„Selection of a supplier of net active electrical energy, a balancing group coordinator for low and medium voltage, and administration of electricity transmission and access costs for structures of the Ministry of Interior, served by DUSS D, in the territory of 'Electrodistribution Networks West' AD, 'Electrodistribution South' EAD, and 'Electrodistribution North' AD".

The subject of this public procurement is the supply of net active electrical energy for structures of the Ministry of Interior, served by DUSS D, explicitly listed in Appendix No. 1 to the technical specification, from a licensed electricity supplier and coordinator of a standard balancing group. The procurement includes the selection of a licensed trader – coordinator of a standard balancing group, to supply net electrical energy for the structures of the Ministry of Interior, with full administration of the information flow with ESO EAD and assumption of costs for imbalances of consumed electricity. The subject of the procurement also includes the administration of amounts for normatively determined fees, network services, and excise duties. These will be paid by the Contracting Authority to the Contractor, which is why the Contracting Authority plans to conclude a contract with the Contractor for combined services within the meaning of Art. 11, item 10 and under the conditions of Art. 20 of the Rules for Trading with Electrical Energy (PTEЕ). During the execution of the procurement, the continuity of electricity supply must be ensured, and electricity must be supplied with quality and in accordance with the provisions of the Energy Law and other regulations governing public relations related to the supply of electrical energy /including PTEЕ, PIKEE and regulations issued on the basis of the Energy Law (ZE)/. The subject of the public procurement includes the supply of a forecast quantity of electricity in the amount of 22,000 MWh for a period of 24 (twenty-four) months. The indicated forecast quantity does not oblige the Contracting Authority to consume it, as it reserves the right to consume quantities of electricity above the indicated forecast quantity in case of need. The place of execution of the procurement is the structures of the Ministry of Interior, served by DUSS D, described in Appendix No. 1 to this specification. In case of need, within the term and value of the concluded contract, the Contracting Authority may include new objects in the coordinator's balancing group, for which it will pay for the consumed electricity under the conditions of the concluded contract, as well as exclude existing objects. The inclusion of new objects and exclusion of existing objects from the scope of the contract is realized by signing bilateral additional agreements between the parties. Contract duration – up to 24 months from the date of confirmation of the first registered schedule for the supply of net active electrical energy or until its value is reached.
