Diesel fuel

Clause 1 of the Resolution of the Cabinet of Ministers of Ukraine dated 02.03.2022 No. 178 “Certain issues of value added tax at a zero rate during the martial law period” establishes that until the termination or cancellation of martial law, operations for the supply of goods for refueling (topping up) or servicing vehicles of the Armed Forces, National Guard, Security Service, Foreign Intelligence Service, State Border Guard Service, Ministry of Internal Affairs, State Emergency Service, State Security Administration, State Service for Special Communications and Information Protection, other military formations formed in accordance with laws, their formations, military units, subdivisions, institutions or organizations financed by the state budget, for the needs of defense of Ukraine, protection of public safety and state interests are subject to value added tax at a zero rate.
Rivne Regional Center for Hydrometeorology is fully financed by the state budget of Ukraine and is subordinate to the State Emergency Service of Ukraine.
Technical (quality) requirements for the goods: The supply of goods to the Customer is carried out in the form of coupons for 10, 20 liters (upon agreement with the Customer). The price of the goods includes the cost of all expenses of the Bidder. Refueling (with coupons) must be carried out at the Bidder's own or partner (if available) gas stations, in Rivne, Rivne, Volyn, Ternopil, Lviv, Zhytomyr, Khmelnytsky, Ivano-Frankivsk, Kyiv regions, information about which is provided by the Bidder.
Acceptance and transfer of fuel cards. The supply of goods to the Customer is carried out by coupons of a single sample for the entire network of the Bidder's gas stations and/or partner gas stations (if available). Diesel fuel is provided by coupons of a single sample (the brand on the coupon must match the brand of the proposed gas stations), which are valid throughout Ukraine. Gas stations must provide the sale of all types of fuel that are the subject of procurement, to confirm which the Bidder, as part of the tender proposal, provides a letter (certificate) in any form indicating the list of the Bidder's gas stations, their locations (addresses), as well as with the mandatory indication of the name (type) of fuel sold at the Bidder's gas stations. The Bidder must be the owner/issuer of the coupons (provide a guarantee letter). Fuel coupons must contain the name of the gas station network or the brand of the gas station where the fuel will be dispensed.
The Customer pays the Supplier within 5 (five) working days from the date of signing the delivery note by authorized representatives of the Parties, in the amounts of actually delivered Goods within the limits of received funds from the state budget of Ukraine.
