1. Purpose
In Minato Ward, as working styles of guardians diversify (part-time work, childcare short-time work users, etc.), we implement the Minato Hoiku Support business to provide necessary childcare for children for whom home-based childcare is difficult, with a maximum of 8 hours per day and 160 hours per month.
For the operation of the Minato Hoiku Support business, we entrust it to businesses with advanced specialized knowledge and extensive experience in childcare and child-rearing support to promote child welfare and ensure stable business operations.
In recruiting and selecting businesses, we will use a public proposal method to select business candidates in order to utilize the various ideas and know-how of private businesses and provide higher quality childcare.
2. Business Overview
(1) Project Name: Minato Hoiku Support Shirokane Operation Consignment
(2) Business Contents: Operation of Minato Hoiku Support Shirokane based on the Minato Hoiku Support Business Implementation Guidelines of Minato Ward.

(3) Period of Performance: April 1, Reiwa 9 to March 31, Reiwa 14
*Contracts are on a single-year basis.
Contracts up to Reiwa 13 will be recommended as business candidates only if appropriate business operations are recognized.
(4) Business Scale: Up to ¥62,000,000 (tax included).
*Please note that this amount indicates the scale of the business, not the planned amount at the time of contract.
Proposals must not exceed the above amount.
Proposals exceeding the business scale will be disqualified.
*When making a proposal, please calculate the total amount of expenses necessary for business operations.
Excluding the spot childcare usage fees paid by users and the usage fee equivalent paid by the ward (regular usage fee equivalent made free by the ward, spot usage fee equivalent exempted based on household circumstances, and spot usage fee equivalent exempted by presenting electronic coupons) from the proposed amount, the remaining amount will be the target for the operation consignment fee (lump-sum contract).
The estimated revenue from usage fees for calculating the operation consignment fee will be determined in consultation with the ward based on past performance.
Spot childcare usage fees paid by users will be the business's income, and the usage fee equivalent paid by the ward will be paid by the ward as an operation consignment fee based on a unit price contract according to usage.
Reference: Reiwa 7 Actual Usage Fee Revenue Approximately ¥6,100,000 (Spot usage fee portion of business income, regular usage fee portion made free, spot usage exemption portion)
*Details of operations will be decided through consultation between the ward and the business before the start of the business.
Furthermore, regular consultations will be held between the ward and the business to ensure appropriate operations after the start of the business.

(Childcare supplies, daily necessities, office supplies, consumables, etc. (under ¥50,000 including tax per item)), cleaning of play equipment and bedding used for childcare, snacks, liability insurance, and minor repairs will be paid from the consignment fee by the business.
Communication circuits such as telephones, faxes, and the internet will be installed by the business in consultation with telecommunications carriers such as NTT, and the costs will be borne by the business.
However, equipment (¥50,000 or more including tax per item), public utility charges (electricity, gas, water), construction costs, and repair costs will be borne by the ward.
*Staff treatment improvement will be implemented appropriately at the proposer's responsibility, and the necessary expenses for its implementation should be included in the estimated amount.
(Reference: Approximately 3% wage increase for facility staff)
*Expenses required for the "Tokyo Sukuwaku Program Promotion Project" should be included in the estimated amount with a maximum of ¥1,500,000.
Business content will be implemented based on the Tokyo Metropolitan Government's implementation guidelines, and specific initiatives and execution methods will be decided through consultation with the ward after the start of the business.
*The cost equivalent to terminal usage fees and settlement fees for cashless payments should be included in the commissioned expenses, and the settlement fee equivalent will be billed to the ward based on usage.
*Expenses such as staff training for business preparation are generally borne by the business.
However, for work related to the application reception for regular users of Minato Hoiku Support Shirokane for Reiwa 9 and handover, etc., to be held in mid-January Reiwa 9, consultation will be held between the ward and the business candidate.
3. Implementation Location, etc.

(4) Opening Date: April 1, Heisei 24
4. Implementation Details
(1) Business Description: To provide a safe environment for child-rearing and promote child welfare by providing necessary childcare for children for whom home-based childcare is difficult, with a maximum of 8 hours per day and 160 hours per month, as working styles of guardians diversify (part-time work, childcare short-time work users, etc.).
(2) Type of Business:
a. Regular Usage Childcare: Childcare provided for children who require childcare for one day or more per week due to guardians' part-time work, vocational training, schooling, etc., making home-based childcare difficult.
b. Spot Usage Childcare: Childcare provided for children who require childcare irregularly due to guardians' part-time work, vocational training, schooling, etc., making home-based childcare difficult.
(3) Target: Children residing in the ward, eligible for childcare implementation under Article 24 of the Child Welfare Act, for whom childcare implementation under the same article has not yet been carried out, and who are capable of group childcare from 4 months old to before elementary school enrollment.
(4) Capacity: 27 children (6 children aged 0, 10 children aged 1, approximately 11 children aged 2-5)
*The age-specific capacity may be reviewed annually based on usage status and operational needs.
(5) Operating Days and Hours:
a. Operating Days: Every day except Sundays, national holidays, and New Year holidays (January 2nd and 3rd).
b. Operating Hours: 7:15 AM to 6:15 PM.
(6) Usage Fees: For spot usage, users will pay usage fees according to the hours of use. Payment methods include cash, cashless payment, or electronic coupons.
*Regular usage childcare is free, and the equivalent usage fee will be borne by the ward.
*Under the Minato Hoiku Support Business Implementation Guidelines, usage fees for spot usage may be exempted.
Usage fees for eligible users will be borne by the ward.
*For spot usage, if the usage fee is exempted due to the user presenting an electronic coupon, the exempted usage fee equivalent will be borne by the ward.
(7) Total Number of Users in the Past 5 Years:
As the current business will continue to be implemented and the facility operated, please estimate users based on past performance.

5. Eligibility for Participation
The eligibility requirements for participating in this proposal (hereinafter referred to as "Proposal Participants") are as follows. All requirements must be met.
Each requirement will be assessed as of the date of submission of the Statement of Intent (for (6), the reference date is April 1, Reiwa 8).
If forming a joint venture and applying, all businesses constituting the joint venture must meet the eligibility requirements.
Furthermore, the ward may cancel the eligibility for proposal participation or may not conclude the contract with a party that lacks any of the requirements during the proposal implementation period or between the selection by proposal and the contract conclusion date.
(1) Must have eligibility for competitive bidding for goods, etc., in Minato Ward.
(2) Not a party falling under Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16 of 1947).
(3) Not in a state of poor management (e.g., when a petition for commencement of rehabilitation proceedings has been filed under Article 17, Paragraph 1 of the Corporate Reorganization Act (Act No. 14 of 2002), when a petition for commencement of rehabilitation proceedings has been filed under Article 21, Paragraph 1 of the Civil Rehabilitation Act (Act No. 225 of 1999), when a bill or check has been dishonored, etc.).
(4) Not subject to suspension of business under the "Minato Ward Competitive Bidding Participant Qualification Suspension Measures Ordinance" (Notice No. 16 Minato-seikei No. 238 of July 30, Reiwa 16).
(5) Not subject to exclusion from bidding under the "Minato Ward Ordinance on Measures to Exclude Violent Groups, etc. from Contracts" (Notice No. 23 Minato-so-kei No. 1157 of January 26, Reiwa 24).
(6) Must have experience in operating childcare facilities/childcare businesses such as Minato Hoiku Support, licensed childcare centers, or Minato Ward childcare rooms.
(7) The facility manager of Minato Hoiku Support must have at least 3 years of experience in child welfare services and at least 1 year of experience as a facility manager of childcare facilities/childcare businesses such as licensed childcare centers, Minato Ward childcare rooms, or Minato Hoiku Support.
Furthermore, the candidate must meet the facility manager requirements of the "Minato Ward Ordinance on Handling of Matters Related to the Establishment and Licensing of Childcare Centers" (Notice No. 2 Minato-ko-seisei No. 1212 of March 31, Reiwa 3).
(8) For external businesses participating in the proposal, they must generally form a joint venture with an internal business.
(Depending on the application status, it may be possible to participate as a single entity.)
*Only individuals whose names are listed on the application form are eligible for the site visit.
