Delivery of medical supplies and reagents necessary for the activity of "MOBAL "Dr. Stefan Cherkezov"" AD - Veliko Tarnovo" - FIRST PART

1. Subject and Object The subject of the present public procurement is "delivery of goods" within the meaning of Article 3, Paragraph 1, Item 2 of the PPA. The DPS is created for the supply of various types of medical supplies and reagents for the needs of MOBAL "Dr. Stefan Cherkezov" AD. The initially planned "Technical Specification" may be partially changed during the dynamic purchasing system, by adding new medical supplies or reagents and/or changing their quantities. The quantities indicated in the "Technical Specification" attached to the documentation are forecast and do not create an obligation for the Contracting Authority to award them in the forecast volume. The actual execution of the public procurement will be determined based on the actually delivered medical supplies and/or reagents, within the financial resource. The subject of the public procurement includes the periodic delivery of various types of medical supplies and reagents for the needs of MOBAL "Dr. Stefan Cherkezov" AD, by types and quantities indicated in the Technical Specification – Appendix No. 1. The scope of the procurement includes: » delivery to the Contracting Authority's warehouse; » unloading of the quantity of products delivered according to a given order. 2. Legal basis for opening the procedure The Contracting Authority announces the present procedure for awarding a public procurement within a dynamic purchasing system (DPS) with UIC in ROP T466391 on the basis of Article 86, Paragraph 1 in conjunction with Article 75 PPA and Article 73, Paragraph 1 and Article 18, Paragraph 1, Item 12 PPA. 3. Contract execution period The execution period of the public procurement is 24 (twenty-four) months, starting from the date of signing the contract. 4. Place of contract execution The types of products, subject of this public procurement, must be delivered by the contractor franco the Hospital Pharmacy of MOBAL "Dr. Stefan Cherkezov" AD, located in Veliko Tarnovo, NISH Str. No. 1. 5. Forecast value of the public procurement The forecast value of the present restricted procedure is EUR 118,600 excluding VAT. The forecast value of the procurement includes all costs related to the qualitative and timely execution of the specific procurement, including but not limited to the delivery cost. Each contract is subject to taxes and fees, including VAT, in accordance with the legislation of the Republic of Bulgaria. 6. Payment terms – deferred, within a period of not less than 60 calendar days, after submitting the following documents: Delivery invoice, drawn up in accordance with the requirements of the VAT Act and the VAT Act Implementing Regulation – original and 1 (one) certified copy; acceptance-transfer protocol containing necessarily the following details for each batch: catalog number, batch number and expiry date – in cases where the listed details are not contained in the invoice. 7. Separate lots: none. The public procurement is structured into 6 groups of nomenclature units. Participants can submit offers for one or more groups. The ranking of participants is done separately for each group.
