Selection of a supplier of net active electrical energy, a low-voltage balancing group coordinator, and administration of electricity transmission and access costs for ODMRVarna sites in Varna region

The subject of this public procurement is the supply of net active electrical energy for ODMRVarna sites, explicitly stated in Appendix 1.1 to the technical specification, from a licensed electricity supplier and coordinator of a standard balancing group. The procurement includes the selection of a licensed trader - coordinator of a standard balancing group, who will supply net electrical energy for ODMRVarna sites, with full administration of the information flow with ESO EAD and assumption of costs for imbalances of consumed electricity. The subject of the procurement also includes the administration of amounts for normatively determined fees, network services, and excise taxes. These will be paid by the Contracting Authority to the Contractor, which is why the Contracting Authority intends to conclude a contract with the Contractor for combined services within the meaning of Art. 11, item 10 and under the conditions of Art. 20 of the Rules for Trade with Electric Energy (PTEE). During the execution of the procurement, the continuity of the electricity supply must be ensured, and electricity must be supplied with quality and in accordance with the provisions of the Energy Act (ZE) and other normative acts governing public relations related to the supply of electricity (including PTEE, PIKEE and regulations issued on the basis of ZE). The subject of the public procurement includes the supply of a forecast quantity of electricity in the amount of 4000 MWh for a period of 24 (twenty-four) months. The indicated forecast quantity does not oblige the Contracting Authority to consume it, as it reserves the right to consume quantities of electricity above the indicated forecast quantity in case of need. The place of execution of the procurement is ODMRVarna sites described in Appendix 1.1 to the technical specification. In case of need, within the term and value of the concluded contract, the Contracting Authority may include new sites in the coordinator's balancing group, for which it will pay for the consumed electricity under the conditions of the concluded contract, as well as exclude existing sites. The inclusion of new sites and exclusion of existing sites from the scope of the contract is realized by signing bilateral additional agreements between the parties. Contract duration - up to 24 months from the date of confirmation of the first registered schedule for the supply of net active electricity or until its value is reached.
