Announcement of Electronic Open (International) Tender Above Thresholds for the Project «Expansion of the Migration Information System for the Support of the Operation of the Data Reception Centers of the Ministry of Migration and Asylum»

The Ministry of Migration and Asylum is planning the Operation of four (4) Data Reception Centers, as a service provision by an external Contractor with the aim of strengthening the capacity for biometric data collection from asylum seekers to minimize their pending applications. For the Operation of the Centers and given that they will exclusively handle the collection of biometric data, it will be necessary to expand the functionality of the Migration Information System (MIS), by adding three (3) basic functionalities to it, specifically: A. Biometric Data Collection This concerns the development and operation of a special distinct functionality in the MIS for biometric data collection. B. Implementation of Electronic Appointment Functionality Both for processing biometric data collection procedures and for carrying out the procedures for serving the autonomous document to asylum seekers, the development and operation of a special distinct electronic appointment booking functionality is required. C. Functional Unit for Management and Supervision of Data Reception Centers This functionality aims to monitor and supervise the operation of the Data Reception Centers through a real-time issuance of relevant Searches and Reports in a Dashboard format. Additionally, the project includes the procurement and installation of necessary IT equipment for the smooth operation of the Data Reception Centers. The services provided are classified under the following codes of the Common Procurement Vocabulary (CPV): 72000000-5: IT services: consulting, software development, Internet and support, 48000000-8: Software packages and IT systems, 79421200-3: Project management services, excluding construction work, 80533100-0: IT training services The subject of this contract is not divided into lots, as it constitutes the development of new functionalities in the existing MIS of the Ministry of Migration and Asylum to support the provision of the service for the operation of the biometric data reception centers, which includes the necessary actions and works required for their effective operation. The division of the subject of the service provision for the operation of the biometric data reception centers would create insurmountable problems both in the operation of the centers and in their management and supervision by the Contracting Authority, especially regarding the diffusion of responsibility for the unified operation of its individual components (Staffing, IT Equipment, Building Infrastructure Functionality, etc.). Offers are accepted for all services described. The estimated value of the contract amounts to €1,200,000.00 excluding VAT, budget including VAT: €1,488,000.00, VAT 24% €288,000.00 and is analyzed as follows: - initial project budget €800,000.00 excluding VAT (Budget including VAT: €992,000.00, VAT 24% €192,000.00) - budget for option to increase physical scope: up to 50% €400,000.00 excluding VAT (Budget including VAT: €496,000.00, VAT 24% €96,000.00) The duration of the contract is set at sixty (60) months, including the control and acceptance of deliverables process, as defined in Paragraph 6.3 of this document.
