В изпълнение на обществената поръчка ще се извършват услуги по почистване/ възстановяване на сервитутните зони, засягащи поземлени имоти в горски и извън горски територии (урбанизирани, земеделски, защитени, нарушени територии за възстановяване) на електропроводи 110; 220 и 400 kV, обслужвани от ЕСО ЕАД, Управление Мрежови експлоатационен район Стара Загора (УМЕР Стара Загора), част от преносната мрежа на Р България. Предвидени са за извършване следните основни дейности: - отстраняване на дървета, храсти и клони в сервитутните зони върху поземлени имоти в горски територии, представляващи просеки; - отстраняване и подкастряне на единични дървета, храсти и клони в сервитутните зони върху поземлени имоти извън горски територии; - изнасяне на отсечената дървесна маса в лявата и/или дясна граница на сервитутната зона, така че ивицата между крайните проводници да бъде освободена. Трасетата на електропроводите предвидени за почистване преминават през различни категории територии, в т.ч. планински или пресечен терен, до част от които липсват пътища, и достъпа с механизация е затруднен. Почистването на сервитутите (просеките) се налага във връзка с изискванията Наредба №9 за техническа експлоатация на електрически централи и мрежи (НТЕЕЦМ), Наредба №3 за устройство на електрическите уредби и електропроводните линии(НУЕУЕЛ, Наредба № 16 от 2004 г. за сервитутите на енергийните обекти, Закон за горите – Чл.67 и Чл.139, ал.1, Наредба №8 за сечите и горите, Наредба №1/ 30.01.2012г. за контрола и опазването на горските територии, Наредба №8/ 11.05.2012г. за условията и реда за защита на горските територии от пожари, Правилника за безопасност и здраве при работа в електрически уредби на електрически и топлофикационни централи и по електрически мрежи (ПБЗРЕУЕТЦЕМ), както и действащите други нормативни и поднормативни актове. Почистването/възстановяването на просеките се извършва чрез премахването на дървета, храсти и издънки и изнасяне на отсечените дървета, клони, храсти, издънки, вършина, отпад, сухата дървесна маса и неизползваема дървесина. Сечта се извършва, съгласно изискванията на Закон за горите и другите подзаконови нормативни документи.
