Announcement (Regarding Limited General Competitive Bidding for Goto Meat Center Refrigeration Unit Renewal Work)
We hereby announce that a limited general competitive bid will be conducted as follows, in accordance with the provisions of Article 167-6 of the Local Autonomy Act (Cabinet Order No. 16 of 1947).

1. Matters for Limited General Competitive Bidding:
(1) Work Name: Goto Meat Center Refrigeration Unit Renewal Work
(2) Work Location: 938 Yoshikugi-cho, Goto City
(3) Work Period: Until March 31, Reiwa 9
(4) Work Description: Renewal work of refrigeration units and associated equipment for 3 carcass cold storage rooms, 2 offal cold storage rooms, hanging meat rooms, product cold storage rooms, and cold storage rooms at the Goto Meat Center.
(5) This work is subject to the "Act on the Recycling of Construction Materials, etc." (Act No. 104 of 2000), which mandates the separation and recycling of construction materials, etc., and the recycling of specified construction material waste, etc.
2. Qualifications Required for Participation in Limited General Competitive Bidding:
Those who are qualified to participate in the bidding for this work shall meet the requirements specified in Article 5 of the "Goto City Limited General Competitive Bidding Trial Regulations" (hereinafter referred to as "Trial Regulations") between the submission deadline for the application for limited general competitive bidding and the bid award date, and shall also meet all of the following conditions. Furthermore, in accordance with Article 3, Paragraph 1, Item 8 of the Trial Regulations, those with a certain series relationship (capital or personnel relationship) with other prospective bidders are not allowed to participate.
Construction Permit Conditions:
Must have a specific construction industry permit for piping work in accordance with Article 3 of the "Construction Industry Act" (Act No. 100 of 1949; hereinafter referred to as "the Act").
Location of Business Office:
Must have a head office or branch office in Goto City, and be ranked as A rank in terms of piping work and grading.
Placement of Technical Personnel Conditions:
Technical personnel who meet all of the following conditions must be assigned exclusively to the construction site, separate from the resident engineer at the business office.
Type: Chief Engineer or Supervising Engineer
National Qualifications, etc.:
(1) For Chief Engineer, must possess a Level 2 Piping Construction Management Engineer qualification under the Act or an equivalent qualification (excluding those based on practical experience).
(2) For Supervising Engineer, must possess a Supervising Engineer qualification for piping work and have completed the training prescribed in Article 26, Paragraph 5 of the Act, with less than 5 years having passed since completion.
Other:
Must have a direct and continuous employment relationship with the bidder (meaning employed continuously for 3 months or more at the head office or branch office in Goto City until the submission deadline for the application for limited general competitive bidding, etc.).
3. Submitted Documents:
(1) Prospective bidders shall submit the "Application for Limited General Competitive Bidding" (Trial Regulations Form No. 1) with the following documents attached within the period specified in 4 (2). In this case, two copies of the "Application for Limited General Competitive Bidding" must be submitted, and one copy will be returned after acceptance.
a) Copy of permit notification or permit certificate corresponding to the work type of the announced construction (valid at the time of notification).
b) Copy of management scale evaluation result notification or comprehensive assessment value notification (valid at the time of notification).
(2) Upon successful bid, the successful bidder shall submit the following documents in duplicate by the deadline specified in 4 (6). In this case, one copy of the submitted documents will be returned after acceptance.
a) Application for Competitive Bidding Qualification Examination (Trial Regulations Form No. 2)
b) Qualifications and Work Experience of Assigned Personnel, etc. (Trial Regulations Form No. 4) and attached documents.
c) Other documents deemed necessary by the contracting officer.
4. Bidding Schedule, etc.:
Remarks:
1. The periods for (1) to (3) are from 8:30 AM to 5:15 PM (excluding 12:00 PM to 1:00 PM) on days other than holidays as defined in Article 1, Paragraph 1 of the "Ordinance on Holidays of Goto City" (Goto City Ordinance No. 2 of Reiwa 16).
2. The method for responding to inquiries specified in (4) is as follows:
(1) For inquiries regarding individual matters, responses will be provided by fax to the inquirer.
(2) For matters concerning all participants, responses will be posted on the Goto City website.

5. Loan of Design Documents, etc.:
(1) Design documents, etc. will be loaned on CD.
(2) Loaned design documents, etc. must be returned at the bidding venue after the bidding is completed.
(3) Inquiries regarding design documents, etc. must be submitted in writing by hand or by fax within the period specified in 4 (3). When submitting inquiries by fax, the inquirer must always confirm receipt at the submission destination.

(1) Bids by mail, etc. are not permitted.
(2) When an agent submits a bid, a power of attorney must be submitted, and the bid must be signed and sealed by the agent.
(3) When bidding, the "Application for Limited General Competitive Bidding" returned in 3 (1) must be submitted.
(4) The bid form and bid envelope shall be in the format prescribed by the "Goto City Construction Work Execution Regulations" (Goto City Regulations No. 177 of Reiwa 16).
(5) In case of bad weather conditions on the day of bidding (heavy rain, approaching typhoon, etc.) that may hinder the execution of the bid, the bid may be postponed, so please confirm in advance.
(6) When determining the successful bidder, the bid price shall be the amount obtained by adding 10% of the amount written on the bid form to that amount (if there is a fraction of less than 1 yen, that fraction shall be rounded down). Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of their estimated contract desired amount, regardless of whether they are a taxable business operator or a tax-exempt business operator for consumption tax.
(7) The estimated price and minimum reserve price will be determined by randomization using random numbers at the bidding venue.
(8) The number of bids shall be limited to two. If the bidding is unsuccessful, a discretionary contract may be concluded.
(9) When bidding, a construction cost breakdown statement based on the "Goto City Construction Cost Breakdown Statement Handling Guidelines" (hereinafter referred to as "Breakdown Statement Guidelines") must be submitted along with the bid form.
8. Determination of Successful Bid Candidate:
After the bid opening, the bidder who submitted a bid within the estimated price range and above the minimum reserve price, and offered the lowest price, will be determined as the successful bid candidate. If there are multiple bidders with the lowest price, the successful bid candidate will be determined by lottery at the bidding venue.
9. Determination and Notification of Successful Bidder:
(1) If the submitted documents of the successful bid candidate are examined and confirmed to meet the qualification requirements, that person will be determined as the successful bidder, and all bidders, including the successful bidder, will be notified.
(2) If the successful bid candidate fails to submit the "Application for Competitive Bidding Qualification Examination, etc." by the deadline, or if the examination confirms that the successful bid candidate does not meet the qualification requirements, the bid submitted by that person will be invalidated, and the person will be notified. In this case, the next lowest bidder (hereinafter referred to as "next-in-line bidder") will be considered.
In this case, the provisions of (1) shall apply mutatis mutandis.
(3) The treatment of the next-in-line bidder shall apply mutatis mutandis if the successful bid candidate does not become the successful bidder.
10. Minimum Reserve Price:
A minimum reserve price will be set. Bids below the minimum reserve price will be disqualified, and the bidder will not be able to participate in re-bidding.
11. Bid Security:
The amount of bid security shall be 5% or more of the estimated bid amount. However, if exemption or reduction applies in accordance with the provisions of Article 74 of the "Goto City Financial Regulations" (Goto City Regulations No. 43 of Reiwa 16; hereinafter referred to as "Financial Regulations"), it will be notified separately by October 20, Reiwa 8 (Tuesday).
12. Contract Security:
The amount of contract security shall be 10% or more of the contract amount (including consumption tax and local consumption tax). However, contract security can be substituted by submitting a performance guarantee insurance policy in accordance with Article 93, Paragraph 1, Item 1 of the Financial Regulations, or by providing security as listed in the items of Paragraph 2 of the same article.
13. Payment Terms:
(1) Advance payment shall not exceed 4/10 of the contract amount.
(2) For partial payment of the contract amount during the work period, select either a) or b) below at the time of contract signing.
a) Intermediate advance payment (not exceeding 2/10 of the contract amount. However, the total advance payment including the intermediate advance payment shall not exceed 6/10 of the contract amount).
b) Partial payment (number of times: within 1 time for contract amounts less than 30 million yen, and within 2 times for contract amounts of 30 million yen or more).
14. Invalid Bids:
Bids falling under any of the following shall be deemed invalid. Those whose bids are invalidated shall not be able to participate in re-bidding. (1) Bids submitted by persons who do not meet the qualification requirements.
(2) Bids submitted by bidders who violate the provisions of laws or the bidding conditions set by the contracting officer.
(3) Bids submitted by a bidder or their agent for the same matter more than once.
(4) Bids submitted by a bidder acting as an agent for others, or as an agent for more than two persons.
(5) Bids submitted by bidders who have colluded.
(6) Bids submitted by bidders who have engaged in fraudulent acts during bidding.
(7) Bids submitted by bidders whose bid security does not reach the prescribed amount.
(8) Bids lacking signature and seal, or other necessary entries that make the bidder's intent unconfirmable.
(9) Bids falling under any of the items listed in Article 5 of the "Breakdown Statement Handling Guidelines."
15. Measures in Case of False Information, etc.:
If false information is found in the documents submitted to confirm the bidding qualifications, etc. as specified in Article 3, the bidder may be subject to suspension of designation in accordance with the "Goto City Regulations on Suspension of Designation for Bidders of Construction Contracts, etc." (Goto City Order No. 57 of Reiwa 16).
16. Other:
(1) Other matters related to bidding and contracts shall be in accordance with the Financial Regulations, Goto City Construction Work Execution Regulations, and the Goto City Standard Construction Contract (Goto City Announcement No. 90 of Reiwa 16).
