Professional vehicle and container monitoring system, OPS TA code 5214566

The subject of the contract is the implementation, for the Independent Authority for Public Revenue (A.A.D.E.) and specifically for the Customs Service, of an integrated system for the control and recording of trucks and containers during their passage through land border points and port customs of the country, as well as the digital monitoring of their movement while circulating within the Greek territory. Specifically, within the framework of the contract, the Contractor will proceed with: • the procurement, installation, and commissioning of a set of equipment (entry barriers, automatic license plate recognition and recording cameras (A.L.P.R.), etc.) • the development of the Integrated Digital System Hellenic Customs Digital Borders (OPS HCDB) for managing the monitoring of vehicle and container movement. • the provision of services (equipment installation, study development, user training, etc.). The OPS HCDB will contribute to expanding the operational capability for monitoring freight flows throughout the territory, through the collection, recording, and processing of data from multiple sources. Specifically, within the framework of the project services, the Contractor will provide the following services: • Implementation Study, which will include at a minimum: o The configuration of the system architecture. o The recording and analysis of user requirements, the design of technical functional specifications for the application software, the development of the Control methodology and Control Scenarios, etc. o The drafting of the Interoperability and Interconnection Plan with other Systems. o The development of the Security & GDPR Compliance Study and the Data Classification Study. o The drafting of the Project Management and Quality Assurance Plan. o The drafting of the Training Plan and the analysis of requirements and functional specifications for the HelpDesk Tool. o The mapping of installation sites, the related configurations required, and the equipment to be installed. o The configuration of spaces – civil engineering works. o The drafting of the study for placing the system into productive operation. • Development and Parameterization Services for the OPS HCDB for managing the monitoring of vehicle and container movement. • Interoperability and Interconnection of the Integrated Digital System Hellenic Customs Digital Borders (OPS HCDB) for managing the monitoring of vehicle and container movement with other systems, as well as the utilization of existing data recording equipment (weighing system, etc.) within the system. • Installation of the OPS HCDB for managing the monitoring of vehicle and container movement in the Hybrid Government Cloud (Hybrid G-cloud) infrastructures. • Training of A.A.D.E. staff as well as trainers for subsequent ongoing internal training. • On-site Support. • Pilot Operation. • Full-scale Test Operation – System Roll Out and support for the productive operation of the Project. • Warranty and Maintenance (para. 1.3 of the Tender and ANNEX I of the Tender).
