 1 or Class 2 rivers as a prime contractor. (Attach documents confirming construction experience). ② [More Similar Type Condition]: Have experience in constructing river works (including maintenance of rivers and dams) involving excavation or cut-and-fill for Class 1 or Class 2 rivers as a prime contractor. (Attach documents confirming construction experience). (5) Be able to assign a chief engineer or supervising engineer who meets the following criteria for this project. However, if the provisions of the main text of Article 26, Paragraph 3 of the Construction Business Act and Article 27, Paragraph 1 of the Construction Business Act Enforcement Order apply, the engineer must be dedicated. If all requirements of Article 26, Paragraph 3, Item 1 of the Construction Business Act are met, they may concurrently work on other projects. If all requirements of Article 26-5, Paragraph 1 of the Construction Business Act are met, they may concurrently work as an office engineer or specific office engineer. Details regarding concurrent employment shall be in accordance with relevant laws and regulations. If currently engaged in other projects, the engineer must be able to be assigned to this project within approximately 7 days from the scheduled date of successful bid determination. The contractor may change the chief engineer or supervising engineer in consultation with the supervisor if it is deemed not to hinder the continuity of the work, etc. A. Must be a Class 2 Civil Engineering Construction Management Engineer or possess an equivalent or higher qualification. However, for joint ventures, one of the members must assign an engineer with the above qualification, and other members must assign a chief engineer with a national qualification of Class 2 or higher. B. Must have experience in the works listed in the main text of (4) above from April 1, 2011, to the announcement date. However, for joint ventures, the supervising engineer must have experience in the works listed in the main text of (4) above. If the assignment of a supervising engineer is not required, the chief engineer of one of the members may have experience in the works listed in the main text of (4) above (experience as a member of a joint venture is limited to cases where the share is 20% or more). Furthermore, if the experience is for projects ordered by the Hokkaido Regional Development Bureau, the Minister's Secretariat, Government Buildings Department of the Ministry of Land, Infrastructure, Transport and Tourism, or Regional Development Bureaus, those with a total evaluation score of less than 65 points are excluded. C. For supervising engineers, they must possess a supervising engineer qualification certificate and a certificate of completion of supervising engineer training. (6) Not be subject to a bid suspension under the Hokkaido Regional Development Bureau's Measures for Suspension of Bidding, etc., for Construction Contracts (1985 Notice No. Kita Kai Kō No. 1, dated April 1, 1985) during the period from the deadline for submitting the application to the bid opening time (for joint ventures, all members must not be subject to such suspension). (7) Must have construction performance scores meeting the following criteria. If there is only single-year order experience, the average construction performance score for that year will be used. For individual contractors or members of joint ventures with no order experience as listed in A or B, the construction performance score will be 65 points. A. Individual: The average construction performance score for Hokkaido Regional Development Bureau-ordered projects completed in Reiwa 6 (2024) and Reiwa 7 (2025) must be 65 points or higher. If there is no such order experience, the average construction performance score for Hokkaido Regional Development Bureau-ordered projects completed in Reiwa 4 (2022) and Reiwa 5 (2023) must be 65 points or higher. B. Joint Venture: The average construction performance score for Hokkaido Regional Development Bureau-ordered projects completed in Reiwa 6 (2024) and Reiwa 7 (2025) for all members must be 65 points or higher. If there is no such order experience for a member, the average construction performance score for Hokkaido Regional Development Bureau-ordered projects completed in Reiwa 4 (2022) and Reiwa 5 (2023) will be used, and the average for all members must be 65 points or higher. (8) Not be a contractor who has undertaken design work, etc., related to the construction described in Section 1 above, or a construction company with a capital or personnel relationship with such a contractor. - 5 - (9) There should be no capital or personnel relationship between bidders (refer to the tender explanation document). (10) The head office with the necessary construction business license to carry out this project must be located within the jurisdiction of the Sapporo Development and Construction Department (Note). For joint ventures, one of the members must have this, and other members must have a head office, branch office, or business office within Hokkaido. (Note) The jurisdiction of the Sapporo Development and Construction Department refers to the municipalities within the Sorachi Subprefecture and Ishikari Subprefecture, and Furano City, Nakafurano Town, Minamifurano Town, Kamifurano Town, and Horokanai Town within the Kamikawa Subprefecture. (11) Not be a party that has been requested by law enforcement authorities to be excluded from Ministry of Land, Infrastructure, Transport and Tourism public works projects as a person whose management is substantially controlled by a member of a crime syndicate or equivalent, and such status continues. 3. Matters Concerning the Comprehensive Evaluation Bidding System (1) Comprehensive Evaluation Method: The successful bidder for this project will be determined by the following method. A. A "standard score" of 100 points will be awarded if the competitive participation qualifications indicated in the tender explanation document are met. B. Up to 28 "additional points" will be awarded based on the experience shown in the documents. The evaluation items are as follows: (a) Corporate construction capabilities. (b) Capabilities of the planned technical staff. (c) Local familiarity. (d) Contribution to the local community. (e) Declaration of wage increase implementation. C. Deductions will be made if there are applicable past measures. The evaluation items are as follows: (a) Bid suspension. (b) Written warning. (c) Oral warning. D. Deductions will be made if there are applicable past construction records. Evaluation items are as follows: Claims for repair, etc. E. A "construction system evaluation score" of up to 30 points will be awarded after reviewing the construction system. The evaluation items are as follows: (a) Effectiveness of quality assurance. (b) Reliability of construction system assurance. F. The successful bidder will be determined using the "evaluation score" calculated by dividing the sum of the "standard score," "additional points," "deductions," and "construction system evaluation score" by the bidder's bid price. The outline is as follows, but specific technical requirements and evaluation criteria for bidding will be clearly stated in the tender explanation document. (2) Determination of Successful Bidder: Bidders will submit bids based on price. For bidders whose bid price is within the limit of the estimated price, the evaluation score will be calculated by dividing the sum of the "standard score" plus "additional points" minus "deductions" plus "construction system evaluation score" by the bid price. The bidder with the highest evaluation score among those who meet the following conditions will be the successful bidder. A. The bid price must be within the limit of the estimated price. B. The evaluation score must not be lower than the value obtained by dividing the standard score (100 points) by the estimated price. 4.
