In accordance with the changes to the Procedure for the formation and use of the electronic catalog, approved by the Resolution of the Cabinet of Ministers of Ukraine dated January 14, 2026 No. 33, the Supplier must necessarily fulfill the requirement that the country of origin of the goods cannot be the Russian Federation/Republic of Belarus/Islamic Republic of Iran.

The supply of Goods will be carried out by December 20, 2026 inclusive, in batches according to the schedule. The shipment of goods is carried out by the Supplier in packaging with appropriate marking in accordance with the requirements of GOST, DSTU, TU. The packaging of the Goods during transportation to the place of delivery must be intact and undamaged.
The goods must be transported by road at the Supplier's expense. The goods must be intact and undamaged during transportation to the place of delivery. The responsibility for providing transport lies with the Supplier's side.
These documents must be provided upon delivery of each batch of Goods.

Payment terms:
Payments for the goods are made by non-cash settlement from the Buyer's account to the Seller's account after the Seller presents an invoice for payment of the goods and a delivery note. Payment for the delivered goods is made on terms of deferred payment for a period of 30 calendar days. In case of delay in budget financing, payment for the delivered goods is made within 7 calendar days from the date the Buyer receives the budget allocation for the procurement financing to their registration account.

Contract conclusion procedure (in accordance with CMU Resolution 822 of 14.09.2020):
1) The winner of the selection, taking into account the provisions of clause 66 of CMU Resolution 822 of 14.09.2020, must, no later than 12:00 on the next day after the selection results are determined and they are chosen as the winner, send (to the address that will be communicated after the selection results are disclosed) to military unit 2253 for signing the Contract with filled-in details and essential terms of the Contract in accordance with their proposal published in the electronic procurement system.
If it is impossible to send the Contract for approval and signing in a timely manner, the winner of the selection must, in accordance with the provisions of clause 66 of CMU Resolution 822 of 14.09.2020, send an email to: chernigiv_zagin@dpsu.gov.ua a letter addressed to "military unit 2253" regarding the justified need to extend the contract conclusion period up to 10 calendar days, and send the Contract for approval and signing as soon as possible.
2) In case the winner of the selection decides to refuse to conclude the Contract, in order to comply with the principles of fair competition, efficiency and proportionality, the winner of the selection must, on the day of making such a decision, in accordance with the provisions of sub-clause 2 of clause 64 of CMU Resolution 822 of 14.09.2020, send an email to: chernigiv_zagin@dpsu.gov.ua a letter addressed to "military unit 2253" regarding the refusal to conclude the Contract on the terms defined by the customer in the request for supplier proposals.
3) In case the winner of the selection fails to take the above-mentioned measures and the Contract is not received by military unit 2253 within 5 calendar days from the date the winner of the selection is determined, this is grounds for rejecting the winner of the selection's proposal in accordance with sub-clause 1 of clause 64 of CMU Resolution 822 of 14.09.2020.

When submitting proposals in the procurement, the participant must take into account that the winner of the selection is also responsible for paying all expenses related to sending documents (contract, certificates, delivery notes, etc.) via courier service ("Nova Poshta" or other).
