OP No. 5 Project "Integrated Urban Transport - Pleven" is implemented with the financial support of the "Regions in Growth" Programme 2021-2027 and is being carried out in the territory of Pleven. The main goal of the project is to achieve sustainable urban mobility by providing ecological rolling stock and charging stations to strengthen the links between the city and small settlements, improve the quality of transport services, effectively and adequately manage traffic by introducing intelligent transport systems, and improve road safety. In response to the commitments undertaken in the RDP 2021-2027 and in accordance with the Strategy for Sustainable and Intelligent Mobility and its Action Plan adopted in December 2020, all types of transport must become more sustainable, with widely accessible green alternatives to stimulate the transition. By increasing ecological rolling stock for public transport, including urban and intercity, charging stations for alternative fuels, ITS and integrated digital solutions to improve efficiency, which will contribute to better connectivity and strengthening the links between urban and rural areas through the development of functional zones. In accordance with the above, the project proposal "Integrated Urban Transport of Pleven" includes the following activities: D-1. Supply of electric buses and charging stations for them; D-2. Reconstruction of the overhead contact line; D-3. Reconstruction and improvements of ITS and construction of charging station sites; D-4. ITS – Upgrade and renewal of the video surveillance system at intersections and integration into a unified traffic management system; D-5. Road safety; D-6. ITS – Upgrade and renewal of the public transport management system; D-7. General plan for traffic organization and PUGM; D-8. Improvement of bus stops, including supply and installation of bus stop shelters; Project No. BG16FFPR003-1.001-0046-C01 "Integrated Urban Transport of Pleven", procedure BG16FFPR003-1.001 "Support for Integrated Urban Development in the 10 Urban Municipalities - Main Growth Centers", "Regions in Growth" Programme 2021-2027" The current procurement in Lot No. 5 is a "reserved public procurement" within the meaning of Art. 12, para. 1, item 1 of the Public Procurement Act, the subject of which is included in the List of Goods and Services according to the Common Terminology Dictionary, intended for awarding to specialized enterprises or cooperatives of persons with disabilities or to economic entities whose main purpose is the social and professional integration of persons with disabilities or disadvantaged persons, approved by Decision of the Council of Ministers No. 591 of 18.07.2016, supplemented by Decision of the Council of Ministers No. 517 of 30.07.2025. The procurement under Lot No. 5 is intended for awarding to specialized enterprises or cooperatives of persons with disabilities, within the meaning of § 2, item 46 of the Implementing Regulations of the Public Procurement Act, or to economic entities whose main purpose is the social and professional integration of persons with disabilities or disadvantaged persons, within the meaning of § 2, item 62 of the Implementing Regulations of the Public Procurement Act. In the current procurement procedure, other interested parties may also participate in Lot No. 5, but their offers are considered only if no offers from specialized enterprises or cooperatives of persons with disabilities or from economic entities whose main purpose is the social and professional integration of persons with disabilities or disadvantaged persons are admitted. The current public procurement is awarded through an open procedure under Art. 18, para. 1, item 1 of the Public Procurement Act, applying the conditions of "reverse order" in accordance with Art. 104, para. 2 and 3 of the Public Procurement Act.
