Total renovation of the old student dormitory in Zografou Campus, with PPP

The Project concerns the study (preparation of any additional studies, updating existing ones as required, etc.), financing, reconstruction, operation, and technical management/maintenance, as well as the provision of security/guarding and cleaning services for the Old Student Dormitory at the Zografou Campus of the National Technical University of Athens. Through the implementation of the Project, the Contracting Authority aims to modernize the existing catering and accommodation infrastructure, enabling the safe and quality stay of students and academic staff. In summary, the SPV undertakes: (a) to carry out the studies necessary for the construction of the Project, in accordance with the applicable environmental conditions, and to ensure the timely issuance of all permits and approvals provided for by current legislation, (b) the construction works of the building infrastructure and the redevelopment and landscaping of their surrounding area, as well as the procurement of equipment, so that the above infrastructure and areas are fully available for exploitation and use for their intended purpose, (c) to execute the Technical Project fully, on time, and properly, in accordance with the rules of science and art and to the highest professional and quality standards, (d) to finance the Project with its own and/or borrowed capital, (e) technical management/maintenance throughout the duration of the Concession Agreement, which includes, in particular, inspection, routine, preventive, and corrective maintenance, heavy maintenance, cleaning, waste management, and ensuring the hygiene of the building and other facilities and systems of the infrastructure, daily technical operation and supervision for the readiness and operability of the facilities and systems of the building infrastructure and their surrounding area, so that the Project is fully suitable and available, (f) the insurance of the building and other facilities and systems of the infrastructure that are the subject of the Concession Agreement, both during the design and construction phase, and during the operation phase, (g) ensuring the security of the building and other facilities and systems of the infrastructure that will be the subject of the Concession Agreement during the operation phase and throughout the duration of the Concession Agreement, subject to the provisions of current legislation on the protection of personality and personal data of members of the educational community, and (h) to return the Project to the State as provided for in the Concession Agreement at the end of the contractual period, in exchange for availability payments during the Project's operation period.
