Будь-які документи, що підтверджують відсутність підстав не вимагаються від Учасників-резидентів, незалежно від технічної реалізації в електронній системі закупівель. Учасник процедури закупівлі — нерезидент підтверджує відсутність підстави, шляхом самостійного декларування відсутності такої підстави в електронній системі закупівель під час подання своєї тендерної пропозиції. В разі відсутності технічної реалізації самостійного декларування в ЕСЗ Учасником-нерезидентом підтверджується відсутність підстави шляхом надання інформації згідно з вимогами додатку 2 тендерної документації.
