Construction of a new 'future-proof' information system for collection, archiving, and visualization of technological data from the gas transmission network of Bulgartransgaz EAD (SCADA or system) for the Southeast Operational Region (SEOR) Stara Zagora

This tender concerns the engineering, design, equipment supply, construction, and implementation of a new, future-proof SCADA (Supervisory Control and Data Acquisition) information system for Bulgartransgaz EAD. The system will be deployed in the Southeast Operational Region (SEOR) in Stara Zagora, Bulgaria, and is intended for the control, collection, archiving, and visualization of technological data from the gas transmission network. The project is divided into five key stages. Stage 1 involves an audit of the existing situation and the development of a detailed design, including a review of current infrastructure, analysis of the existing information system's logic, definition of a cybersecurity concept for the new SCADA system, and preparation of the execution design. Stage 2 covers the procurement of necessary licenses, software, hardware, and associated components, as well as development software and hardware for system maintenance. Stage 3 focuses on the development of user software and conducting factory acceptance tests. Stage 4 entails the installation and commissioning of the SCADA system, including the installation of all SCADA equipment, RTUs (Remote Terminal Units), protocol converters, integration of compatible existing PLCs (Programmable Logic Controllers), and decommissioning of outdated equipment. This stage also includes functional testing and system performance verification. Finally, Stage 5 involves training the client's personnel on the operation, administration, configuration, and maintenance of the new SCADA system, ensuring its effective long-term utilization.
