SECTION 2: Bid Participation Qualification Requirements (①~④)
1. Common Qualifications: All of the following conditions must be met.
1) Not falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947).
2) Not subject to the city's bid suspension measures at any time from the deadline for submission of the bid participation application to the date of bid opening for this project.
3) Registered in the Hakusan City Competitive Bidding Participant Register (Piping Work).
4) Not a person for whom an application for commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Act (Act No. 154 of 2002) or an application for commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Act No. 225 of 1999). However, this excludes those who have had their qualifications re-certified after the commencement decision.
5) Officers (including those who are not registered or notified as officers but are de facto involved in management) are not members of a violent group as defined in Article 2, Item 6 of the Act on Prevention of Unjustifiable Acts by Violent Group Members, etc. (Act No. 77 of 1991), or persons related to violent groups (meaning members of violent groups and those who cooperate with or are involved with violent groups, etc.).
6) No capital or personnel relationship between bidders.
7) Not delinquent in city taxes.
2. Participation Qualifications:
1) Must meet all of the following requirements:
a. The location of the head office (main business office) for the permit under Article 3, Paragraph 1 of the Construction Industry Act (Act No. 100 of 1949; hereinafter referred to as "the Act") must be within Hakusan City.
b. The comprehensive score for piping work in the Hakusan City Reiwa 7/8 Fiscal Year Competitive Bidding Qualification Examination Results Comprehensive Score (hereinafter referred to as "Examination Results"), notified on or after June 1, Reiwa 8, must be 780 points or higher for (①) and (②), and 700 points or higher for (③) and (④).
c. The average annual completed construction value for piping work in the Management Status Examination (hereinafter referred to as "Management Examination Results") with an examination standard date between October 1, Reiwa 6, and September 30, Reiwa 7, must be 34,000,000 yen or higher for (①), 33,000,000 yen or higher for (②), 24,000,000 yen or higher for (③), and 7,000,000 yen or higher for (④).
d. Must be able to assign a technician who is eligible to be a supervising engineer under the Construction Industry Act, such as holding a national qualification or having practical experience.
SECTION 3: Bid Participation Application Procedure (①~④)
Those wishing to participate in the bid must submit a bid participation application form via the electronic bidding system by 14:00 on Thursday, August 6, Reiwa 8 (strict adherence to time).
If unable to apply via the electronic bidding system, submit one copy each of the bid participation application form and the paper bidding method acceptance form directly to the General Affairs Department, Management Division by 13:00 on Thursday, August 6, Reiwa 8 (strict adherence to time).
SECTION 4: Location for Inspection of Design Drawings, etc. (①~④)
Viewing of design drawings and specifications (hereinafter referred to as "Design Documents, etc.") for this project and the period for viewing are as follows:
1. Viewing Location: Download from the attached file in the "Bidding Information - Bidding Schedule" section.
2. Viewing Period: From the date of announcement until the bid submission deadline.
3. Questions: Bidders who are qualified to participate in the bid and have questions regarding the Design Documents, etc., should send an email to the General Affairs Department, Management Division (kanri@city.hakusan.lg.jp) by 14:00 on Thursday, August 6, Reiwa 8, except for simple matters. Answers will be notified via the attached file in the "Bidding Information - Bidding Schedule" section.
SECTION 5: Electronic Bidding Date and Time, etc. (①~④)

SECTION 6: Notes on Bidding (①~④)
1. Bidders must submit their bids by the deadline. Late submissions will be considered as abstentions.
2. Bidders must bid after carefully reviewing the Hakusan City Competitive Bidding Guidelines and Design Documents, etc.
3. Bidders must submit a breakdown of estimates. Those who do not submit a breakdown of estimates cannot participate in the bid.
4. The breakdown of estimates attached (electronic file) or mailed with the bid must include a "Cover Page (Optional)" and a "Detailed Breakdown". The breakdown of estimates should be created in Excel or PDF format (format is optional) and the file name should be "Company Name - Procurement Item Name".
5. The bid will be deemed invalid in any of the following cases:
1) If the breakdown of estimates as specified in Item 4 above has not been submitted.
2) If the bid amount does not match the total amount of the breakdown of estimates.
3) If there is an omission in the breakdown of the 5 items (material costs, labor costs, statutory welfare costs, contributions to the construction worker retirement allowance system, safety and health expenses).
6. Refer to the Hakusan City Electronic Bidding Operation Standards.
7. Bids for the projects covered by this announcement will be conducted using the "one-winner-out" system. (If a bidder becomes a successful bid candidate for one project and is also bidding for another project whose bid opening is later, the bid for the other project will be considered invalid.)
Also, the three projects announced on the same day, "Renovation work of Uzusou and others (Architecture)", "Renovation work of Uzusou and others (Electrical Equipment)", and "Renovation work of Uzusou and others (Mechanical Equipment)", will be conducted using the "one-winner-out" system, so multiple bids cannot be accepted.
(If a bidder becomes a successful bid candidate for one project and is also bidding for another project whose bid opening is later, the bid for the other project will be considered invalid.)
SECTION 7: Bid Participation Qualification Review (①~④)
At the time of bid opening, the successful bid will be put on hold, and the bidder who submitted the lowest bid within the range of the estimated price (or within the range of the estimated price and above the minimum reserve price, if a minimum reserve price is set) will be considered the successful bid candidate for qualification review.
Bidders must prepare the following documents by the bid opening date and time for this project. Furthermore, the successful bid candidate, upon declaration or notification, must submit them directly to the General Affairs Department, Management Division by 15:00 on Thursday, August 20, Reiwa 8 (strict adherence to time). (1 copy)
1. Restricted General Competitive Bid Participation Qualification Confirmation Application (Form No. 1). The applicant must sign and affix their seal.
2. Assigned Technician: Describe the site supervisor and chief (managing) technician to be assigned to this project. Attach copies of qualifications, licenses, etc., for the chief (managing) technician, and proof of employment for at least 3 months. If the site supervisor also serves as the chief (managing) technician, state this. *Assigned technicians may be concurrently assigned to other projects if they meet the requirements specified in the "Handling Guidelines for Concurrent Assignment of Technicians and Relaxation of On-site Presence Requirements for Site Supervisors in Construction Projects Ordered by Hakusan City." If concurrent assignment is desired, submit an application form in accordance with the guidelines at the time of bid participation qualification review. Those wishing for pre-screening must complete the application procedures within 5 days from the date of bid announcement notification.
3. Copy of Management Examination Results (Examination Standard Date: October 1, Reiwa 6 to September 30, Reiwa 7). If the validity period has expired, submit a copy of the most recent Management Examination Results.
4. Copy of Examination Results notified on or after June 1, Reiwa 8 (Hakusan City Reiwa 7/8 Fiscal Year Competitive Bidding Qualification Examination Results Comprehensive Score).
SECTION 8: Determination of Successful Bidder (①~④)
After the bid opening, the bid participation qualifications of the successful bid candidate will be reviewed. If the successful bid candidate is found to have the necessary qualifications, they will be determined as the successful bidder, and notification will be issued.
SECTION 9: Bid Bond (①~④)
Exempt.
SECTION 10: Successful Bid Price (①~④)
When determining the successful bid, the successful bid price will be the amount written on the bid form plus 10% of that amount (if there are fractions of less than 1 yen, those fractions will be rounded down). Therefore, bidders must write the amount equivalent to 100/100 of their estimated contract amount on the bid form, regardless of whether they are subject to or exempt from consumption tax and local consumption tax.
SECTION 11: Invalid Bids (①~④)
Bids submitted by those who do not meet the participation qualifications, those who have submitted false qualification confirmation applications, those who have not submitted a breakdown of estimates, and those who have violated the Hakusan City Competitive Bidding Guidelines will be deemed invalid.
SECTION 12: Contract Conditions (①~④)
1. Requirement for Contract Document: A contract document must be prepared and the contract must be concluded within 5 days from the date of notification of the successful bid determination (if there are holidays within this period, the number of holidays will be added). (For ④, select "Public Enterprise Accounting" for the accounting type when preparing the contract document.)
2. Contract Deposit: To be paid in accordance with the provisions of the Hakusan City Financial Regulations (Hakusan City Ordinance No. 44 of 2005).
3. Payment Terms for Construction Costs, etc.:
1) Amount of Advance Payment: Within 40% of the estimated work progress amount for each fiscal year.
2) Amount of Intermediate Advance Payment: Within 20% of the estimated work progress amount for each fiscal year.
3) Number of Partial Payments: As per Article 155, Paragraph 2 of the Hakusan City Financial Regulations.
