Supply of net active electrical energy from a balancing group coordinator for the sites of "Irrigation Systems" EAD

The subject of this tender is the supply of net active electrical energy from a standard balancing group coordinator for the sites of "Irrigation Systems" EAD and the provision of administration and balancing services. The award of the public procurement aims to select a licensed trader - coordinator of a standard balancing group, who will supply net active electrical energy at low and medium voltage level for the needs of the central management (CM) and the 14 (fourteen) branches of "Irrigation Systems" EAD, with full administration of the information flow with ESO and assumption of costs for imbalances. Scope of supply and accompanying services: 1. Electricity supply: supply of net active electrical energy at low and medium voltage level for the needs of the Central Management (CM) and the 14 branches of "Irrigation Systems" EAD with an estimated quantity for a 36-month period of approximately 31,000 – 33,000 MWh ± 10% (average of about 10,666 MWh per year); 2. Combined service and administration: provision of a combined service within the meaning of Art. 11, item 10 of the PTEЕ, along with full administration of the information flow and delivery schedules with ESO EAD and the respective licensed distribution network operators (DNO); 3. Balancing: inclusion of the Contracting Authority as an indirect member in a standard balancing group with the participant selected as contractor as coordinator without registration and participation fees, with full assumption of responsibility and financial costs for imbalances at the contractor's expense. In performing the above, the contractor must comply with the provisions of: The Energy Act (EA) and its subordinate normative acts relating to the subject of the tender, the requirements of the Rules for Measuring Electricity Quantities (PICEE), the Rules for Trading Electricity (PTEE), adopted pursuant to Art. 91, para. 2 of the Energy Act (EA) by the Energy and Water Regulatory Commission (EWRC), as well as the orders of the Electricity System Operator (ESO), so as not to be removed from the balancing energy market.
