Chemical Fire Pump Vehicle Specifications FY2026 Shunan City Fire Department Chapter 1 General Provisions 1 This specification defines the necessary matters for the production of the chemical fire pump vehicle (hereinafter referred to as "the vehicle") to be purchased by the Shunan City Fire Department (hereinafter referred to as "the Department") in FY2026.
2 The vehicle shall be capable of maintaining stable performance in all its components, comply with the "Road Vehicle Act", "Road Vehicle Safety Standards", and other relevant laws and regulations, and be approved as an emergency vehicle (firefighting vehicle).
3 Upon contracting, thoroughly examine and understand this specification, and any doubts arising after the contract shall be resolved through consultation between the Department and the contractor, and the contractor shall abide by the Department's decision.
4 After the contract is concluded, the contractor shall consult with the Department on the details of the specifications, submit production approval drawings to the Department, and commence production after obtaining approval.
5 The contractor shall satisfy the items specified in the "Safety Standards for Firefighting Vehicles" determined by the Safety Standards Review Committee for Firefighting Vehicles.
Furthermore, for quality assurance and environmental measures, manufacturing shall be carried out under a quality and environmental management system certified by ISO 9001 and ISO 14001.
Applicants wishing to participate in the tender must submit documentation proving acquisition of these certifications prior to bidding and obtain approval.
6 To promote the reduction of environmental impact, obtain the "Environmental Standard Compliance Label" defined by the Japan Automobile Body Industries Association for dismantling and recycling efforts.
Prior to bidding, submit documentation to the Department confirming acquisition of the environmental standard compliance label and obtain approval.
7 The contractor shall exercise utmost care regarding any accidents until the delivery of the vehicle, and in the event of an accident, shall promptly notify the Department and bear all responsibility.
8 In the production of the vehicle, the contractor shall be responsible for resolving any issues related to industrial property rights or other problems.
9 Any litigation concerning this specification shall be brought before the court with jurisdiction over the location of the contracting party.
10 The vehicle sales company of the contractor shall have its head office or a branch office within Yamaguchi Prefecture and be capable of prompt response regarding parts supply, etc.
11 In case of vehicle malfunction or trouble, response shall be possible on the same day or the next day.
12 The delivered vehicle and equipment shall be the latest new products, and all standard attachments and accessories published by each manufacturer shall be delivered.
However, items that overlap with those specified in this specification may be excluded after consultation with the Department.
13 The warranty period shall be one year after delivery. For parts of the vehicle, mounted equipment, etc., that are covered by the manufacturer's warranty, the warranty period shall be as specified by the manufacturer.
However, in the case of particularly serious malfunctions or defects, the contractor shall replace or repair them free of charge even after the warranty period has expired.
Furthermore, for prompt repair response in case of malfunction after delivery, a repair response base (own factory or a cooperating factory with which constant cooperation is possible) must be located within the prefecture.
This base must be capable of repairing special equipment for firefighting vehicles.
In addition, the facility must be capable of continuous discharge operation for 30 minutes or more at a pressure of 1.4 MPa using a water tank for absorption/discharge testing and a water receiver for discharge testing within the prefecture, and be able to confirm pump performance after repair.
Submit confirmation documents such as an overview of these facilities, drawings, factory, and discharge test photos to the Department promptly after the contract.
14 The contractor shall acknowledge this specification upon contracting, ask questions to the Department regarding any unclear points, and contract after fully understanding it.
15 After the contract is concluded, if any doubts arise regarding the specifications during production, the contractor shall contact the Department and obtain approval or instructions.
16 After the contract is concluded, the contractor shall consult with the Department's representative based on these specifications and submit the following documents compiled in A4 format to the Department.

Other matters instructed by the Department. 17 After the vehicle is delivered, the contractor shall provide instruction for operational training at least twice on a schedule designated by the Department.
18 The contractor shall perform the following procedures, and if inspection is required, deliver the vehicle after passing it.
Compulsory automobile liability insurance premiums, weight tax, automobile recycling fees, and statutory fees for inspection and registration will be paid separately by the Department as actual expenses.
(1) New Vehicle Registration (2) Emergency Vehicle Registration 19 The contractor shall perform the permanent deregistration and weight tax refund procedures for the vehicle to be scrapped in conjunction with the purchase of this vehicle.
The contractor shall bear the costs related to permanent deregistration and submit the deregistration certificate to the Department.
20 The contractor shall dispose of the vehicle to be scrapped in conjunction with the purchase of this vehicle.
The disposal shall be carried out as follows.
Also, accessories shall be taken over free of charge.
(1) Render the vehicle unusable for reuse or re-registration as an emergency vehicle.
(2) Remove all red warning lights (including siren amplifier) and render them unusable.
(3) Completely erase all inscribed characters. (Painting with colored spray, etc., is prohibited) (4) Other matters instructed by the Department. (5) Submit color photographs of all five sides (front, rear, left, right, and top) after completing the work described in (1) to (4) above.

Furthermore, it shall be a domestic vehicle manufactured since FY2026, certified for low emissions by the Ministry of Land, Infrastructure, Transport and Tourism, and comply with all laws and standards upon delivery.
2 Chassis Specifications, etc. (1) The cab shape shall be a double cab standard roof type with an electric hydraulic cab tilt, and it shall be a two-differential, low-floor, three-axle vehicle.
(2) The engine shall be an environmentally friendly, high-output diesel engine (compliant with or equivalent to the FY2016 emission regulations or later).
(3) Displacement shall be 8,866cc or more, and maximum output shall be 380 PS or more.
(4) Seating capacity shall be 6 or more.
(5) The transmission shall be automatic.
(6) The steering system shall be equipped with power steering.
(7) The brakes shall be equipped with ABS. (Equipped with exhaust brake)

(9) Air conditioning equipment, including an air conditioner, shall be provided.

(12) The departure angle shall be 10 degrees or more (as large as possible) and shall be indicated on the approval drawings.
(13) The battery shall have sufficient capacity for the AV equipment, radio, etc., and shall be stored in a box with a pull-out device for easy inspection and replacement.
