Delivery of food vouchers for the needs of "MOBAL "Dr. Stefan Cherkezov"" AD

1. Contracting Authority The contracting authority for this public procurement is "MOBAL "Dr. Stefan Cherkezov"" AD, with its registered office and address: Veliko Tarnovo, 1 Nish Str. 2. Subject of the public procurement, estimated value, and funding source The subject of the public procurement is a service, according to Art. 3, para. 1, item 3. The estimated value for the provision of the service for a period of 24 months amounts to EUR 410,000 (four hundred and ten thousand) excluding VAT. The amount is secured by the healthcare facility's own funds and is distributed as follows: - Estimated nominal value of vouchers excluding VAT – EUR 408,000. - Estimated value for printing and delivery excluding VAT – EUR 2,000. 2A. Options The contracting authority foresees the possibility of extending the contract term by a letter of award, for a period not exceeding 6 months. In connection with the Draft Ordinance amending Ordinance No. 11 of 21.12.2005 on determining the conditions and procedure for providing free food and/or supplements to it, § 1 of which provides for the following amendments to Art. 5 of the Ordinance: 1. In para. 1, the words "two leva" are replaced by "two euros"; 2. In para. 2, the words "one leva" are replaced by "one euro", The contracting authority foresees the possibility, upon adoption of the proposal to amend the Ordinance, to increase the value of the contract, in accordance with the adopted amendment to the ordinance, but by no more than 50 percent of the value of the main contract, in accordance with the requirements of Art. 116, para. 1, item 1 and Art. 116, para. 2 of the Public Procurement Act. 3. Description of the subject of the procurement, quantities, and volume The public procurement concerns the selection of an operator for the printing and delivery of food vouchers for the needs of "MOBAL "Dr. Stefan Cherkezov"" AD, with an estimated quantity of 320,000 vouchers. The type and volume of necessary supplies are described in the technical specification, an integral part of this documentation. 4. Data on separate lots The subject of this public procurement is systematically and economically indivisible, as the organization of the workflow and the qualitative execution of the subject necessitate that the activities be carried out by a single contractor. The effective execution of this public procurement assumes the awarding of the planned activities within a single contract and its realization by a single contractor. The content of the activities and their existing interrelationship do not presuppose the possibility of their execution by dividing the subject of the procurement into separate lots – in this specific case, it cannot be considered that the activities can be separated to a degree that allows for the division of the subject into separate contracts. The execution of the procurement without dividing it into separate lots will guarantee the achievement of an optimal result. Given the above, dividing the public procurement into separate lots is inappropriate and would negatively affect the efficiency of execution. In addition to the above, awarding the printing of different voucher denominations to separate contractors would significantly complicate the work of the Contracting Authority, leading to higher printing costs and a risk of inaccuracies in service provision due to more difficult traceability. 5. Requirements for the participants' personal status. The requirements for the participants' personal status set by the contracting authority are the legal requirements incorporated in Art. 54, para. 1 of the Public Procurement Act. 6. Selection criteria The contracting authority requires participants to have completed at least one delivery/service with a subject and volume of procurement identical or similar to that specified in the technical specification of the procurement within the last three years, counting from the date of submission of the offer. A delivery/service is considered "completed" if its execution was finalized within three years from the date of submission of the participant's offer.
