“Delivery, implementation and warranty support of a comprehensive solution of cybersecurity systems and protection of the information infrastructure of the Bulgarian National Radio“

The subject of the public procurement: covers the delivery, installation and integration into the information system of the Bulgarian National Radio (BNR) of modern systems, solutions and software in the field of information security, accompanying hardware equipment necessary for use in the systems, connection of individual components and commissioning of an integrated modular platform for creating an operational cybersecurity center for the Bulgarian National Radio, as well as staff training and warranty support for the system. The operational cybersecurity center is intended to ensure a high degree of protection against intrusions into the BNR network and end devices (servers and workstations). The integrated platform should include the following hardware and software components: -Centralized platform for collecting, analyzing and correlating information (SOC); -Next-generation network firewalls; -System for detecting and responding to threats through network traffic analysis; -Identity protection system; -Privileged access management system; -Access control system; -Corporate Browser System for secure work with web, cloud and AI services; -Vulnerability management system; -Email protection system; -Cyber resilience, backup and recovery system; -Cyber threat intelligence platform; -Accompanying hardware equipment necessary for use in the systems: 1200 pcs. hardware devices (tokens) for strong multi-factor authentication; 8 units of specialized physical devices for the network traffic analysis system; 5 pcs. specialized operator workstations. At the time of opening this public procurement, funding has not been secured. In this regard, the procedure is opened under the conditions of Art. 114 of the Public Procurement Act (PPA). The execution of the contract begins only after the provision of financial resources by the Contracting Authority and the sending of an explicit written notification to the Contractor. The total period for the execution of the activities under the subject of the procurement (delivery, installation, integration and training) is up to 10 (ten) months. The period starts to run after the Contracting Authority has secured financial resources and provided written notification in accordance with Art. 114 of the PPA. The activities under the contract are carried out sequentially in the following stages: Stage 1 (Delivery): The delivery period for hardware equipment and software licenses is no more than 3 (three) months, starting from the date of confirmation by the Contracting Authority of secured funding for this public procurement and the submission of a performance guarantee by the Contractor. Stage 2 (Installation and Integration): The period for the execution of installation and integration services is no more than 6 (six) months, starting from the date of signing a bilateral acceptance certificate for the delivery of hardware equipment and software. Stage 3 (Training of administrators and users): The period for the execution of training activities is no more than 1 (one) month, starting from the date of signing an acceptance certificate for installation and integration. The warranty support period is not less than 36 (thirty-six) months, starting from the date of signing the final acceptance certificate for the commissioning of the integrated modular platform for creating a cybersecurity operational center in its entirety. This public procurement is conducted under the conditions of Art. 114 of the PPA. In this regard and pursuant to Art. 114, para. 1 of the PPA, the contract for the award of the public procurement will be considered awarded under a suspensive condition – with a deferred execution clause, which will be realized only upon secured funding.
