TECHNICAL, QUALITY AND QUANTITY CHARACTERISTICS OF THE PROCUREMENT ITEM 1. General requirements and fuel quality The quality of the supplied fuel must comply with the requirements for the limiting filtration temperature (grade L, Z, Arctic.), TNP indicators (class A, B), the requirements of current state standards (DSTU 7687:2015, DSTU 7688:2015 or manufacturer's technical specifications), the technical regulations for automotive gasoline, diesel fuel, and other regulatory acts of Ukraine. Each batch of fuel must be accompanied by a manufacturer's quality passport and a certificate of conformity. 2. Method and conditions of fuel dispensing Fuel accounting and dispensing are carried out exclusively through fuel cards at own, leased, or partner gas stations. Fuel dispensing via fuel cards is available 24/7, including Saturdays, Sundays, holidays, and non-working days, according to the Customer's actual needs. 3. Requirements for fuel cards and accounting system A fuel card is a plastic card with a built-in chip (smart card), which is provided to the Buyer for use. Using this card, the Buyer or an authorized person orders and receives the fuel at the gas station. Sample and description: The participant provides a sample (photo/scan) of the fuel card with the proposal. The card is made of heat-resistant plastic with an integrated microprocessor (chip), which ensures a high level of protection against unauthorized copying and data reading. Accounting system functionality: The participant guarantees the availability of an automated card management system that, in real-time (online), provides: - the ability to independently set card parameters (set/change daily, weekly, or monthly limits in liters or monetary equivalent); - obtaining operational information on account status, balance, and current limits; - access to detailed transaction statistics (date, time, gas station number, fuel type, volume) for each individual card, group of cards, or selected range of numbers; - the ability to generate and download reports in convenient formats (PDF, Excel) for accounting purposes. 4. Validity periods and guarantees The validity period of fuel cards for fuel dispensing is at least 24 months from the date of their issuance to the Buyer. If the card expires before the fuel limit is fully used, the Participant undertakes to exchange them for new cards with similar functionality free of charge. The proposal must include a Guarantee Letter regarding the validity period of the cards and the commitment to their exchange, signed by the Participant and the direct owner of the fuel cards (trademark/issuer). 5. Requirements for the gas station network and logistics The participant confirms the availability of own, partner, or leased gas stations within a radius of no more than 6 km from the Buyer's legal address. Technical parameters: Gas stations comply with the requirements of the Cabinet of Ministers of Ukraine Resolution No. 1442 dated 20.12.1997. The access scheme and territory of the gas station ensure free access and maneuvering of vehicles with a turning radius of at least 23 meters. Confirmation: The participant provides a list of gas stations indicating addresses, operating hours, and distance to the Buyer's base. If any of the specified requirements are not met or documentary confirmation is not provided (including signatures of trademark owners on guarantee letters), the Participant's proposal will be rejected.
