Provision of specialized support – advisory economic and administrative services of the Public Law Entity named “National Cybersecurity Authority”

The subject of this contract is the provision of specialized support – advisory economic and administrative services to the Public Law Entity named “National Cybersecurity Authority” (Law 5086/2024 Government Gazette 23/Vol. A’/14.02.2024). Specifically, the physical object of the contract includes, but is not limited to, the following: A. Support in Specialized Economic – Accounting Services 1. Support in the preparation of financial statements based on the Accounting Standards that the entity is obliged to follow. 2. Support in cooperation with the statutory auditors for the annual audit and any management audit. 3. Signing of the entity's financial statements, if required by current legislation. 4. Support in other economic, administrative, tax, and fiscal audits. 5. Support in submitting the annual income tax return. 6. Support in issuing financial reports to the entity's management. 7. Support and guidance for the employees of the Financial Directorate involved regarding compliance with all Accounting Principles. B. Accounting Support Services 1. Support in ensuring the correct recording of double-entry bookkeeping records. 2. Support and guidance on accounting, fiscal, tax, insurance, withholding, etc. matters. 3. Support in reconciling Financial Management with General Accounting on a monthly and annual basis. 4. Support in reconciling accounting / balances of all General Accounting Accounts. 5. Support in monitoring the fixed assets register (depreciation, impairment, disposals, etc.). 6. Support in submitting monthly tax declarations (including VAT, if applicable, and/or other withholding taxes). C. Budget Support 1. Support in preparing the summary and detailed annual budget. 2. Support in monitoring the approved budget. 3. Support in preparing all fiscal reports that the entity is obliged to send to the competent supervisory Ministry (on a monthly, quarterly, semi-annual, and annual basis). 4. Support in preparing the Annual Revenue and Expenditure Report for the entity to send to the competent auditing authorities (Court of Audit, General Accounting Office of the State, etc.). 5. Support in preparing the monthly Commitments Register according to Presidential Decree 80/2016. 6. Support in preparing the monthly summary report of unpaid and overdue liabilities of the NCA. 7. Support in preparing the entity's KPI (Key Performance Indicator). 8. Support in preparing and uploading data to ELSTAT (quarterly, annual). 9. Support in preparing the Medium-Term Fiscal Strategy Framework. 10. Support in preparing the required budget adjustments. D. Payroll Support 1. Support in issuing payroll per month for all payroll categories. 2. Support in uploading the monthly EAP file to taxis. 3. Support in submitting APD and reconciling with payroll and accounting. 4. Support in issuing and sending income statements at the end of the year. 5. Support in accounting for monthly payroll. 6. Advisory support regarding payroll withholding matters. 7. Updating the Central Register of Beneficial Owners, if required by current legislation. 8. Support in monitoring staff leave. E. Support for conducting Procurement/Services award procedures and Public Contracts 1. Support in conducting direct awards by the entity. 2. Support in uploading tender documents to the KIMDIS/ESIDIS platform and publications in DIAVGEIA. 3. Support in addressing any other procurement-related issues provided for by current regulations on state procurement. 4.
