“National Early Warning System using Artificial Intelligence” of the project: “National Database: Integrated Information System for Risk Management and Prevention”

The General Secretariat for Civil Protection (GSCP), within the framework of its responsibilities, needs the design and implementation of the appropriate digital infrastructure for data collection, development of artificial intelligence predictive models, and the creation of digital twin simulation models and business intelligence analyses in a specially designed intelligent Digital Control Tower for advanced management of immediate actions and optimization of available resources. The subject of this project is the design and implementation of the appropriate digital infrastructure for data collection, development of artificial intelligence predictive models, interconnection with APIs from all information sources, and business intelligence analyses in a specially and appropriately designed digital control tower for advanced management of immediate actions and optimization of available resources. The areas of interest where the new services provided by the GSCP through the central intelligent Digital Control Tower will find application (e.g., artificial intelligence predictive models, digital twin simulation, and business intelligence analyses) are summarized as follows: • Fire detection and suppression through the Fire Service systems • Mapping and prediction of prevailing weather conditions using meteorological station data • Collection and monitoring of epidemiological data, such as the COVID-19 tracing database, diagnostic equipment data, e-health initiatives, etc. • Monitoring of emergency communications through the 112 Emergency Communications Service System and radar systems • Prevention, response, management, and early warning for natural and man-made hazards (flooding, forest and wildland fires, volcanic activity, storm surges) • Monitoring, prediction, and warning for natural disasters, such as flooding, volcanic activity, storm surges (tsunamis), fires, and landslides using a corresponding system consisting of cameras, seismographs, and sensors • Real-time geographical detection and tracking of vehicle fleets via telematic data • Collection and utilization of operational and geographical data collected from laptops, smartphones, vehicles, tracking devices, aircraft, and workstations, through peripheral equipment applications The aforementioned intelligent Digital Control Tower, within the framework of the above needs, must serve and have the following as its main pillars: • Creation of an interoperability infrastructure and a unified data collection base from all available information sources, telematic instruments, and sensors at different update frequency levels • Visualization and mapping of all incidents, available equipment, and fleet through statistical analyses and interactive business intelligence visualizations • Continuous monitoring of incidents and availability of equipment and fleet, impacting their immediate response, through intelligent real-time incident monitoring systems • Rapid notification of potential future incidents and availability of equipment and fleet through alarm systems aiming at early prediction, prevention of extreme events, and problems with equipment and fleet availability • Strategic planning and coordination of action mechanisms for the availability of equipment, fleet, and response forces through a system for generating and executing simulation scenarios of digital twin models (paragraphs 1.3 and APPENDIX I).
