1. Procurement Details
(1) Procurement Subject: FY Reiwa 8 Design and Project Management Services for Expansion of The Japan Foundation Japanese Language Institute Office
(2) Scope of Work: As per the bidding document and specifications
(3) Contract Period: From the date of contract conclusion to May 31, 2027
(4) Place of Performance: As per the bidding document and specifications
(5) Bidding Method: General competitive bidding (Comprehensive evaluation and award method [additive]).
When determining the successful bid, the bid price will be the amount written on the bid form plus the amount calculated at the tax rate stipulated by the Consumption Tax Act and Local Consumption Tax Act. Therefore, bidders must write the amount excluding consumption tax and local consumption tax from their estimated contract amount on their bid form, regardless of whether they are taxable or exempt from consumption tax and local consumption tax.
2. Competitive Bidding Qualifications
(1) Not falling under the provisions of Article 16 and Article 18 of the Accounting Regulations of The Japan Foundation.
(2) Must have Grade A, B, C, or D in "Provision of Services, etc.", item "Research and Development, etc." in the Reiwa 7, 8, 9 Competitive Bidding Qualifications (Unified for all ministries and agencies). Please refer to the following website for unified qualifications for all ministries and agencies and application procedures (Note: The Japan Foundation (hereinafter referred to as "JF") does not conduct competitive bidding qualification examinations or registration procedures).

(3) Not currently subject to a bid suspension order from The Japan Foundation.
(4) Must be a party that has not defaulted on obligations or delayed delivery within the past year in relation to contracts with JF, and whose proper contract performance is ensured.
Article 16: The contracting officer shall not allow persons who do not have the capacity to conclude the contract, or bankrupt persons who have not been reinstated, to participate in general competitive bidding and designated competitive bidding (hereinafter referred to as "competitive bidding") as stipulated in Article 23 and Article 24 of the Accounting Regulations, respectively, except in special circumstances.
Article 18: The contracting officer may prohibit persons falling under any of the following items from participating in competitive bidding for a period of two years after the fact. The same shall apply to persons who use them as agents, managers, or other employees.
(1) Persons who have intentionally performed shoddy work or manufacturing, or who have engaged in fraudulent acts regarding the quality or quantity of goods in the performance of a contract.
(2) Persons who have obstructed the fair execution of competition, or who have colluded to harm fair prices or gain unjust profits.
(3) Persons who have obstructed the successful bidder from concluding the contract or the contractor from performing the contract.
(4) Persons who have obstructed the performance of duties by officials during supervision or inspection.
(5) Persons who have failed to perform the contract without justifiable reason.
(5) Must pledge to maintain confidentiality of proprietary information related to this work obtained through participation in this bidding.
(6) The project manager must be able to participate in regular meetings at The Japan Foundation Japanese Language Institute Office (Ichigaya, Shinjuku-ku, Tokyo) and at locations designated by JF (within Tokyo).
(7) The project manager must have experience in project management for the relocation or expansion of offices of government agencies, independent administrative institutions, or businesses engaged in highly confidential operations such as examination administration or development.
(8) Must have passed the proposal and hearing review.
a. Bidders must submit a proposal based on the "Proposal Preparation Guidelines" distributed with the bidding documents by 12:00 PM (non-negotiable) on August 17, 2026 (Monday).
b. The project manager must participate in a hearing to be held on August 19, 2026 (Wednesday).
c. The results will be notified by email by August 25, 2026 (Tuesday).
Only those who pass this review can participate in the bidding.
(9) Other: Must meet all requirements specified in the bidding documents and specifications.
3. Method of Distribution of Bidding Documents/Specifications and Acceptance of Inquiries
(1) Distribution Method: Documents will be delivered via email with file attachments to those who request them. Please request via email to the contact point in Section 9 below during the application period. Furthermore, the "Confidentiality Agreement" sent with the bidding documents will be sent separately via email as reference material for proposal preparation, along with the "Sumitomo Ichigaya Building Design Guidelines" for the Japanese Language Institute Office. Those who wish to receive reference materials must sign and seal the Confidentiality Agreement and return it as a PDF data via email within the period specified in (2) below (Reference materials must be discarded, and a certificate of destruction must be submitted by the proposal submission deadline).
(2) Application Period: July 28, 2026 (Tuesday) to August 7, 2026 (Friday) (deadline 17:00).
(3) Inquiries regarding bidding documents, etc.: Refer to the bidding documents.
4. Bidding Briefing Session: A bidding briefing session will be held as follows. Bidders are welcome to attend.
(1) Date and Time: August 4, 2026 (Tuesday) 16:00
(2) Location: 6th Floor, Sumitomo Ichigaya Building, 1-1 Ichigaya Honmura-cho, Shinjuku-ku, The Japan Foundation Japanese Language Institute
(3) Those wishing to attend the briefing session must apply via email to the contact point in Section 9 below by 17:00 on August 3, 2026 (Monday) (clearly state company name, contact person, email address, and other contact information). The number of participants per company is generally limited to two.
(4) Details on inquiry and response methods are in the bidding documents.
5. Submission of Preliminary Examination Documents, Technical Proposals, etc.: Refer to the bidding documents.
6. Bidding/Bid Opening
(1) Date and Time: August 27, 2026 (Thursday) 15:30
(2) Location: Conference Room A3, 1st Floor, JF Headquarters, 1-6-4 Yotsuya, Shinjuku-ku, Tokyo
(3) Bid Opening: Bids will be opened immediately after bidding.
The results of the bid opening will be published on the JF website.
(4) If unable to attend the above bidding/bid opening: Submission of bid documents by mail (including courier services) is accepted. In this case, the bid form must be sent to the contact person in Section 9 below by the following deadline using a trackable method, and arrival must be confirmed via the web tracking system, etc. Submission in person is not accepted.
Submission Deadline: 17:00 (non-negotiable) on August 26, 2026 (Wednesday).
7. Method of Determining the Successful Bidder: The successful bidder will be determined from among the bidders who have submitted proposals meeting all the minimum mandatory requirements specified in the bidding documents, within the range of the estimated price, using the comprehensive evaluation method specified in the bidding documents.

(4) If unavoidable circumstances arise, such as changes to JF's main operations and projects, this contract may be amended, including cancellation of all or part of this contract, as appropriate.
