Delivery of lubricants and car cosmetics for the needs of the National Revenue Agency

The Minister of Finance, acting as the Central Procurement Body, in accordance with Council of Ministers Decree No. 385/30.12.2015 (CMD No. 385/2015), has concluded Framework Agreement No. SPOR-36/21.10.2025 for the award of a centralized public procurement with the subject: "Delivery of car cosmetics and lubricants for the needs of executive bodies and their administrations". The framework agreement enters into force from the date of its conclusion (21.10.2025) and is valid for 12 (twelve) months. The National Revenue Agency falls within the scope of subjects under Art. 4, para. 1 of CMD No. 385/2015, who are obliged to utilize the centralized public procurements conducted by the CPB by concluding individual contracts under the framework agreements concluded by the central body. Contracting authorities under Art. 4, para. 1 of the Decree conclude contracts for supplies and services with potential contractors under the framework agreements concluded by the CPB, observing the conditions of these agreements. The procedure for concluding contracts by individual contracting authorities is described in Section V of the signed framework agreement. Art. 4, para. 5 of CMD No. 385/2015 provides for the possibility that Contracting Authorities are not obliged to use centralized procurement when, for the duration of the framework agreement, the supplies/services they procure have an estimated value lower than that under Art. 20, para. 4 of the Public Procurement Act or do not exceed €25,564.59 / BGN 50,000/ excluding VAT. Despite the possibility provided for in Art. 4, para. 5 of CMD No. 385/2015, the NRA will not exercise it but will conduct a procedure in accordance with Art. 82, para. 1 of the Public Procurement Act. The subject of the public procurement includes the delivery of oils and filters for cars, AdBlue diesel engine additive, cleaning agents, windshield washer fluid, and other types of car cosmetics and lubricants.
