Selection of an operator for the provision of electronic food vouchers for the needs of "SMG "Paisiy Hilendarski", Sofia"

The subject of the procurement includes the issuance, delivery, loading and administration of food vouchers on electronic media by the Contractor for the needs of "SMG "PAISII HILENDARSKI, Sofia" in connection with the fulfillment of the employer's obligations under Art. 294, item 7 of the Labor Code and the Protocol Decision of the General Meeting of Employees for the distribution and use of funds from the social benefits and cultural activities fund, in the amount of up to 3 percent of the approved basic salary expenses. The contracting authority informs the contractor of the required number of cards, which should be delivered to him, according to the current number of employees who will use them. The available cards are loaded monthly with electronic vouchers, after a prior request from the contracting authority to the contractor. The request specifies which employees' cards (specific cards to be loaded) should be loaded with electronic vouchers and at what value, respectively. Requests will be made online, by email or via a web page, according to the current technical capabilities of the Contractor. The activity related to the issuance, delivery, loading and administration of food vouchers on electronic media must comply with the requirements of the Corporate Income Tax Act (CITA), Ordinance No. 7 of 09.07.2003 on the conditions and procedure for issuing and revoking permits for activity as an operator of food vouchers on paper and electronic media, for issuing food vouchers on electronic media, the characteristics of the issued food vouchers on electronic media and carrying out activity as an operator, (Ordinance No. 7 of 09.07.2003), as well as other applicable normative acts. The provided electronic food vouchers must: - comply with the requirements of Art. 209a, para. 2, item 6 of the Corporate Income Tax Act (CITA); - technically comply with the conditions under Art. 209a, para. 2, item 7 of the Corporate Income Tax Act (CITA). Forecast quantity/volume: The maximum nominal value of vouchers per person per month is not more than 35.00 euros; The contracting authority does not undertake to set the food vouchers per person per month at the maximum nominal value, reserving the right to determine the specific amount of food vouchers for each person per month, including a lower amount than 35.00 euros. - forecast total nominal value of vouchers per month – 4,515.00 euros; - forecast total nominal value of vouchers for 24 months – 108,360.00 euros; - forecast average monthly number of workers and employees – 129 people; - forecast number of electronic media for food vouchers for current monthly loading and administration – 129 units; - total forecast number of electronic media for issuance and delivery for 24 months – 129 units.
