Carrying out current and emergency construction and installation works and construction and repair works (CIW/CRW) on the buildings of "UMBAL PROF. DR. STOYAN KIRKOVICH" AD

Object and subject of the public procurement: The object of the current public procurement is the execution of construction and installation works according to Art. 3, para. 1, item 1, letter "a" of the Public Procurement Act (PPA), related to the execution of emergency and current repairs and construction and installation works (CIW) on buildings, repairs, reconstructions, and alterations. The execution of the procurement includes carrying out construction and installation works and construction and repair works in hospital units and sites of UMBAL "Prof. Dr. Stoyan Kirkovich" AD, which are to be carried out upon award by the Contracting Authority. The expected types of works are described in detail in the technical specification of the types of construction and installation works, as well as warranty liability for the executed construction and installation works. In case of types of works arising that are not listed in the technical specification, the unit prices shall be justified by analyses formed on the basis of the pricing indicators from the participant's offer and invoices for materials, and these shall be agreed upon and approved by the contracting authority. If anywhere in the current documentation and/or its annexes specific standards, specifications, technical approvals, or other technical references are indicated, the Contracting Authority will accept their equivalents as meeting the requirements. When it comes to a standard, specification, technical assessment, or technical approval, if a participant proves in their offer by appropriate means, including through the evidence under Art. 52 of the PPA, that the proposed solutions equally satisfy the requirements set by the technical specifications, their offer will not be proposed for exclusion. The public procurement is not divided into separate lots. Rationale: all activities included in the technical specification are similar in nature and interconnected in terms of organization and execution, therefore they cannot be divided into separate lots. Place of execution: buildings of UMBAL "PROF. DR. STOYAN KIRKOVICH" AD, located in Stara Zagora at the administrative address: Stara Zagora, ul. "General Stoletov" No. 2; Term of execution of the procurement: 24 (twenty-four) months, starting from the date of signing the contract and receiving an order letter from the contractor or until the exhaustion of the Contracting Authority's budget funds. The maximum estimated value of the public procurement is EUR 430,000.00 excluding VAT. The specific values of the types and quantities of CIW to be executed are determined based on the prices proposed by the Contractor, indicated in its price proposal – Annex No. 3, an annex to the public procurement documentation. Upon request from the contractor, the Contracting Authority may pay an advance of 20% of the amount in the respective order letter, within 15 (fifteen) working days from the submission of the following documents: – order letter; – original invoice for the advance amount. - submission of an advance guarantee, securing the advanced funds, in the amount of these funds and released up to three working days after the return or utilization of the advance. The guarantee shall be provided in one of the following forms: 1. cash amount; 2. bank guarantee; 3. insurance that unconditionally and irrevocably secures performance by covering the contractor's liability. The validity period of the offer shall be no less than 6 (six) months from the date set as the deadline for receiving offers. A participant who offers a shorter validity period for their offer will be excluded from participating in the procedure.
