Bidding Guidelines Purchase of Mobile Phone Terminals and Communication Service Provision September 2026 Pharmaceuticals and Medical Devices Agency The Pharmaceuticals and Medical Devices Agency (hereinafter referred to as "the Agency") will conduct the purchase of mobile phone terminals and communication service provision in accordance with these bidding guidelines, in addition to the specifications. 1. Persons who intentionally performed shoddy work or manufacturing in the performance of the contract, or who committed fraudulent acts regarding the quality or quantity of the goods. b. Persons who obstructed fair competition or colluded to harm fair prices or gain unjust profits. c. Persons who obstructed the successful bidder from concluding the contract or the contractor from performing the contract. d. Persons who obstructed the performance of duties by officials during supervision or inspection. e. Persons who failed to perform the contract without justifiable reason. f. Persons who have used persons falling under any of the preceding items as agents, managers, or other employees within two years after the occurrence of the fact. (2) The following persons may not be allowed to participate in the competition. ① Persons who have made false statements in the qualification screening application or attached documents. ② Persons whose financial condition or creditworthiness has extremely deteriorated. (3) Must have Grade "A", "B", or "C" in the Kanto-Koshinetsu region for "Sale of Goods" in the general competitive bidding qualification for all ministries and agencies. Those who do not meet the competitive bidding qualifications must promptly apply for qualification screening and obtain the necessary qualifications. (4) Must have passed the document screening for competitive bidding qualification confirmation. (5) Must have received confirmation from the Agency as stipulated in "② Other" under "12. Matters Concerning Bidding Qualifications" of the specifications. 4. Documents for Competitive Bidding Qualification Confirmation: (1) Those who wish to participate in this general competition must prepare the following documents at their own expense and submit them to the contract officer by the time specified below to receive confirmation. The contract officer will review the documents, and only those deemed eligible will be qualified to participate in the competition. Those deemed ineligible will be notified by the contract officer. (Those deemed eligible will not be notified.)
